MINUTES
May 24, 2016
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, May 24, 2016 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Ron Shriner,
Dawn Ross and Norm Childress.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the May 17, 2016 regular meeting. Mrs. Ross
seconded. Passed.
BIDS UNDER ADVISEMENT
Columbia Parking Garage Renovations
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Engineering
On-Call Waterworks Engineering Service-Wessler Engineering
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a contract
for On-Call Waterworks Engineering Services with Wessler Engineering in the amount of $130, 000.00
Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
Contract Parking Lot Striping-Otto’s Parking Marking
Mrs. Leshney presented to the Board and recommended approval of a Contract for the Parking Lot
Striping with Otto Parking Marking in the amount of $19,943.00. Mrs. Murray moved for approval. Mr.
Childress seconded. Passed.
Notice to Proceed-Parking Lot Striping
Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the Parking
Lot Striping dated today. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
Economic Development
Application for Demolition Of A Historic Building -1521 Cason Street, Garage

Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a
Historic Demolition Permit for 1521 Cason Street, Garage. Mr. Carson stated that the house in the Perrin
National Register Historic District is listed as contributing but the garage is a noncontributing later
addition, so they are recommending the 60 day waiting period be waived. President Henriott stated that
there is no historic value to the property and so therefore the board has the opportunity to waive the 60
day waiting period being waived and they are doing that at this time. Mr. Childress moved to waive the
60 day waiting period. Mrs. Murray seconded. Passed.
Purchasing
Declaration of Worthless Property
Rick Morrissey, Purchasing Department, presented to the Board and recommended approval of a
Declaration of Surplus Property from the Water Works Plant, the items include computers and old
accessories from the old SCADA system. Mr. Childress moved for approval. Mr. Shriner seconded.
Passed.
Declaration of Surplus Property
Rick Morrissey, Purchasing Department, presented to the Board and recommended approval of
Declaration of Surplus Property from the Police Department for a Nikon camera and flash. Mr. Childress
moved for approval. Mr. Shriner seconded.
Lafayette Housing Authority
Conflict of Interest Disclosure Statements
Valerie Oakley, Project Manager Lafayette Housing Authority read into the minutes the following two
Conflict of Interest Statements , after the public disclosure the statements will be sent to HUD for an
opinion on the conflict. Mrs. Oakley stated both statements were for Faith CDC porject.

President Henriott asked what the response would be if HUD said no. Mrs. Oakley responded they would
not be able to proceed with the sale.
Police
Patrick Flannelly Police Chief informed the Board that Lafayette Police will be applying for the Byrne
Grant and if received the Tippecanoe County Sheriff’s Department would receive $7,525.00 and
Lafayette Police $30, 083.00.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,071,692.38. President
Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval.
Mr. Childress seconded. Passed.
