BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 7, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 7, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner Ed Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the February 28, 2017 regular meeting. Mrs. Ross seconded. Passed. NEW BUSINESS Purchasing Recommendation for Award- Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Ferric Chloride & Sodium Aluminate Rick Morrissey, Purchasing Manager, presented to the Board and recommended approval of a Recommendation for Award- Sodium Hypochlorite, Sodium Bisulfite, Hydrochloric Acid, Ferric Chloride & Sodium Aluminate with JCI Jones Chemical, PVS Chemical Solutions and Brenntag Mid- South respectively. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Engineering Permission to Advertise-Structure Demolition at 1105 & 1109 N. 18th Street Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the Structure Demolition at 1105 & 1109 N. 18th Street. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-City Hall Chiller Installation Mrs. Leshney presented to the Board and recommended approval of a Permission to Advertise for the City Hall Chiller Installation. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Contract with TBird for South Street Resurfacing Project Mrs. Leshney presented to the Board and recommended approval of a Contract with TBird Designs for the South Street Resurfacing Project. This professional services contract is for plans and specifications in the amount not-to-exceed $65,000.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety March 7, 2017 Page 2 Economic Development Change Order #14-Main Street Streetscape Phase I & II Dennis Carson, Economic Development Director, presented to the Board and recommended approval of Change Order #14 for the Main Street Streetscape Phase I & II. The change order is for additional construction and engineering to explore the cause and fix of a sink hole and water main leak. The change order is in the amount of $16,014.16. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Change Order #15-Main Street Streetscape Phase I & II Mr. Carson presented to the Board and recommended approval of Change Order #15 for the Main Street Streetscape Phase I & II. This change order is for additional construction and engineering that includes milling and asphalt for the intersection of Main and 11th Streets. The change order is in the amount of $31,989.76. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Historic Demolition Permit-1105 N. 18th Street President Henriott stated that this item needs to be tabled until next week. Mr. Shriner moved to table this item. Mrs. Ross seconded. Tabled. Historic Demolition Permit-807 Columbia Street (garage only) John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 807 Columbian Street (garage only). The property is listed in the City of Lafayette Inventory of Historic Sites and Structures and is thus subject to a 60 day waiting period. The request has been reviewed by Dann Keiser. Mrs. Ross moved to uphold the 60 day waiting period. Mrs. Murray seconded. Passed. Lafayette Housing Authority Release of Mortgage-1204 Southlea, Lafayette Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage for 1204 Southlea in Lafayette. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Release of Covenant for Deed Restrictions-1204 Southlea, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1204 Southlea in Lafayette. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Release of Mortgage-1213 Southlea, Lafayette Mrs. Oakley presented to the Board a recommended approval of a Release of Mortgage for 1213 Southlea in Lafayette. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Release of Covenant for Deed Restrictions-1213 Southlea, Lafayette Board of Public Works and Safety March 7, 2017 Page 3 Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1213 Southlea in Lafayette. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $5,380,937.85. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Special Event Request-Round the Fountain Art Fair President Henriott presented to the Board and recommended approval of a Special Event Request for the Round the Fountain Art Fair to be held on May 27, 2017 from 6:00am-6:00pm in downtown Lafayette. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Special Event Request-Riggs Community Health 5K Walk/Run President Henriott presented to the Board and recommended approval of a Special Event Request for the Riggs Community 5K Walk/Run to be held on May 13, 2017 from 7:00am-10:30am starting and ending on Hartford Street. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Taxi Cab Permits Chief Flannelly presented to the Board and recommended approval of a Taxi Cab Permit for Randal Berndt. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
