BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 31, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 31, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the October 24, 2017 regular meeting. Mrs. Ross seconded. Passed. NEW BUSINESS Engineering Change Order #1-24th, 25th and Knight Street Curb, Sidewalk and Ramp Replacement Project (Re-Bid) Jeromy Grenard, Public Works Director, requested that this item be tabled until next week. Mr. Shriner moved to table this item. Mrs. Ross seconded. Tabled. Change Order #1-2017 CDBG Curb, Sidewalk and Ramp Replacement Project Mr. Grenard presented to the Board and recommended approval of Change Order #1 for the 2017 CDBG Curb, Sidewalk and Ramp Replacement Project. The change order is in the amount of $12,301.42 for added sidewalk, curb and approaches, deleted sidewalk at 3 properties and deleted curb at Vinton Pool parking lot entrance. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Lafayette Housing Authority CDBG Agreement between the City of Lafayette and Lafayette Housing Authority for the Lafayette Housing Authority ADA Compliance Renovations Program Year 2017 Patrick Ringwald, Project Manager, presented to the Board and recommended approval of a CDBG Agreement between the City of Lafayette and Lafayette Housing Authority for the Lafayette Housing Authority ADA Compliance Renovations Program Year 2017. The grant is in the amount of $50,000.00 and includes renovations at 2601 Greenbush Street to make improvements for ADA accessibility. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Board of Public Works and Safety October 31, 2017 Page 2 CDBG Agreement between the City of Lafayette and Habitat for Humanity of Lafayette for the Habitat Affordable Repair Program Year 2017 Mr. Ringwald presented to the Board and recommended approval of a CDBG Agreement between the City of Lafayette and Habitat for Humanity of Lafayette for the Habitat Affordable Repair Program Year 2017. The grant is in the amount of $10,000.00 and will provide home repair assistance to income qualified homeowners. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Agreement between Lafayette Housing Consortium and Faith Community Development Corporation 2017 CHDO Operating Funds Valerie Oakley, Project Manager, presented to the Board and recommended approval of the Agreement between Lafayette Housing Consortium and Faith Community Development Corporation 2017 CHDO Operating Funds. The agreement is in the amount of $15,294.00. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Agreement between the Lafayette Housing Consortium and YWCA of Great Lafayette-Fresh Start Program Tenant Based Rental Assistance 2017-2018 Mrs. Oakley presented to the Board and recommended approval of an Agreement between the Lafayette Housing Consortium and YWCA of Greater Lafayette –Fresh Start Program Tenant Based Rental Assistance 2017-2018. The agreement is in the amount of $42,000.00 and will enable the YWCA to provide 12 months of rental assistance for 5 families through May 31, 2019. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. CLAIMS Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $3,496,720.38. Mrs. Murray asked if there were any further questions and there were none. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Proclamation-ADHD Awareness Month Mr. Shriner read the following proclamation: WHEREAS, ADHD is a hereditary neurological disorder which results in difficulty regulating attention. It impacts almost every aspect of daily living including learning, organizational skills, and time management. Multi-modal intervention approaches are available to manage the symptoms of ADHD. WHEREAS, ADHD is a chronic brain disorder with social, academic, and emotional impacts about five percent of the country's population, with Indiana’s population affected is over thirteen percent. WHEREAS, Lack of understanding and awareness about ADHD leads to misconceptions and social stigma which hinder access to effective treatment, increase the risk of co-morbid conditions and complications such as conduct disorder, oppositional defiant disorder, and anti-social disorder. WHEREAS, Unmitigated condition of ADHD may lead to increased incidence of out-of-school youths and child abuse and neglect. Several studies have shown that about 70% of juvenile offenders and 40% of adult prisoners were found to have ADHD. Board of Public Works and Safety October 31, 2017 Page 3 WHEREAS, most people with ADHD have above-average intelligence, are highly creative, have deep stores of energy, have the ability to do multi-tasking and have potential to become path-beaters. WHEREAS, an individual with ADHD, with proper management, therapy, medication, and support, can lead a productive life and contribute to society. NOW THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, Indiana, do here-by proclaim the month of October to be designated as ADHD Awareness Month, an urge our community to help Special Parents-Special Kids in creating awareness for this condition in Tippecanoe County. Proclamation-Sensory Processing Disorder Awareness Month Mr. Shriner read the following proclamation: WHEREAS, Sensory Processing Disorder or SPD is a neurological disorder in which the sensory information that the individual perceives results in abnormal responses. A more formal definition is: SPD is a neurophysiologic condition in which sensory input either from the environment or from one’s body is poorly detected, modulated, or interpreted and/or to which atypical responses are observed WHEREAS, this disorder affects at least 1 in 20 people in our general population today; and WHEREAS, Sensory Processing Disorder is often misdiagnosed due to unawareness and commonly thought to be Autism, ADHD, or fragile X syndrome, in which case, proper treatment is not available; and WHEREAS, Children and adults diagnosed with this disorder are high risk for emotional, social, and educational problems. Patients can also experience depression, anxiety, aggression, and other behavioral problems following the diagnosis of this disorder; and WHEREAS, during the month of October, Sensory Processing Disorder strives to bring awareness to individuals with this disorder and their families to help properly diagnose and assist children, adults, and their families get the proper treatment and care. Preliminary research data support decades of anecdotal evidence that occupational therapy is an effective intervention for treating the symptoms of SPD. NOW THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, Indiana, do here-by proclaim the month of October to be designated as Sensory Processing Disorder Awareness Month, an urge our community to help Special Parents-Special Kids in creating awareness for this disorder in Tippecanoe County.
