BOARD OF PUBLIC WORKS AND SAFETY MINUTES February 28, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, February 28, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress and Dawn Ross. Absent: Ron Shriner Ed Chosnek, Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the February 21, 2017 regular meeting. Mrs. Ross seconded. Passed. BID OPENING Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Ferric Chloride & Sodium Aluminate This being the time set to open bids for Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Ferric Chloride & Sodium Aluminate, the following bids were received and opened: Rowell Chemical Hinsdale, Illinois Sodium Hypochlorite: $.71 per gallon Sodium Bisulfite: $1.42 per gallon ChemTrade Parsippany, New Jersey No Bid-Letter JCI Jones Chemicals, Inc Beech Grove, Indiana Sodium Hypochlorite: $.59 per gallon GEO Specialty Chemicals Little Rock, Arkansas No Bid-Letter Kemira Water Solutions Lawrence, Kansas Ferric Chloride: $.96 per gallon Board of Public Works and Safety February 28, 2017 Page 2 Alexander Chemical/Carus Corporation Peru, Illinois Sodium Hypochlorite: $.634 per gallon Sodium Bisulfite: $1.44 per gallon PVS Technologies Detroit, Michigan Sodium Bisulfite: $1.10 per gallon PVS Chemical Solutions Detroit, Michigan Ferric Chloride: $.97 per gallon Brenntag Mid-South Indianapolis, Indiana Sodium Hypochlorite: $.877 per gallon Sodium Bisulfite: $1.32 per gallon Hydrochloric Acid: $95.00 per drum Ferric Chloride: $.864 per gallon Sodium Aluminate: $2.24 per gallon Mrs. Ross moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed. QUOTE OPENING 221 N. 4th Street Fire Service Line This being the time set to open quotes for the 221 N. 4th Street Fire Service Line, the following quotes were received and opened: Atlas Excavating Inc. West Lafayette, Indiana Quote: $92,235.00 Mr. Childress moved to take the quotes under advisement for further review. Mrs. Ross seconded. Passed. NEW BUSINESS Engineering Utility Service Agreement-Wintercrest Subdivision Phase I Bob Foley, Engineering, presented to the Board and recommended approval of a Utility Service Agreement for Wintercrest Subdivision Phase I. This agreement is for 11 lots on the east side of 550 East just north of Faith Baptist Church with a 10% down payment of $4,799.00. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety February 28, 2017 Page 3 Water Pollution Control Significant Industrial User Permit-Nanshan America Brian Beeler, Water Pollution Control, presented to the Board and recommended approval of a Significant Industrial User Permit for Nanshan America. Mr. Beeler stated that this is a 4-year industrial user permit that is permitted with the pre-treatment program as a significant industrial user. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Purchasing Declaration of Surplus Property-Police Department Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department. The surplus property includes a list of 32 Kustom Signals G3 Vision car cameras. Once the units are declared surplus they will be replaced with Taser car cameras and the vendor will issue a credit for the units in the upgrade. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. CLAIMS Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $1,562,170.86. President Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request- Tippecanoe Child Abuse Prevention Council President Henriott presented to the Board and recommended approval of a Special Event Request for the Tippecanoe Child Abuse Prevention Council Proclamation Reading to be held on April 3, 2017 from 11:30am-1:00pm at Riehle Plaza. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
