BOARD OF PUBLIC WORKS AND SAFETY MINUTES April 3, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, April 3, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the March 27, 2018 regular meeting. Mrs. Ross seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-2018 Curb and Ramp Replacement Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the 2018 Curb and Ramp Replacement Project. The publications are set to run on April 6th and April 13th, 2018 with the bid opening of April 24, 2018. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-Prairie Lane Resurfacing Project (Elmwood Avenue to Vinton Street) Mr. Grenard requested removing this item from the agenda. The Engineering Department will be using the Joint Purchasing Board bids for Asphalt and Bituminous Coasted Aggregate. Mrs. Murray moved to remove this item. Mr. Childress seconded. Removed. Supplemental Agreement #1 for Loeb Stadium with American Structurepoint Mr. Grenard presented to the Board and recommended approval of Supplemental Agreement #1 for Loeb Stadium with American Structurepoint in the amount of $21,450.00. The agreement is for off-site storm sewer improvements to take them from 30% to 100% plans and also a new traffic signal at Main Street and Wallace Avenue. Mrs. Ross moved for approval. Passed. Board of Public Works and Safety April 3, 2018 Page 2 Purchasing Declaration of Worthless Property-Utility Billing Office Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Worthless Property for the Utility Billing Office that includes a First Data Credit Card Machine Model FD-100 SN-LT0000249722. This item is no longer functioning and will be destroyed. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Lafayette Renew Contract with Wastewater Solutions Inc-2018 Wastewater Training Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Contract with Wastewater Solutions Inc for the 2018 Lafayette Renew Wastewater Training. The training will take place from May 1-4, 2018 and include 40 employees. The training is in the amount of $19,600.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Contract with Williams Creek Consulting-North Street Reconstruction Phase 2 Mr. Talley presented to the Board and recommended approval of a Contract with Williams Creek Consulting for the North Street Reconstruction Phase 2. This project was completed in 2013 and consisted of reconstruction from 7th Street to Erie Street. This contract will update the Topographic Survey and will finish the Design and take it to the Bidding Phase. The contract is in the amount not-to- exceed $97,900.00. Mrs. Murray moved for approval. Contract with HWC Engineering-Service Area 21 Water and Sewer Extension Project Mr. Talley presented to the Board and recommended approval of a Contract with HWC Engineering for Service Area 21 Water and Sewer Extension Project Phase 1. The scope of this contract is to complete final design and permitting, bidding services, land acquisition and construction engineering services. This project will provide water and sewer service to the intersection of I65 and Schuyler Avenue. The amount of the contract is not-to-exceed $120,000.00. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $3,067,529.01. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. MISCELLANOUS Special Event Request- MLK Commemorative March President Henriott presented to the Board and recommended approval of a Special Event Request for MLK Commemorative March to be held on April 4, 2018 from 4:00pm-6:30pm starting near the Hanna Center and ending at the Tippecanoe Public Library. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety April 3, 2018 Page 3 Special Event Request-Hunger Hike President Henriott presented to the Board and recommended approval of a Special Event Request for Hunger Hike to be held on September 16, 2018 from 12noon-3:30pm ending at Riehle Plaza. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Special Event Request-Jefferson High School Grand March President Henriott presented to the Board and recommended approval of a Special Event Request for the Jeff High School Grand March to be held on April 21, 2018 from 6:30pm-8:30pm at the Lafayette Theater. Greg Emig, Lafayette Brewing Company, spoke in opposition of this closure and how it has a negative effect on his business during that time. The Board discussed the details of the closure and possible solutions. After further discussion the Board decided to table the request until both parties were satisfied with the closure. Mr. Shriner moved to table this item. Mrs. Ross seconded. Tabled. Special Event Request-Round the Fountain Art Fair President Henriott presented to the Board and recommended approval of a Special Event Request for Round the Fountain Art Fair to be held on May 26, 2018 from 6:00am-6:00pm around the courthouse square downtown Lafayette. