BOARD OF PUBLIC WORKS AND SAFETY MINUTES November 14, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, November 14, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the November 7, 2017 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering Acceptance for Maintenance-Avalon Bluff Subdivision, Section 2 Bob Foley, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance for Avalon Bluff Subdivision, Section 2. Mr. Foley stated that it has passed all testing and as-builts have been approved. A maintenance bond was submitted in the amount of $35,327.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Lafayette Housing Authority 2017-2018 Agreement between the Lafayette Housing Consortium and Lafayette Housing Authority for Tenant Based Rental Assistance Program Valerie Oakley, Project Manager, presented to the Board and recommended approval of the 2017-2018 Agreement between the Lafayette Housing Consortium and Lafayette Housing Authority for the Tenant Based Rental Assistance Program. The agreement enables the Housing Authority to provide 12 months of assistance for up to 16 additional families through June 30, 2019. The agreement is in the amount of $100,000.00. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $4,835,837.47. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-Carriage Rides (Pick Up/Drop Off) President Henriott presented to the Board and recommended approval of a Special Event Request for Carriage Ride Pick Up/Drop Off on November 25, December 9, and December 16, 2017 at the northeast corner of 5th and Main Streets along 5th Street from 10:00am-4:00pm. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Special Event Request-Holiday Farmers Market for Dickens of a Christmas President Henriott presented to the Board and recommended approval of a Special Event Request for the Holiday Farmers Market for Dickens of a Christmas to be held on December 9, 2017 from 11:00am- 3:00pm on 5th Street from Columbia Street to Main Street. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety November 14, 2017 Page 3 Proclamation-National Hunger and Homelessness Awareness Week Mayor Roswarski read the following proclamation: National Hunger and Homelessness Awareness Week in Tippecanoe County 2017 WHEREAS, for many years the Homeless Prevention and Intervention Network has conducted activities to commemorate National Hunger and Homelessness Awareness Week sponsored by the National Coalition for the Homeless and National Student Campaign Against Hunger and Homelessness; and WHEREAS, the purpose of this proclamation is to support the efforts of the Homeless Prevention and Intervention Network to educate the public about the many reasons people why very low income residents are hungry and homeless in Tippecanoe County; and to encourage support for homeless assistance service providers as well as community service opportunities for students and school service organizations; and WHEREAS, there are many organizations committed to sheltering and providing supportive services as well as meals and food to the homeless including all of the members of the Homelessness Prevention and Intervention Network; and WHEREAS the community recognizes that hunger and homelessness continues to be a serious problem for many individuals and families in Tippecanoe County. Now, Therefore, be it resolved that I, Tony Roswarski, Mayor of the City of Lafayette; and I, John Dennis, Mayor of the City of West Lafayette; and I, Tom Murtaugh, President of the Tippecanoe County Commissioners, do hereby proclaim, November 11-17, 2017 as National Hunger and Homelessness Awareness Week. Be it further resolved that we encourage all citizens to recognize that many people do not have housing or enough food and need support from citizens, and private/public non-profit service entities. IN WITNESS WHEREOF, we have here unto set our hand and caused the seal of our offices to be affixed this 14th day of November, Two Thousand Seventeen. Sherry Moore, Wabash Valley Alliance, announced to the Board about two events that will take place this week. On Wednesday and Thursday Jennifer Layton and Katy Bunder will be doing two sessions each day to talk about their community services. And on Friday the Purdue Street Outreach Team will be hosting an Open Mic Night along with serving food and taking donations at Mental Health America in Lafayette.
