BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 31, 2016 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 31, 2016 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Dawn Ross and Norm Childress. Absent: Ron Shriner Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the May 24, 2016 regular meeting. Mrs. Ross seconded. Passed. BIDS UNDER ADVISEMENT Columbia Parking Garage Renovations President Henriott stated that this item will remain under advisement. NEW BUSINESS Engineering Agreement with Norfolk Southern Railway Company for Sagamore Parkway Phase 3 Jenny Leshney, Public Works Director, presented to the Board and recommended approval of an Agreement with Norfolk Southern Railway Company for Sagamore Parkway Phase 3. This agreement is for four (4) crossings in the amount of $15,195.00.Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Addendum #7-Utility Service Agreement for Concord Road LLC/Stone’s Crossing Subdivision Mrs. Leshney presented to the Board and recommended approval of Addendum #7 for the Utility Service Agreement for Concord Road LLC/Stone’s Crossing Subdivision. The addendum is for Section 4, Phase 3 about 12.4 acres. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Legal Counsel Agreement with Local 472 Lafayette Fire Fighters Association Mayor Roswarski presented to the Board and recommended approval of an Agreement with Local 472 Lafayette Fire Fighters Association. Mayor Roswarski went over several aspects of the contract. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety May 31, 2016 Page 2 CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,730,372.51. President Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Fall Festival Block Party for Cornerstone Baptist Church President Henriott presented to the Board and recommended approval of a Special Event Request for the Fall Festival Block Party for Cornerstone Baptist Church to be held on September 11, 2016 from 10:00am-3:30pm at Cornerstone Baptist Church. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Combined Arts Camp with First Christian Church and Trinity U.M. President Henriott presented to the Board and recommended approval of a Special Event Request for the Combined Arts Camp with First Christian Church and Trinity U.M. to be held on June 12, 2-16 from 12:00noon-7:00pm. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Water Works Announcement-Hurty Award Recipients Kerry Smith, Water Works Superintendent, presented a 25 year Hurty Service Award to Rick Ross and Chris Landrum at the Water Works Department. Proclamation-National Gun Violence Awareness Day Mayor Roswarski read the following proclamation: This proclamation declares June 2 to be National Gun Violence Awareness Day in the City of Lafayette to honor and remember all victims and survivors of gun violence and to declare that we as a country must do more to reduce gun violence. WHEREAS, every day, 88 Americans are killed by gun violence and the lives of countless others are injured; and WHEREAS, Americans are 20 times more likely to be murdered with guns than people in other developed countries; and WHEREAS, protecting public safety in the communities they serve is mayors’ highest responsibility; and WHEREAS, support for the Second Amendment rights of law-abiding citizens goes hand-in-hand with keeping guns away from dangerous people; and WHEREAS, mayors and law enforcement officers know their communities best, are the most familiar with local criminal activity and how to address it, and are best positioned to understand how to keep their citizens safe; and Board of Public Works and Safety May 31, 2016 Page 3 WHEREAS, June 2nd, 2015 would have been the 18th birthday of Hadiya Pendleton, a teenager who marched in President Obama’s second inaugural parade and was tragically shot and killed just weeks later; and WHEREAS, to help honor Hadiya – and the 88 Americans whose lives are cut short and the countless survivors who are injured by shootings every day – a national coalition of organizations has designated June 2nd, 2015, as the first annual National Gun Violence Awareness Day; and WHEREAS, the idea was inspired by a group of Hadiya’s friends, who asked their classmates to commemorate her life by wearing orange; they chose this color because hunters wear orange to announce themselves to other hunters when out in the woods and orange is a color that symbolizes the value of human life; and WHEREAS, anyone can join this campaign by pledging to Wear Orange on June 2nd to help raise awareness about gun violence; and WHEREAS, by wearing orange on June 2nd, Americans will raise awareness about gun violence and honor the lives and lost human potential of Americans stolen by gun violence; and WHEREAS, we renew our commitment to reduce gun violence and pledge to do all we can to keep firearms out of the wrong hands, and encourage responsible gun ownership to help keep our children safe. NOW, THEREFORE BE IT RESOLVED, that Mayor Roswarski of the city of Lafayette declares June 2 to be National Gun Violence Awareness Day. I encourage all citizens to support their local communities’ efforts to prevent the tragic effects of gun violence and to honor and value human lives. Mayor Roswarski announced that tomorrow is Opening Night for the Lafayette Aviators Baseball Team at Loeb Station and invited everyone to attend that event. Mrs. Murray thanked the Fire Department for the wonderful Memorial Day Ceremony that they hosted. Mrs. Murray also thanked the Parks Department for putting out American Flags and for making Columbian Park look nice.
