BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
November 22, 2016
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 22, 2016 at 9:00
a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm
Childress, Dawn Ross and Ron Shriner.
Ed Chosnek, City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the November 15, 2016 regular meeting. Mr.
Shriner seconded. Passed.
NEW BUSINESS
Engineering
Certificate of Completion-2016 Kossuth Street Tree Planting Project
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Certificate of Completion for the 2016 Kossuth Street Tree Planting Project. The warranty period began
on November 15, 2016. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed.
Economic Development
Change Order #4-Long Center Renovations Electrical Contract with Huston Electric
Mrs. Leshney presented to the Board and recommended approval of Change Order #4 for the Long Center
Renovations Electrical Contract with Huston Electric. The change order is a change in scope in the
amount of $6,343.00 which brings the revised contract amount to $190,286.00. Mr. Childress moved for
approval. Mr. Shriner seconded. Passed.
Legal Counsel
Agreement for Animal Sheltering and Disposal with Almost Home Humane Society
Mayor Roswarski presented to the Board and recommended approval of an Agreement for Animal
Sheltering and Disposal with the Almost Home Humane Society (AHHS). The contract terms are the
same as years past with the exception of a 10% increase in 2017 and an additional 10% increase in 2018.
The total amount of the contract is $199,650.00. Mr. Shriner moved for approval. Mrs. Murray seconded.

Purchasing
Declaration of Surplus Property-Fleet Maintenance
Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Surplus Property for Fleet Maintenance. Mr. Morrissey stated that once approved some of the hardware
will be returned to suppliers for credit and the remainder will be sold as scrap to Oscar Winski. The
surplus items include various items such as nuts, bolts, blades and bearing assemblies. Mrs. Ross moved
for approval. Mr. Childress seconded. Passed.
Water Pollution Control
Significant Industrial User Permit-Kelly Construction
Brian Beeler, Water Pollution Control, presented to the Board and recommended approval of a Significant
Industrial User Permit for Kelly Construction. Mr. Beeler stated that this is a 4-year permit and they are
permitted through the pre-treatment program. Mrs. Murray moved for approval. Mrs. Ross seconded.
Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,144,495.15. President
Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mr. Shriner seconded. Passed.
MISCELLANEOUS
Fire Chief Doyle announced to the Board that there will be a promotion ceremony following the meeting.
Mark Phillips is being promoted to Fire Inspector and Michael Davis is being promoted to Sargent. Chief
Doyle invited the Board to stay for the ceremony.
