BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 21, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 21, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Ron Shriner and Dawn Ross. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the February 14, 2017 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Economic Development Change Order #5-Long Center Renovations Mechanical Contract with Commercial Air, Inc Dennis Carson, Economic Development Director, presented to the Board and recommended approval of Change Order #5 for the Long Center Renovations Mechanical Contract with Commercial Air, Inc. The change order is a decrease in the amount of ($6,465.00) which brings the final contract amount to $729,535.00. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Certificate of Completion, Final Waiver and Lien-Long Center Renovations for Commercial Air, Inc Mr. Carson presented to the Board and recommended approval of a Certificate of Completion, Final Waiver and Lien for Commercial Air, Inc. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Temporary Street and Sidewalk Closure-Barnum Sculpture Delivery and Installation Margy Deverall, Economic Development, presented to the Board and recommended approval of a Temporary Street Closure, Sidewalk Closure and Parking Removal for the Barnum Sculpture Delivery and Installation. The closure will take place at the corner of 7th Street and Main Street on Friday, February, 24, 2017. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Notice to Proceed-Bike/Ped Safety/Education/Awareness Program Mrs. Deverall presented to the Board and recommended approval of a Notice to Proceed for the Bike/Ped Safety/Education/Awareness Program with Butler, Fairman & Seufert (BFS). Mrs. Deverall stated that the contract with BFS was approved on January 10, 2017 and received notice to proceed from INDOT on February 16, 2017. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety February 21, 2017 Page 2 Lafayette Housing Authority 2016-2017 Agreement between the Lafayette Housing Consortium and YWCA of Greater Lafayette for the Fresh Start Program Tenant Based Rental Assistance Patrick Ringwald, Project Manager, presented to the Board and recommended approval of the 2016-2017 Agreement between the Lafayette Housing Consortium and YWCA of Greater Lafayette for the Fresh Start Program Tenant Based Rental Assistance. The contract is in the amount of $35,000.00 of HOME Investment Partnerships Funds. The Fresh Start participants will have the option to seamlessly transfer onto a Housing Choice Vendor after the 12 months. This agreement enables the YWCA to provide 12 months of assistance for at least 5 families through August 2018. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. 2016-2017 Agreement between the Lafayette Housing Consortium and Lafayette Housing Authority for the Fresh Start Program Admin Mr. Ringwald presented to the Board and recommended approval of the 2016-2017 Agreement between the Lafayette Housing Consortium and Lafayette Housing Authority for the Fresh Start Program Admin. This agreement is in the amount of $7,000.00 which enables the Housing Authority to administer the $35,000.00 of rental assistance on behalf of the YWCA. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. CLAIMS Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $3,221,897.92. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Banner Request-Round the Fountain Art Fair President Henriott presented to the Board and recommended approval of a Banner Request for Round the Fair Art Fair to be hung on Main Street from May 2-30, 2017. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed.
