BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 13, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 13, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Ron Shriner, Dawn Ross and Norm Childress. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the October 6, 2015 regular meeting. Mr. Childress seconded. Passed. BID OPENING Long Center Renovation and Improvements This being the time set to open bids for the Long Center Renovations and Improvements, the following bids were received and opened: Mid-States General & Mechanical Lafayette, Indiana Base Bid: $126,300.00 Commercial Air, Inc Lebanon, Indiana Base Bid: $641,000.00 (mechanical) D.A. Main Street Streetscape Phase I & II This being the time set to open bids for the Main Street Streetscape Phase I & II, the following bids were received and opened: Mid-States General & Mechanical Lafayette, Indiana Base Bid: $4,130,724.00 Alternate #1: $83,002.00 Milestone Contractors Lafayette, Indiana Base Bid: $4,126,782.90 Alternate #1: $80,176.40 Mrs. Ross moved to take the bids under advisement for further review. NEW BUSINESS Engineering Recommendation for Award-Fall Tree Planting Plan Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for the Fall Tree Planting Plan with Williams Creek Management Corporation in the amount of $41,835.60 for 196 trees. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety October 13, 2015 Page 3 Contract-Fall Tree Planting Plan Mrs. Leshney presented to the Board and recommended approval of a Contract for the Fall Tree Planting Plan with Williams Creek Management Corporation in the amount of $41,835.60. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Notice to Proceed-Fall Tree Planting Plan Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the Fall Tree Planting Plan with a start date of next week. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Contract-Pedestrian Ramp Construction at Myers and Riehle Plaza Bridges Mrs. Leshney presented to the Board and recommended approval of a Contract for the Pedestrian Ramp Construction at Myers and Riehle Plaza Bridges with Yates Construction in the amount of $884,685.73. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Acceptance for Maintenance-Brittany Chase Subdivision Phase 4 Bob Foley, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance for Brittany Chase Subdivision Phase 4 with a Maintenance Bond in the amount of $108,828.10. This completes all public improvements in Brittany Chase. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Lafayette Housing Authority Release of Mortgage-1007 Riverton Drive, West Lafayette Valerie Oakley, Lafayette Housing Authority, presented to the Board and recommended approval of a Release of Mortgage for 1007 Riverton Drive West Lafayette Indiana for Michael E. Thomas. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Release of Mortgage and Attending Restrictive Convenants-50 Olympia Court, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage and Attending Restrictive Covenants for 50 Olympia Court Lafayette Indiana for Food Finders Food Bank. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Water Pollution Control Contract-Greenbush Street Sewer Extension Project Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of Contract for the Greenbush Street Sewer Extension Project with Bowen Engineering. The project is comprised of installation of over 1500’ of 60” sewer and the necessary manholes. The guaranteed maximum price for the contract is $3,593,000.00. Mrs. Ross moved for approval. Passed. Board of Public Works and Safety October 13, 2015 Page 4 Notice to Proceed-Greenbush Street Sewer Extension Mr. Talley presented to the Board and recommended approval of a Notice to Proceed for the Greenbush Street Sewer Extension Project which begins today. The substantial Completion shall be April 1, 2016 and Final Completion on May 1, 2016. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Economic Development Phase II Environmental Contract with Kooler-Keg Dennis Carson, Economic Development Director, presented to the Board and recommended approval of Phase II Environmental Contract with Kooler-Keg Patriot Engineering will conduct Phase II Limited Site Investigations at 1101 N. 6th Street and 1114 N. 6th Street. The investigation will utilize a Geoprobe Direct-Push Sampling System to collect soil and groundwater samples. The contract is Not-To-Exceed $6,410.00. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,237,192.83. Mrs. Murray asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Special Event Request-Purdue Half Marathon Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Purdue Half Marathon to be held on October 17, 2015 from 8:30am-10:30am on various streets in Lafayette. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Taxi Cab Permits Chief Flannelly, Police, presented to the Board and recommended approval of Taxi Cabs permits for William F. Veach, Timothy Krout and Seyene Vargas. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Fall Leaf Pick-Up Schedule Dan Crowell, Street Commissioner, announced that leaves will be picked-up on October 19th-23rd on Friday’s route, October 26th-30th on Thursday’s route, November 2nd-6th on Wednesday’s route, November 9th-13th on Tuesday’s route and November 16th-20th on Monday’s route.
