BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 6, 2015 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 6, 2015 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner, Dawn Ross and Norm Childress. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the September 29, 2015 regular meeting. Mrs. Murray seconded. Passed. QUOTE OPENING 2015 Fall Tree Planting Plan This being the time set to open quotes for the 2015 Fall Tree Planting Plan, the following quotes were received and opened: Williams Creek Management Corp. Plainfield, Indiana Quote: $41,835.60 Mr. Shriner moved to take the quote under advisement for further review. Mrs. Ross seconded. Passed. NEW BUSINESS Purchasing Declaration of Surplus Property-Fleet Maintenance Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for the Fleet Maintenance. Mr. Morrissey stated that the DARE vehicle is out of service and still has value. Once declared as surplus property, the vehicle will be sold to an interested party. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,476,022.01. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety October 6, 2015 Page 2 MISCELLANEOUS Proclamation-Mental Illness Awareness Week Mayor Roswarski read the following proclamation: Mental Illness Awareness Week Whereas mental health is part of overall health; Whereas mental health helps to sustain an individual's thought processes, relationships, productivity and ability to adapt to change or face adversity; Whereas mental illness adversely affects those abilities and often is life-threatening in nature; Whereas one in five adults experiences mental health problems in any given year and such problems can contribute to onset of mental illness; Whereas approximately one in 25 adults in the U.S. experiences a serious mental illness in a given year that substantially interferes with or limits one or more major life activities; Whereas approximately one-half of chronic mental illness begins by the age of 14 and three- quarters by age 24; Whereas long delays-sometimes decades-often occur between the time symptoms first appear and when individuals get help; Whereas early identification and treatment can make a difference in successful management of mental illness and recovery; Whereas it is important to maintain mental health and learn the symptoms of mental illness in order to get help when it is needed; Whereas, every citizen and community can make a difference in helping end the silence and stigma that for too long has surrounded mental illness and discouraged people from getting help; Whereas public education and civic activities can encourage mental health and help improve the lives of individuals and families affected by mental illness; NOW, THEREFORE BE IT RESOLVED, I, Tony Roswarski, Mayor of Lafayette, Indiana, do hereby proclaim October 4 through October I 0, 2015 as Mental Illness Awareness Week in Lafayette, Indiana, to increase public understanding of the importance of mental health and to promote identification and treatment of mental illnesses. Ken Ritchie, NAMI Representative, thanked the Board for their support and recognizing mental health awareness week.
