BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
December 12, 2017
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, December 12, 2017 at 9:00
a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm
Childress, Dawn Ross and Ron Shriner.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the December 5, 2017 regular meeting. Mrs. Ross
seconded. Passed.
NEW BUSINESS
Engineering
Local Roads and Bridges Matching Grant Agreement
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of the Local
Roads and Bridges Matching Grant Agreement with INDOT. This agreement is for the Community
Crossing Grant in the amount of $100,000.00 which allows INDOT to reimburse the City of Lafayette
50% of up to $200,000.00 worth of work. Mr. Shriner moved for approval. Mr. Childress seconded.
Passed.
Economic Development
Change Order #25-Main Street Streetscape Phase I & II
John Collier, Economic Development, presented to the Board and recommended approval of Change
Order #25 for Main Street Streetscape Phase I & II. The change order is a credit in the amount of
($83,740.21) which reflects final quantities. The revised contract is in the amount of $4,702,988.99. Mrs.
Ross moved for approval. Mrs. Murray seconded. Passed.
Certificate of Completion-Main Street Streetscape Phase I & II
Mr. Collier presented to the Board and recommended approval of a Certificate of Completion for Main
Street Streetscape Phase I & II. Mr. Collier stated that the warranty period began on July 19, 2017 with
the final completion date of November 2018 for the landscaping portion. Mr. Childress moved for
approval. Mr. Shriner seconded. Passed.

Supplemental Agreement #2-Bicycle Pedestrian Safety Education and Awareness Program
Margy Deverall, Economic Development, presented to the Board and recommended approval of
Supplement Agreement #2 for the Bicycle Pedestrian Safety Education and Awareness Program with
Butler, Fairman & Seufert. Mrs. Deverall stated that this agreement is in the amount of $37,500.00 for the
implementation phase. The $37,500 is divided between INDOT ($30,000.00), City of Lafayette
($2,500.00), City of West Lafayette ($2,500.00) and Tippecanoe County ($2,500.00). Mrs. Murray moved
for approval. Mrs. Ross seconded. Passed.
Parks Department
Change Order #2-Memorial Island Phase 2
Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Change
Order #2 for the Memorial Island Phase 2 Project. The change order is in the amount of $24,929.00 for
soil remediation at Rush Pavilion. The revised contract is in the amount of $667,694.00. Mr. Childress
moved for approval. Mr. Shriner seconded. Passed. Mr. Childress brought to Mrs. Laufman’s attention
that a line item in the change order was marked out. Mrs. Laufman stated that she would look into it and
report back to the Board.
Purchasing
Declaration of Worthless Property-Police Department
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration
of Worthless Property for the Police Department. The worthless items include the following:

Mr. Payne stated that the items will be destroyed or recycled. Mrs. Ross moved for approval. Mrs.
Murray seconded. Passed.
Declaration of Surplus -Property-Police Department
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for
the Police Department. The surplus items include the following:

Mr. Payne stated that these items will be sold. Mr. Childress moved for approval. Mrs. Ross seconded.

CLAIMS
Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $3,335,809.93.
President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for
approval. Mr. Childress seconded. Passed.
ANNOUNCEMENTS
Mrs. Deverall announced that the Bike/Pedestrian Advisory Committee will be putting out a
survey/application for new members for the committee. The Mayor chooses the members from the list
that is submitted. The committee members meet four (4) times per year minimum.
