BOARD OF PUBLIC WORKS AND SAFETY MINUTES June 13, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, June 13, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress and Ron Shriner. Absent: Gary Henriott and Dawn Ross Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the June 6, 2017 regular meeting. Mr. Shriner seconded. Passed. BID OPENING 24th, 25th, and Knight Street Curb, Sidewalk and Ramp Replacement Project This being the time set to open bids for 24th, 25th, and Knight Street Curb, Sidewalk and Ramp Replacement Project, the following bids were received and opened: Edward & Jones Concrete Indianapolis, Indiana Base Bid: $167,430.00 Mr. Shriner moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. BIDS UNDER ADVISEMENT South Street & Columbia Street Resurfacing Project 2017 Mrs. Murray stated that this item will remain under advisement. NEW BUSINESS Economic Development Change Order #18-Main Street Streetscape Phase I & II Dennis Carson, Economic Development Director, presented to the Board and recommended approval of Change Order #18 for the Main Street Streetscape Phase I & II in the amount of $1,998.65. The change order includes an additional tree stump removal. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety June 13, 2017 Page 2 Change Order #19-Main Street Streetscape Phase I & II Mr. Carson presented to the Board and recommended approval of Change Order #19 for Main Street Streetscape Phase I & II in the amount of $6,854.38. The change order includes additional work for hatch repair in sidewalk at Frontier Communications. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Change Order #20-Main Street Streetscape Phase I & II Mr. Carson presented to the Board and recommended approval of Change Order #20 for Main Street Streetscape Phase I & II in the amount of $13,933.55. The change order includes additional work for removal of backfilled concrete waste and other materials on several basement well/chute areas. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Change Order #21-Main Street Streetscape Phase I Mr. Carson presented to the Board and recommended approval of Change Order #21 for Main Street Streetscape Phase I & II in the amount of $6,801.15. The change order includes additional work for traffic marking and thermoplastic applications. Mr. Carson stated that these four (4) change orders are a total increase of $28,687.73 which brings the revised contract amount to $4,667,326.62. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Historic Demolition Permit-205 S. 4th Street Mr. Carson presented to the Board and recommended approval of a Historic Demolition Permit for 205 S. 4th Street. Mr. Carson stated that the address is listed in the City of Lafayette Inventory of Historic Sites and Structures thus is subject to a 60 day public waiting period. Mr. Carson stated that Dann Keiser, the Historic Preservation Officer, recommended upholding the waiting period and the demolition to begin on August 13, 2017. Mr. Childress moved to uphold the 60 day public waiting period. Mr. Shriner seconded. Passed. Lafayette Housing Authority Release of Mortgage-2212 Roselawn, Lafayette Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage for 2212 Roselawn which has satisfied the mortgage. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Release of Covenant for Deed Restrictions-2212 Roselawn, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 2212 Roselawn which has satisfied the mortgage. Release of Covenant for Deed Restrictions-2323 N. 22nd Street Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 2323 N. 22nd Street which has satisfied the mortgage. Release of Mortgage-1807 N. 27th Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 1807 N. 27th Street which has satisfied the mortgage. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Release of Covenant for Deed Restrictions-1807 N. 27th Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1807 N. 27th Street which has satisfied the mortgage. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Release of Covenant for Deed Restrictions-1007 Weaver, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1007 Weaver. Mrs. Oakley stated that this was a Habitat for Humanity project that was returned to Habitat and sold to another family. This release will clear the title. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Water Pollution Control Durkees Run Erosion Control Task Order with Butler, Fairman & Seufert Brad Talley, Water Pollution Control Superintendent, presented to the Board and recommended approval of the Durkees Run Erosion Control Task Order with Butler, Fairman & Seufert in the amount not-to- exceed $18,600.00. The erosion control issues developed along Durkees Run just west of South 18th Street. The scope of the project includes field study, design calculations and coordination of the recommended solutions. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Drainage Improvement Study with Shrewsberry & Associates Mr. Talley presented to the Board and recommended approval of a Drainage Improvement Study with Shrewsberry & Associates for the S. 39th Street area in the amount not-to-exceed $28,150.00. This area has experienced drainage issues during large rain events and is outlined in the Storm Water Improvements Project Plan. The scope of the contract includes identification of flooding problem area, hydraulic model, alternative analysis and recommended solution from the study. Mr. Childress moved for approval. MISCELLANEOUS Special Event Request-RE/MAX Grand Opening Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the RE/MAX Grand Opening to be held on June 22, 2017 from 4:00-7:00pm on Ferry Street from 5th Street to 8th Street. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Proclamation-2017 Amateur Radio Field Day Mayor Roswarski read the following proclamation: 2017 Amateur Radio Field Day Proclamation Whereas, Amateur Radio operators are celebrating over a century of the miracle of the human voice broadcast over the airwaves; and Whereas, Amateur Radio has continued to provide a bridge between peoples, societies and countries by creating friendships and the sharing of ideas; and Whereas, Amateur Radio Operators have also provided countless hours of community services both in emergencies and to other local organizations throughout these decades; and Whereas, these Amateur Radio services are provided wholly uncompensated; and Whereas, the State also recognizes the services Amateur Radio’s people also provided to our many Emergency Response Organizations, including TEMA, FEMA, the Red Cross and the Salvation Army; and Whereas, these same individuals have further demonstrated their value in public assistance by providing free radio communications for local parades, bike-a-thons, walk-a-thons, fairs and other charitable public events; and Whereas, the state of Indiana recognizes and appreciated the diligence of these “hams” who also serve as weather spotters in the Skywarn program of the US Government Weather Bureau; and Whereas, The ARRL is the leading organization for Amateur Radio in the USA; and Whereas, the ARRL Amateur Radio Field Day exercise will take place on June 24-25, 2017, and is a 24 hour emergency preparedness exercise and demonstration of Radio Amateur’s skills and readiness to provide self-supporting communications without further infrastructure being required; and Therefore, I Tony Roswarski, the Mayor of the City of Lafayette, Indiana, do hereby officially recognize and designate June 19-25 as Amateur Radio Week. ANNOUNCEMENTS Sean Lutes, 1003 N. 8th Street, Vice President of the Wabash Valley Trust, stated that this is in regards to the demolition of 205 S. 4th Street. Mr. Lutes stated that the historic preservation is concerned about the demolition of this structure considering that it is on the interim report of historic structures. However the Wabash Valley Trust does recognize that there are times when a historic structure must be demolished.
