BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
April 12, 2016
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 12, 2016 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner,
Dawn Ross and Norm Childress.
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the April 5, 2016 regular meeting. Mr. Childress
seconded. Passed.
BIDS UNDER ADVISEMENT
Beckenham Trail
President Henriott stated that this item will remain under advisement.
OLD BUSINESS
Special Event Request-Bisontennial (Tabled 4/5/16)
Mr. Childress moved to remove this item from the table. Mr. Shriner seconded. Removed. Stephen
Schmidt, Bison Financial Representative, presented to the Board and recommended approval of a Special
Event Request for the Bisontennial to be held on May 5, 2016 from 4:00pm-7:30pm on Main Street
between 9th and 10th Streets. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed.
NEW BUSINESS
Engineering
Supplemental Agreement #1-Sagamore Parkway Phase III
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Supplemental Agreement #1 for Sagamore Parkway Phase III with Butler, Fairman & Seufert in the
amount of $229,300.00. Mrs. Leshney stated that the supplement covers the appraising, buying agents,
right of way management and other expenses related to acquiring property for the project. Mr. Shriner
moved for approval. Mr. Childress seconded. Passed.

Permission to Advertise-Columbia Block Parking Garage Renovation
Mrs. Leshney presented to the Board and recommended approval of a Permission to Advertise the
Columbia Block Parking Garage Renovations. Mrs. Leshney stated that there will be extensive structural
repairs to the concrete superstructure, waterproofing sealing, stair and roof replacement, repairs to the
electrical systems and lighting throughout the garage. The bid opening bid will be on May 3, 2016. Mrs.
Ross moved for approval. Mr. Childress seconded. Passed.
Acceptance for Maintenance-Stones Crossing Subdivision
Bob Foley, Engineering, presented to the Board and recommended approval of an Acceptance for
Maintenance for the Stones Crossing Subdivision Section 4 Phase 3. This is for water mains and sanitary
sewer mains with a maintenance bond in the amount of $29,206.00. Mr. Foley stated that the as-built
drawings have been reviewed and all testing has passed. Mr. Childress moved for approval. Mrs. Murray
seconded. Passed.
Economic Development
Historic Demolition Permit-822 Kossuth Street
Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a
Historic Demolition Permit for 822 Kossuth Street garage, which caught fire a few months ago.
Subsequent to the renovation it was found that the building was built without a foundation directly on the
ground as well as severe termite damage. Mr. Carson recommended waiving the 60 day waiting period.
The home owners will salvage, reuse and rebuild the structure using as much material from the original
structure as possible. Mr. Childress moved to waive the 60 day waiting period. Mrs. Ross seconded.
Passed.
Change Order #2-Main Street Streetscape Phase I & II
Mr. Carson presented to the Board and recommended approval of Change Order #2 for the Main Street
Streetscape Phase I & II. This change order is for an electrical upgrade from a 100 amp system to a 200
amp system recommended by Duke Energy, along with a change in tree/type species. The change order is
in the amount of $3,480.87 which brings the revised contract amount to $4,483,585.47. Mrs. Murray
moved for approval. Mr. Childress seconded. Passed.
Water Pollution Control
Contract with Wastewater Solutions-2016 Operator Training
Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval
of a Contract with Wastewater Solutions for the 2016 Operator Training in the amount of $19,600.00. The
training will be conducted April 26-29, 2016 at the Wastewater Treatment Plant. Mr. Shriner moved for
approval. Mr. Childress seconded. Passed.
Guaranteed Energy Savings Update
Mr. Tally gave the following guaranteed energy savings update:
The City of Lafayette is approaching the end of its Guaranteed Energy Savings Contract with Bowen

Engineering. This contract has been utilized for the construction of the Earl Avenue/Durkees Run Sewer
Separation Project along with many other improvements during this past 4 years.
Attached you will find a list of some of the Project Scopes, Project Highlights, Value Engineering and
Additional Scope that the City, along with Bowen Engineering, has been able to achieve. Over the length
of this contract, there has been over $3.5 million worth of additional scope items that we were able to
accomplish utilizing the value engineering aspect of this construction method.
This update comes before the Request for Qualifications (RFQ) for the next round of projects that will be
eligible for the Guaranteed Energy Savings Contact method. Mr. Talley stated that he will be coming
before the Board of Works in the next 30 days to request advertisement for the RFQ process. Mr. Talley
went over several projects and their savings associated with the project. Discussion ensued.
CLAIMS
Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $4,944,617.37.
President Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mr. Shriner seconded. Passed.
MISCELLANEOUS
Special Event Request-Performance Art TCPAT
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Performance Art TCPAT to be held on April 15, 2016 from 7:00pm-10:00pm on the John T. Myers
Bridge. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Special Event Request-Prayer March & Gospel Concert
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Prayer March & Gospel Concert to be held on June 4, 2016 from 8:00am-3:00pm. Mr. Childress moved
for approval. Mrs. Murray seconded. Passed.
Proclamation-World Landscape Architecture Month
The Mayor read the following proclamation:
WORLD LANDSCAPE ARCHITECTURE MONTH
2016
WHEREAS: the American Society of Landscape Architects' mission is to advance the profession of
landscape architecture nationwide through advocacy, communication, education and
fellowship; and
WHEREAS: the Indiana Chapter of ASLA (INASLA) strongly supports this important mission by
fostering awareness of the important contributions landscape architects have made—and
continue to make—within the parks, streets, transportation systems, pedestrian spaces
and the overall environment of Indiana communities; and
WHEREAS: the INASLA will also be participating in a month-long, state-wide celebration of World
Landscape Architecture Month, including Earth Day Indiana on April 23, 2016, and
promotion of the National Campaign highlighting the “10 Parks that Changed America”
documentary on PBS; and
WHEREAS: the Indiana Landmarks Foundation has recognized the critical importance of Landscape
Architecture in the development of communities throughout the State by launching its

efforts to nationally register historically important Indiana landscapes, thereby
encouraging awareness and preservation of such spaces; and
WHEREAS: many other community leaders and citizens across Indiana will be also be engaging in a
month-long recognition of the profession of landscape architecture and the INASLA
membership for their overarching contributions to the function, value and quality of their
communities,
NOW THEREFORE: Therefore, I, Mayor Tony Roswarski, on this day, Tuesday, April 12, 2016, do hereby
declare the month of April as World Landscape Architecture Month in the City of
Lafayette, Indiana, that our citizens and visitors may note the many benefits which the
profession of landscape architecture has brought to our community, that we may still
enjoy and protect the vibrant environment that landscape architects have helped to craft,
and that future leaders of our City will continue to seek out the services of landscape
architecture professionals when planning the community public spaces of tomorrow.”
