MINUTES
June 20, 2017
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, June 20, 2017 at 9:00 a.m. in
the Common Council Chambers. Members present were: Gary Henriott, Norm Childress and Dawn Ross.
Absent: Ron Shriner and Cindy Murray
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the June 13, 2017 regular meeting. Mrs. Ross
seconded. Passed.
BID OPENING
Memorial Island, Phase 2
This being the time set to open bids for Memorial Island Phase 2, the following bids were received and
opened:
Heartland Excavating
Lafayette, Indiana
Base Bid: $689,455.00
J.R. Kelly Company
Lafayette, Indiana
Base Bid: $628,000.00
Smock Fansler Corporation
Indianapolis, Indiana
Base Bid: $750,000.00
Mr. Childress moved to take the bids under advisement for further review. Mrs. Ross seconded. Passed.
BIDS UNDER ADVISEMENT
24th, 25th, and Knight Street Curb, Sidewalk and Ramp Replacement Project
President Henriott stated that this item will remain under advisement.

NEW BUSINESS
Engineering
Recommendation for Award- South Street & Columbia Street Resurfacing Project 2017
Jenny Leshney, Public Works Director, presented to the Board and recommended approval of a
Recommendation for Award for the South Street & Columbia Street Resurfacing Project 2017. The
apparent low bidder was Midwest Paving however in reviewing the bids it was discovered that the
apparent low bidder did not have the required prequalification certificate from INDOT in order for the
City to contract the company. Therefore review of the remaining bids showed that Milestone Contractors
was the second lowest bidder. Milestone’s bid was in order and is recommended the award in the amount
of $2,045,000.00 which includes the base bid and alternate. Mrs. Ross moved for approval. Mr. Childress
seconded. Passed.
Economic Development
Permanent Supportive Housing Rental Assistance Contract
Adam Murphy, Economic Development, presented to the Board and recommended approval of a
Permanent Supportive Housing Assistance Contract. The contract will provide continuance of rental
assistance for 28 persons who are certified as chronically homeless with a co-existing disability. The
contract is in the amount of $227,808.00 in rental assistance and an additional $12,220.00 for
administrative funding. Mr. Childress moved for approval. Mrs. Ross seconded. Passed.
Professional Services Agreement with Kettelhut
Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a
Profession Services Agreement with Kettelhut. The contract is for professional construction management
services for sidewalk replacement and repair at the Lafayette Life Building. The contract is not to exceed
$5,000.00. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
Lafayette Housing Authority
Amendment #1-2016 CDBG Agreement between City of Lafayette and Food Finders Food Bank-Food
Resource and Education Center Improvements
Patrick Ringwald, Project Manager, presented to the Board and recommended approval of Amendment #1
for the 2016 CDBG Agreement between City of Lafayette and Food Finders Food Bank-Food Resource
and Education Center Improvements. The current agreement has a project completion date of June 30,
2017. This amendment will provide as extension of the contract to August 31, 2017. Mr. Childress moved
for approval. Mrs. Ross seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,666,920.92. President
Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval.

MISCELLANEOUS
Special Event Request-Stars and Stripes
President Henriott presented to the Board and recommended approval of a Special Event Request for
Stars and Stripes to be held on July 4th, 2017 from 12:00noon-12:00am at Riehle Plaza, John T. Myers
Bridge and Big 4 Depot-Community Room. Mr. Childress moved for approval. Mrs. Ross seconded.
Passed.
Special Event Request-Walk for Freedom
President Henriott resented to the Board and recommended approval of a Special Event Request for the
Walk for Freedom to be held on October 14, 2017 from 9:00am-11:00am at Riehle Plaza and the John T.
Myers Bridge. President Henriott stated that this will be approved based on receiving the updated
insurance certificate. Mrs. Ross moved for approval. Mr. Childress seconded. Passed.
Special Event Request-Broken Chains Biker Ministries Neighborhood Block Party
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Broken Chains Biker Ministries Neighborhood Block Party to be held on August 19, 2017 from 6:00pm-
9:00pm in the Lincoln and Hartford Neighborhoods. Mr. Childress moved for approval. Mrs. Ross
seconded. Passed.
Banner Request-Carry the Torch
President Henriott presented to the Board and recommended approval of a Banner Request for Carry the
Torch. The banner will be hung on Main Street from September 19-October 3, 2017. Mrs. Ross moved
for approval. Mr. Childress seconded. Passed.
Banner Request-Riverfest 2017
President Henriott presented to the Board and recommended approval of a Banner Request for Riverfest
2017. The banner will be hung on Main Street and Columbia Street from June 27-July 11, 2017. Mrs.
Ross moved for approval. Mr. Childress seconded. Passed.
