BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 11, 2016 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 11, 2016 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress and Dawn Ross. Absent: Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the October 4, 2016 regular meeting. Mrs. Ross seconded. Passed. BID OPENING 2017 Sagamore Parkway Phase I Right of Way Planting Project This being the time set to open bids for the 2017 Sagamore Parkway Phase I Right of Way Planting Project, the following bids were received and opened: Custom Cuts Lawn Care, Inc. Lafayette, Indiana Bid: $144,598.53 Mrs. Ross moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. OLD BUSINESS Contract-Wabash River Promenade (Custom Cuts Lawncare) (Tabled 10/4/16) Mrs. Murray moved to remove this item from the Table. Mr. Childress seconded. Removed. Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Contract for the Wabash River Promenade with Custom Cuts Lawncare in the amount of $6,701.25. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Notice to Proceed-Wabash River Promenade (Custom Cuts Lawncare) (Tabled 10/4/16) Mr. Childress moved to remove this item from the Table. Mrs. Ross seconded. Removed. Mrs. Leshney presented to the Board and recommended approval of a Notice to Proceed for the Wabash River Promenade with Custom Cuts Lawncare. Mrs. Leshney noted that the notice to proceed would reflect today’s date, October 11, 2016. Mr. Childress moved for approval. Mrs. Murray seconded. Mrs. Murray seconded. Removed. Mrs. Leshney presented to the Board and recommended approval of a Contract for the Wabash River Promenade with Smock Fansler in the amount of $312,500.00. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Notice to Proceed-Wabash River Promenade (Smock Fansler) (Tabled 10/4/16) Mrs. Murray moved to remove this item from the Table. NEW BUSINESS Engineering Contract with INDOT for Local Roads and Bridges Matching Grant Agreement Mrs. Leshney presented to the Board and recommended approval of a Contract with INDOT for Local Roads and Bridges Matching Grant Agreement as part of the Communities Crossings Grant. The City of Lafayette received $1,000,000.00 grant from the State of Indiana for matching road funds for three projects. The three projects include the following: Kossuth Street from Sagamore Parkway to Farabee Drive, to mill and resurface Columbia & South Streets from Earl Avenue to the Wabash River, and Union Street Resurfacing from Creasy Lane to the split and then Salem Street to the Wabash River. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Change Order #1-Parking Lot Striping Project Mrs. Leshney presented to the Board and recommended approval of Change Order #1 for the Parking Lot Striping Project with an increase of $986.00 which brings the received contract amount to $20,929.00. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Certificate of Completion-Parking Lot Striping Project Mrs. Leshney presented to the Board and recommended approval of a Certificate of Completion for the Parking Lot Striping Project. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Change Order #5-Sagamore Parkway Reconstruction, Phase 2 Mrs. Leshney presented to the Board and recommended approval of Change Order #5 for the Sagamore Parkway Reconstruction Phase 2 with a deduction in the amount of $4,553.95. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety October 11, 2016 Page 3 Change Order #6-Sagamore Parkway Reconstruction, Phase 2 Mrs. Leshney presented to the Board and recommended approval of Change Order #6 for the Sagamore Parkway Reconstruction Phase 2 with an increase in the amount of $16,009.00 which brings the revised contract amount to $11,200,606.38. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Economic Development Change Order #3-Long Center Renovations-Electrical Contract Huston Electric Dennis Carson, Economic Development Director, presented to the Board and recommended approval of Change Order #3 for the Long Center Renovations for the Electric Contract with Huston Electric with an increase in the amount of $1,740.00 which brings the revised contract amount to $183,943.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Change Order #7, 8, 9 &11-Main Street Streetscape Phase I & II Mr. Carson presented to the Board and recommended approval of Change Orders #7, 8, 9 & 11 for the Main Street Streetscape Phase I & II. Mr. Carson stated that Change Order #10 was deleted due to this being included in the work on the City Hall Plaza. All of the change orders reflect an increase of $11,850.20 which brings the revised contract amount to $4,515,497.78. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $513,001.34. President Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. ANNOUNCEMENTS Dan Crowell, Street Commissioner, announced the fall leaf schedule will being on October 17th, 2016 on Friday’s trash route. Mr. Crowell encouraged the citizens to please keep their brush and leaves separate. If you need a bag for the yard waste please use the paper bags.