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Bike to Work Day President Henriott presented to the Board and recommended approval of a Special Event Request for Bike to Work Day to be held on May 18, 2018 from 8:00am-10:00am on the John T. Myers Bridge. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. 2018 Spring Hydrant Flushing Schedule Kerry Smith, Water Works Superintendent, announced Spring Hydrant Flushing will begin on Sunday, April 8, 2018 and continue until Friday April 20, 2018 between the hours of 10pm and 6am. Customers may experience some discolored water. If this occurs, let the cold-water tap run for a few minutes and it should clear up. If a problem continues, please call 765-807-1700 or 765-807-1100. Proclamation-International Toastmasters Day Mayor Roswarski read the following proclamation: International Toastmasters Day WHEREAS, Toastmasters International, the world’s leading organization devoted to improving communication, public speaking and leadership skills, provides a supportive and positive learning experience in which members are empowered to develop communication and leadership skills, resulting in greater self-confidence and personal growth; and WHEREAS, Toastmasters International, founded October 1924, has over 352,000 memberships in 16,400 clubs in 141 countries worldwide; and WHEREAS, Toastmasters club members meet to deliver prepared speeches, impromptu speeches, and evaluations, according to a predetermined agenda, and to fulfill leadership roles, thereby Board of Public Works and Safety April 3, 2018 Page 4 learning through practice, by mentoring one another, and by studying educational materials from Toastmasters International; and WHEREAS, Lafayette, Indiana is proudly hosting the District 11 Toastmasters Spring Conference April 20-21, 2018, NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, do hereby proclaim April 21, 2018 as: “INTERNATIONAL TOASTMASTERS DAY” in Lafayette, Indiana and urge all citizens to join me in congratulating Toastmasters for the inspiring role they play in assisting individuals to develop communication and leadership skills, which enhance their lives and elevate the communities in which they live. Proclamation-CDBG Week 2018 Mayor Roswarski read the following proclamation: COMMUNITY DEVELOPMENT BLOCK GRANT WEEK WHEREAS, the week of April 2-6, 2018 has been designated as National Community Development Week by the National Community Development Association to celebrate the Community Development Block Grant (CDBG) Program and the HOME Investment Partnerships (HOME) Program; and WHEREAS, the CDBG Program provides annual funding and flexibility to local communities to provide decent, safe and affordable housing, a suitable living environment, and economic opportunities to low- and moderate-income people; and WHEREAS, the HOME Program provides funding to local communities to create decent, safe, and affordable housing opportunities for low-income persons; and WHEREAS, the City of Lafayette receives a direct allocation from the U.S. Department of Housing and Development (HUD) annually to provide resources for a wide variety of community development activities that principally benefit low- and moderate-income persons, including the elderly and children; and WHEREAS, over the past five years, our community has received a total of $3,029,145 in CDBG funds and $3,242,788 in HOME funds; and WHEREAS, the City of Lafayette has used these CDBG and HOME funds to support and improve numerous social service agencies, public facilities, homeownership renovation and construction, affordable rental units and rent assistance, historic preservation improvements to downtown buildings, neighborhood infrastructure and safety with new street lights and improved sidewalks, and increased access to parks and play equipment; NOW, THEREFORE BE IT RESOLVED, that the City of Lafayette designates the week of April 2-6, 2018 as National Community Development Week in support of these two valuable programs that have made tremendous contributions to the viability of the housing stock, infrastructure, public services, and economic vitality of our community. Board of Public Works and Safety April 3, 2018 Page 5 BE IT FURTHER RESOLVED, that our community opposes any attempts to eliminate the programs and urges Congress to recognize the outstanding work being done locally and nationally by CDBG and HOME by supporting the programs in Fiscal Year 2019. Mayor Roswarski extended his heartfelt sympathies for Cindy Murray and her family for the loss of her mother-in-law.
