BOARD OF PUBLIC WORKS AND SAFETY MINUTES August 18, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, August 18, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Ron Shriner and Dawn Ross. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the August 11, 2015 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Structure Demolition for 608 S. 4th Street This being the time set to open bids for the Structure Demolition for 608 S. 4th Street, the following bids were received and opened: There were no bids submitted. NEW BUSINESS Economic Development Road Closure Request-Art Crosswalk Installation Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a Road Closure Request for Art Crosswalk Installation at the intersection of 10th Street and Main Street. Artists and volunteers will be painting two of the four crosswalks at that intersection. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Historical Demolition Permit-854 Shawnee Avenue Daniel Walker, Economic Development, presented to the Board and recommended approval of a Historical Demolition Permit for 854 Shawnee Avenue. Mr. Walker stated that the home was built is 1925 and contributes to the Highland Park National Register District and the Historic Preservation Officer Dann Keiser, has found the need to uphold the 60 day public notice period for demolition. Mrs. Chosnek stated that demolition of historical structures is covered by 13.01.070 is the City of Lafayette Code is the real estate is listed on the City of Lafayette Inventory of Historic Homes and Structures, there is a 60 day waiting period before demolition can incurred. Unless one of the two following circumstances apply; one- a written recommendation by the Historic Preservation Officer that the demolition does not affect the historic character of the building or historic district, or two-a written determination is made by the City Engineer’s Office that there is an emergency condition dangerous to life, health or property which Board of Public Works and Safety August 18, 2015 Page 2 requires demolition prior to the expiration of the 60 day waiting period. President Henriott stated that neither of those two conditions applies. Keith Alyea, President of Highland Park Neighborhood Association, was contacted by KIRFI LLC and Majestic Homes on August 12, 2015 to support a waiver of the 60 day waiting period for demolition. Mr. Alyea stated that the 14 adjacent neighbors to 854 Shawnee were all in support of demolition of the property. These same neighbors were not in favor of the floor plan and façade for the possible new home. Mr. Alyea stressed that the neighborhood would like to keep the character of the historic neighborhood. Mr. Shriner moved to uphold the 60 day waiting period. Mrs. Ross seconded. Passed. Engineering Permission to Advertise-Pedestrian Ramp Construction at Myers and Riehle Plaza Bridges Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the Pedestrian Ramp Construction at Myers and Riehle Plaza Bridges. Publications will run on August 21 & 28, 2015 with the bid opening on September 8, 2015. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Permission to Advertise-Utility Emergency Repairs Program 2015-2016 Mrs. Leshney presented to the Board and recommended approval of a Permission to Advertise for the Utility Emergency Repairs Program 2015-2016. Publications will run on August 21 & 28, 2015 with the bid opening on September 8, 2015. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Permission to Advertise-2015 Pavement Markings Mrs. Leshney presented to the Board and recommended approval of a Permission to Advertise for the 2015 Pavement Markings. Publications will run on August 21 & 28, 2015 with the bid opening on September 8, 2015. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Supplemental Agreement #1-Winterset Drive Reconstruction Project Mrs. Leshney presented to the Board and recommended approval of Supplemental Agreement #1 for the Winterset Drive Reconstruction Project with TBird in the amount of $15,000.00 which brings the revised contract to a not-to-exceed $50,000.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Community Development Agreement between Lafayette Housing Consortium and Habitat for Humanity 2014-2015 Project #6 Monon Valerie Oakley, Community Development, presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and Habitat for Humanity 2014-2015 Project #6 Monon in the amount of $35,000.00 funded through 2014-2015 funds. This is a new construction, energy efficient home. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety August 18, 2015 Page 3 Legal Counsel Amendment #1-Lease Agreement with the Long Center Mrs. Chosnek presented to the Board and recommended approval of Amendment #1 for the Lease Agreement with the Long Center. Mrs. Chosnek stated that the Long Center has owned the adjacent St. John’s Pavilion which is typically used in connection with the Long Center. They recently transferred that real estate to the City of Lafayette so that the whole property can be administered as one (1). This amendment to the lease agreement is leasing the St. John’s Pavilion back to the Long Center. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Purchasing Declaration of Worthless Property-Water Pollution Control Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Worthless Property for the Water Pollution Control Department. The surplus property includes seven (7) pumps. Once declared as worthless property the pumps will be disposed of at Oscar Winski’s. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,454,768.64. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-MDA Fill the Boot President Henriott presented to the Board and recommended approval of a Special Event Request for the MDA Fill the Boot to be held on September 4-6, 2015 from 7:00am-9:00pm each night in front of each Fire Station. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Special Event Request-German Fest Sheila Cochran, St. Boniface Representative, presented to the Board and recommended approval of a Special Event Request for the German Fest to be held on September 12, 2015 from 4:00pm-11:30pm starting at St. Boniface and surroundings streets. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Addendum to Boiler Bridge Bash Special Event President Henriott presented to the Board and recommended approval of an Addendum to the Boiler Bridge Bash Special Event to add “No Parking” signs posted on 6th Street from Main to Ferry Streets on the east side from 4:00pm-12:00mid-night. Mrs. Ross moved for approval. Mrs. Murray seconded.
