LAFAYETTE HEARING AUTHORITY September 29, 2015 The Lafayette Hearing Authority met on Tuesday, September 29, 2015 at 9:30 a.m. in the City Council Chambers of Lafayette City Hall. Present were: Ron Shriner and Cindy Murray. Absent: Gary Henriott Jacque Chosnek, 1st Deputy Attorney, was also present. Mr. Shriner called the meeting to order. MINUTES Mrs. Murray moved for approval of the July 21, 2015 minutes. Mr. Shriner seconded. Motion Carried. NEW BUSINESS Order to Comply and Notice to Appear at Demolition Hearing-1918 Pierce Street Scott Dieterle, Engineering, stated that the roof has collapsed on the garage, tarps covering the structure and walls bowing out. Mr. Dieterle stated that he has been in contact with the owner, Patty Williams, since the day that she received the letter. Mr. Dieterle stated that Mrs. Williams has been trying to find contractors to demolish the garage and has obtained a Demolition Permit through the Engineering Office. The contractor that Mrs. Williams hired will be demolishing the garage on October 16-18, 2015. Mr. Dieterle recommended continuing until the next meeting to make sure that the garage was exactly demolished. Mrs. Murray moved to continue. Mr. Shriner seconded. Motion Carried. Order to Comply and Notice to Appear at Demolition Hearing-1217 Wabash Avenue Mr. Dieterle stated that the house have been vacant for a while and has had no contact with the owners, Roy & Alice Toman. Mr. Dieterle stated that house has holes in the roof throughout the house, rotting everywhere, gutters and fascia falling and broken windows. Mr. Dieterle recommended demolishing the house. Andrew David, City Mortgage Representative, stated that City Mortgage has released the mortgage on the property on September 21, 2015. Mr. David stated that City Mortgage was an interested party but now has no interest in the property. Mrs. Chosnek stated that she got service on the property owners by publication on September 12, 2015. Mrs. Murray moved to affirm the demolition. Mr. Shriner seconded. Motion Carried. UPDATES List of Abandoned Properties Mrs. Chosnek stated that she has been working on compiling a list of abandoned properties throughout the City of Lafayette. Mrs. Chosnek is currently reviewing the properties to see if they fit in within the state statutory definition of ‘abandoned’ and whether or not it makes sense to proceed under the “Abandoned Property Tax Sale” as a way to get the properties turned back over into someone else’s hands quickly. Mrs. Chosnek hopes to have the list ready at the November 10th, 2015 meeting. 3029 Yorktown Update J.P Shafer, Local Counsel for Leslie Wagers of Manley, Deas & Kochalski, stated that their client, Saline Finance, has accepted a bid for structural engineering work to be done. Mr. Shafer stated that the City of 2 Lafayette Inspector notified Safeguard that they needed to stop work until the inspection was complete. Mr. Dieterle will be looking at that report and letting them know when they can resume work on the property. 617 New York Street Mr. Dieterle stated that work is being done at a very slow rate but progress is being made. The owner and her son are trying to do the work themselves which is taking longer than expected. 608 4th Street Mrs. Chosnek stated that this property went out for bid for demolition but did not receive any bidders. Mr. Dieterle stated that the owner called him and said that they have never been notified of the plans for demolition by the City of Lafayette. Mr. Dieterle said that the owner plans on demolishing the structure herself. Mr. Dieterle stated that no demolition permit has been applied for at the address. 628 S. 26th Street Mr. Dieterle stated that he spoke with Mr. Kemble who is currently working on and completing the exterior issues on the carriage house. The next goal for Mr. Kemble will be the second garage. Mr. Dieterle suggested to Mr. Kemble to just demolish the garage and keep the carriage house because the progress in general is too slow. Mr. Dieterle stated that Andrew Switzer from Arkor is keeping him informed on the progress being made. PUBLIC COMMENT There was none.
