BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 30, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 30, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the May 23, 2017 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Norfolk Southern Contract-Crossing Improvements for Sagamore Parkway Phase 3 Jenny Leshney, Public Works Director, presented to the Board and recommended approval of the Norfolk Southern Contract for Crossing Improvements for Sagamore Parkway Phase 3. This contract is to reconstruct the crossing on Kossuth Street east of Sagamore Parkway and also South Street west of Sagamore Parkway. Both crossings will be rebuilt with new signals and arms. The contract is estimated in the amount of $979,474.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Permission to Advertise-Memorial Island, Phase 2 Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Permission to Advertise the Memorial Island Phase 2 Project. The notice will be published on June 2 & June 9, 2017 with the bid opening on June 20, 2017. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Purchasing Declaration of Worthless Property-Controller Rick Morrissey, Public Works Director, presented to the Board and recommended approval of a Declaration of Worthless Property for the Controller’s Office. The worthless property includes 24 flip phones that once declared as worthless will be donated to the Women’s Shelter. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety May 30, 2017 Page 2 Lafayette Hearing Authority Agreement between Lafayette Housing Consortium and Habitat for Humanity: 2016 Project #1 North 6th Street Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between the Lafayette Housing Consortium and Habitat for Humanity 2016 Project #1 North 6th Street. The agreement provides up to $75,000.00 for the acquisition and renovation of 1111 N. 6th Street. The rehab will include energy efficiency components and maintain the historic character of the property. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Release of Covenant for Deed Restrictions-3215 Turnbull, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions-3215 Turnbull, Lafayette. This has satisfied the period of affordability. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Release of Covenant for Deed Restrictions-3219 Turnbull, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions-3219 Turnbull, Lafayette. This has satisfied the period of affordability. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Release of Covenant for Deed Restrictions-134 S. 31st Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions-134 S. 31st Street, Lafayette. This has satisfied the period of affordability. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Release of Covenant for Deed Restrictions-1305 Wabash, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions-1305 Wabash, Lafayette. This has satisfied the period of affordability. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Release of Covenant for Deed Restrictions-153 Wise, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions-153 Wise, Lafayette. This has satisfied the period of affordability. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Release of Covenant for Deed Restrictions-157 Wise Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions-157 Wise, Lafayette. This has satisfied the period of affordability. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety May 30, 2017 Page 3 Release of Covenant for Deed Restrictions-161 Wise, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions-161 Wise, Lafayette. This has satisfied the period of affordability. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Release of Covenant for Deed Restrictions-165 Wise, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions-165 Wise, Lafayette. This has satisfied the period of affordability. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Release of Mortgage-109 Smiley Street, West Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage-109 Smiley Street, West Lafayette. This was a New Chauncey project and the loan has been paid off. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $4,552,702.30. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Special Event Request-Joint Church Religious Service President Henriott presented to the Board and recommended approval of a Special Event Request for the Joint Church Religious Service to be held on July 2, 2017 from 7:30am-1:00pm on the 300 block of N. 6th Street. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. President Henriott abstained. Special Event Request-Be Moved Power Yoga (International Yoga Day) President Henriott presented to the Board and recommended approval of a Special Event Request for Be Moved Power Yoga (International Yoga Day) to be held on June 21, 2017 from 6:00am-7:00pm on the John T. Myers Bridge. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Prayer March and Gospel Concert President Henriott presented to the Board and recommended approval of a Special Event Request for the Prayer March and Gospel Concert to be held on June 3, 2017 from 9:00am-5:00pm starting at Riehle Plaza and ending at Columbian Park. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Special Event Request-German Fest President Henriott presented to the Board and recommended approval of a Special Event Request for German Fest to be held on September 9, 2017 from 4:00pm-11:00pm on the St. Boniface Campus near downtown Lafayette. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety May 30, 2017 Page 4 Special Event Request-OUTFest President Henriott presented to the Board and recommended approval of a Special Event Request for OUTFest to be held on September 16, 2017 from 8:00am-2:00am in Downtown Lafayette. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Special Event Request-9th Street Hill Box Parade President Henriott presented to the Board and recommended approval of a Special Event Request for the 9th Street Hill Box Parade to be held on July 1, 2017 from 10:00am-1:00pm on S. 9th Street. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
