BOARD OF PUBLIC WORKS AND SAFETY MINUTES December 19, 2017 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, December 19, 2017 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the December 12, 2017 regular meeting. Mrs. Ross seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-Prairie Lane Watermain Replacement Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise the Prairie Lane Watermain Replacement Project. Mr. Grenard stated that this is a re-bid from earlier this year. The project will advertise in January 5 & 12, 2017 with a bid opening on January 23, 2018. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Permission to Advertise-City Hall Building HVAC Controls and Systems Upgrades Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise the City Hall Building HVAC Controls and Systems Upgrades. The project will advertise on December 22 & 29, 2017 with a bid opening date of January 23, 2018. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. LPA Agreement with INDOT for Park East Boulevard Extension Mr. Grenard presented to the Board and recommended approval of an LPA Agreement with INDOT for the Park East Boulevard Extension between Haggerty Lane and SR 38. Mr. Grenard stated that this is for the 80% Federal Match in the amount of $1,865,700.00 with the local match in the amount of $466,000.00 for a total of $2,332,125.00. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety December 19, 2017 Page 2 Controller 2018 Utility Budgets for Water Works and Lafayette Renew Mike Jones, Controller, presented to the Board and recommended approval of the 2018 Utility Budgets for Water Works and Lafayette Renew. Mr. Jones stated all employees will receive a 3.5% salary increase with PERF and the health insurance rates increased 8.6%. Mr. Jones presented the Water Works Utility budget for 2018 is in the amount of $7,248,000.00 which reflects a decrease of 9.5% from the 2017 budget. Mr. Jones presented the Lafayette Renew Utility budget for 2018 is in the amount of $34,056,727.00.The overall budget for Lafayette Renew has an increase of 2% from 2017 budget. Mayor Roswarski gave some remarks regarding the importance of the Utility Budgets. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Mr. Jones answered questions from the Board. Discussion ensued. Lafayette Housing Authority Release of Covenant for Deed Restrictions-3227 Townsend Drive, Lafayette Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 3227 Townsend Drive, Lafayette. The owner has satisfied their period of affordability. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Release of Covenant for Deed Restrictions-3223 Townsend Drive, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 3223 Townsend Drive, Lafayette. The owner has satisfied their period of affordability. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Release of Covenant for Deed Restictions-3216 Townsend Drive, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 3216 Townsend Drive, Lafayette. The owner has satisfied their period of affordability. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Release of Covenant for Deed Restrictions-163 Kinkaid Drive, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 163 Kinkaid Drive, Lafayette. The owner has satisfied their period of affordability. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Release of Covenant for Deed Restrictions-156 Wise Drive, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 156 Kinkaid Drive, Lafayette. The owner has satisfied their period of affordability. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety December 19, 2017 Page 3 Release of Covenant for Deed Restrictions-133 Wise Drive, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 133 Kinkaid Drive, Lafayette. The owner has satisfied their period of affordability. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Purchasing Declaration of Surplus Property-Water Works Department Tim Clary, Deputy Controller, presented to the Board and recommended approval of a Declaration of Surplus Property for the Water Works Department for an InFocus Projector Serial Number ALFR40700025. This item will be sold. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. CLAIMS Mr. Jones presented for Board approval, Claims in the amount of $4,132,345.83. President Henriott asked if there were any further questions and there were none. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. ANNOUNCEMENTS Mayor Roswarski thanked the Department Heads, employees and elected officials for their hard work each and every day. The Mayor thanked the Board for another great year. MISCELLANEOUS Taxi Cab Permits Captain Kurt Wolf, Police Department, presented to the Board and recommended approval of three (3) taxi cab permits for Paul Williams McHaney Jr., Kevin R. Senesac and Kwanta Montelle Crawford. Captain Wolf recommended approval of all cab permits. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Captain Wolf answered questions from the Board regarding Taxi Cabs.
