BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 3, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 3, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Norm Childress, Cindy Murray, Dawn Ross and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the September 26, 2017 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering Recommendation for Award-Structure Demolition at 615 Wabash Avenue and 1327 Columbia Street Mark Gick, Building Commission, presented to the Board and recommended approval of a Recommendation for Award for the Structure Demolition at 615 Wabash Avenue and 1327 Columbia Street with Metzger Excavating in the amount of $27,520.00. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Contract-Structure Demolition at 615 Wabash Avenue and 1327 Columbia Street Mr. Gick presented to the Board and recommended approval of a Contract for the Structure Demolition at 615 Wabash Avenue and 1327 Columbia Street with Metzger Excavating in the amount of $27,520.00. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Notice to Proceed-Structure Demolition at 615 Wabash Avenue and 1327 Columbia Street Mr. Gick presented to the Board and recommended approval of a Notice to Proceed for the Structure Demolition at 615 Wabash Avenue and 1327 Columbia Street. Mr. Gick stated that work will begin once the utilities are retired and out of service. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Parks Department Change Order #1-Memorial Island Phase 2 Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Change Order #1 for Memorial Island Phase 2 in the amount of $13,465.00 which brings the revised contract price to $642,765.00. Mrs. Laufman stated that the change order includes additional linear footage of sea Board of Public Works and Safety October 3, 2017 Page 2 wall, additional rip rap at sea wall for pond elevator and demolition of concrete ramp at admin building. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Economic Development Historic Demolition Permit-1213 S. 4th Street John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 1213 S. 4th Street. The property as rated as Contributing to the Tippecanoe County Interim Report of Indiana Historic Sites and Structures Inventory and is subject to the 60 day waiting period. Mr. Collier stated that the request was reviewed by Dann Keiser, Historic Preservation Officer and is recommending that the 60 waiting period be upheld. Mr. Childress moved to uphold the 60 day waiting period. Mrs. Ross seconded. Passed. Police Department Declaration of Surplus Property-Police Department (Vehicle) Police Chief Patrick Flannelly presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department for a Silver 2008 Chevrolet Impala VIN#2G1WS553081352654, LPD #8-156. Chief Flannelly stated that once this is declared surplus it will be donated to the Lafayette Housing Authority. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Mr. Shriner moved for approval. Mrs. Murray asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. MISCELLANEOUS Proclamation-Mental Illness Awareness Week 2017 The Mayor read the follow Proclamation: Mental Illness Awareness Week 2017 Whereas mental health is part of overall health; and Whereas one in five adults experiences a mental health problem in any given year; and Whereas approximately one-half of chronic mental illness begins by the age of 14 and three-quarters by age 24; and Whereas suicide is the 10th leading cause of death in the United States and the 2nd leading cause among young adults, and 90% of people who die by suicide have an underlying mental illness; and Whereas long delays−sometimes decades−often occur between the time symptoms first appear and when individuals get help; and Whereas early identification and treatment can make a difference in successful management of mental illness and recovery; and Whereas it is important to maintain mental health and learn the symptoms of mental illness in order to get help when it is needed; and Whereas, every citizen and community can make a difference in helping end the silence and stigma that for too long has surrounded mental illness and discouraged people from getting help; and Whereas public education and civic activities can encourage mental health and help improve the lives of individuals and families affected by mental illness. NOW, THEREFORE BE IT RESOLVED, I, Tony Roswarski, Mayor of the City of Lafayette, do hereby proclaim October 1st through October 7th, 2017 as Mental Illness Awareness Week in Lafayette to shine a light on mental illness and fight stigma, provide support, educate the public and advocate for equal care. AND BE IT FURTHER RESOLVED that all citizens, businesses, schools and community organizations are encouraged to take #StigmaFree pledge at www.nami.org/stigmafree in observance of Mental Illness Awareness Week. Board of Public Works and Safety October 3, 2017 Page 4 ANNOUNCEMENTS Mayor Roswarski stated that he received the notification regarding Overlook Point Apartments (2017A- B-020) that have applied for low income housing tax credits through the Indiana Housing and Community Development Authority. Mayor Roswarski stated that his position is that he is adamantly opposed to the issuance of tax credits and the construction of this project in the City of Lafayette. Mr. Childress moved to issue a letter to the IHCDA from the Board. Mrs. Ross seconded. Passed. Formal letters will be sent on behalf of the Board of Public Works and Safety to the IHCDA. Mr. Jones passed out the Comprehensive Annual Financial Report (CAFR) to the Board and discussion ensued regarding its contents and how it will be used with decision making going forward. Mr. Jones thanked Tim Clary, Deputy Controller, for his work on the CAFR.
