BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
November 29, 2016
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 29, 2016 at 9:00
a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Dawn
Ross and Ron Shriner. Absent: Gary Henriott
Ed Chosnek, City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the November 22, 2016 regular meeting. Mr.
Shriner seconded. Passed.
NEW BUSINESS
Engineering
Utility Service Agreement-Concord Ridge Subdivision
Bob Foley, Engineering, presented to the Board and recommended approval of a Utility Service
Agreement for Concord Ridge Subdivision. LLW, LLC has paid 10% down in the amount of $49,163.00
for this master agreement. Mr. Foley stated that this is for 170 new lots with the first phase construction
starting today. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Water Pollution Control
Resolution 05-2016 A Resolution of the City of Lafayette Board of Public Works and Safety Declaring its
Official Intent, on Behalf on the City, to Reimburse Expenditures for Acquisitions, Construction,
Additions and Improvements to Sewer Works
Mr. Chosnek presented to the Board and recommended approval of Resolution 05-2016 A Resolution of
the City of Lafayette Board of Public Works and Safety Declaring its Official Intent, on Behalf on the
City, to Reimburse Expenditures for Acquisitions, Construction, Additions and Improvements to Sewer
Works. Mr. Chosnek stated that this resolution allows the City of Lafayette to continue with projects for
the Wastewater Department. The projects are being paid for out of the Depreciation Fund so the
resolution allows the reimbursement of that fund once the City receives permanent funding through
bonding. Brad Talley, Water Pollution Control Superintendent, stated that they are entering the next phase
of the CSO Long Term Control Plan which includes Brown Street Sewer and the Combined Sewer
Overflow Tank at the end of Greenbush Street. Mr. Talley explained the specifics of each of those
projects. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed.

Human Resources
City of Lafayette Employee Handbook (2017)
Kim Meyer, HR Director, presented to the Board and recommended approval of the 2017 City of
Lafayette Employee Handbook that will become effective on January 1, 2017. Mr. Childress moved for
approval. Mrs. Ross seconded. Passed.
Police Department
Agreement for Towing and Related Services with Jim’s Garage and J&T Recovery
Sgt. Will Carpenter, Police Department, presented to the Board and recommended approval of an
Agreement for Towing and Related Services with Jim’s Garage and J&T Recovery. Sgt. Carpenter stated
that these two companies will be the Police Department’s sole vendor on rotation for towing at crash
scenes. Mr. Shriner moved for approval. Mr. Childress seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,626,798.64. Mrs.
Murray asked if there were any further question. Mr. Childress asked about Page 13 line item for “Canal
Well #7”. Mr. Jones explained that it was payment for well cleaning. Mr. Childress moved for approval.
Mr. Shriner seconded. Passed.
