BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 7, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 7, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress and Dawn Ross. Absent: Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the October 31, 2017 regular meeting. Mrs. Ross seconded. Passed. OLD BUSINESS Change Order #1-24th, 25th and Knight Street Curb, Sidewalk and Ramp Replacement Project (Re-Bid) (Tabled 10/31/2017) Mr. Childress moved to remove this item from the Table. Mrs. Ross seconded. Removed. Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1 for the 24th, 25th, and Knight Street Curb, Sidewalk and Ramp Replacement Project (Re-Bid). The change order includes a deduction in the amount of $10,653.40 and an increase in the amount of $10,749.41 which is an overall increase in the amount of $96.01. The revised contract amount is $95,878.64. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Certificate of Completion-2017 CDBG Curb, Sidewalk and Ramp Replacement Project Mr. Grenard presented to the Board and recommended approval of a Certificate of Completion for the 2017 CDBG Curb, Sidewalk and Ramp Replacement Project. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Certificate of Completion-Columbia Street Parking Garage Renovations Bob Foley, Engineering, presented to the Board and recommended approval of a Certificate of Completion for the Columbia Street Parking Garage Renovations. The final contact is in the amount of $1,056,367.58. Mr. Childress move for approval. Mrs. Ross seconded. Passed. INDOT LPA Contract with Butler, Fairman & Seufert for Twyckenham Trail Project Board of Public Works and Safety November 7, 2017 Page 2 Mr. Foley presented to the Board and recommended approval of an INDOT LPA Contract with Butler, Fairman & Seufert for the Twyckenham Trail Project. The contract is in the amount of $38,000.00 and is for construction inspection. The project is expected to go to bid in February/March 2018. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Acceptance for Maintenance-Concord Ridge Subdivision, Section 1 Mr. Foley presented to the Board and recommended approval of an Acceptance for Maintenance for the Concord Ridge Subdivision Section 1 for sewer and water. Mr. Foley stated that all inspections have been completed and they have provided a maintenance bond in the amount of $48,767.30. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Economic Development Historic Demolition Permit-310 S. 6th Street (Garage Only) Dennis Carson, Economic Development Director, presented to the Board and recommended approval of a Historic Demolition Permit at 310 S. 6th Street Garage Only. Mr. Carson stated that the Historic Preservation Commission approved this structure for demolition with a recommendation to uphold the 60- day waiting period. President Henriott stated that the removal of the doors that are historic (to be repurposed) will cause the building to collapse. Therefore the Board feels comfortable waiving the 60-day waiting period and let the structure collapse with the removal of the doors. Mrs. Ross moved to waive the 60-day waiting period. Mrs. Murray seconded. Passed. Financial Assistance Agreement with Indiana Finance Authority (Environmental Project) Mr. Carson presented to the Board and recommended approval of a Financial Assistance Agreement with Indiana Finance Authority (Environmental Project). Mr. Carson stated that the funds will be set aside for use by the City for environmental studies, plans and remediation from the previous assessments and settlements. The City seeks to use these funds to perform testing of the parking lot owned by the City at the corner of 6th and Columbia Streets. The amount of the funding is $11,556.50. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Change Order #23-Main Street Streetscape Phase I & II Mr. Carson presented to the Board and recommended approval of Change Order #23 for the Main Street Streetscape Phase I & II. The change order is in the amount of $40,910.00 for fire protection at 6th Street and planter fence repair. The revised contract is in the amount of $4,757,336.00. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Lafayette Housing Authority Agreement between Lafayette Housing Consortium and New Chauncey Housing Inc. CHDO Operating Funds 2007-2018 Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between the Lafayette Housing Consortium and New Chauncey Housing Inc. CHDO Operating Funds 2017-2018. The agreement is in the amount of $15,294.00 and the funding allows them to plan and Board of Public Works and Safety November 7, 2017 Page 3 implement at least 1 project throughout the program year. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. CLAIMS Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $1,853,973.15. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Ms. Murray seconded. Passed. MISCELLANEOUS Proclamation-Pancreatic Cancer Awareness Month Mayor Roswarski read the following proclamation: Whereas Pancreatic Cancer is a devastating disease. In 2017, an estimated 53,670 Americans will be diagnosed with pancreatic cancer in the U.S., and over 43,090 will die from pancreatic cancer; Whereas Pancreatic Cancer has no early warning signs or simple detection tests and; Whereas Pancreatic Cancer is the third leading cause of cancer deaths. By 2020 they expect it to move up to the second leading cause of death and; Whereas Pancreatic Cancer has only a 5% to 6% five-year survival rate and; Whereas We wish for those living with Pancreatic Cancer to have a better quality life during their care and; Whereas We remember those who have died from this disease who were personally known to us and honoring their memory and; Whereas We encourage the scientific community to find better means to detect, treat, and eventually cure Pancreatic Cancer; THEREFORE In the interest of better public understanding, scientific advancement, and the Public Good, we therefore proclaim November 2017 as Pancreatic Cancer Awareness Month in the city of Lafayette, Indiana. Todd Ferguson, son of Cathy Ferguson, thanked the Board and the Mayor of behalf of his family for recognizing this disease . Mr. Ferguson told the Board the brief history of the Pancreatic Cancer problems in his family.
