BOARD OF PUBLIC WORKS AND SAFETY MINUTES April 10, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, April 10, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the April 3, 2018 regular meeting. Mrs. Ross seconded. Passed. BID OPENING Breckenridge Street Reconstruction and Crosser Sports Complex Parking Lot This being the time set to open bids for the Breckenridge Street Reconstruction and Crosser Sports Complex Parking Lot, the following bids were received and opened: Rieth-Riley Construction Lafayette, Indiana Base Bid: $893,508.00 Milestone Contractors Lafayette, Indiana Base Bid: $697,000.00 Mr. Shriner moved to take the bids under advisement for further review. Mr. Childress seconded. Passed. QUOTE OPENING Valley Street Drainage Improvement Project This being the time set to open quotes for the Valley Street Drainage Improvement Project, the following quotes were received and opened: Bowen Engineering Lafayette, Indiana Quote: $3,491,900.00 Mrs. Ross moved to take the quotes under advisement for further review. Mr. Shriner seconded. Passed. Board of Public Works and Safety April 10, 2018 Page 2 OLD BUSINESS Special Event Request-Jefferson High School Grand March (Tabled 4/3/18) Mr. Childress moved to remove this item from the Table. Mrs. Murray seconded. Removed. Mayor Roswarski presented to the Board and recommended approval of a revised closure for the Jefferson High School Grand March to be held on April 21, 2018 from 6:30pm-8:30pm on 6th Street between Main Street and Ferry Street. Mayor Roswarski stated that the revised closure would include closing Main Street near the front of the Lafayette Theater which will allow public access to the parking lot on the south side on Main Street along with the street parking from 6th to 7th Streets. The revised closure in front of the Lafayette Theater will allow for a nice turn around to vehicle traffic with no confusion. Mayor Roswarski stated that he would have a Traffic Improvement crew there on site during the event to move barricades immediately after the event to minimize the length of the street closure. Greg Emig, Lafayette Brewing Company, thanked the Mayor and the Board for coming up with a better solution but asked to be notified when the event is taking place next year as soon as possible to help with his event scheduling. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. NEW BUSINESS Engineering Permission to Advertise-2018 Pavement Markings Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the 2018 Pavement Markings Project which are scheduled early in the year. The publication is set to run on April 13 and 20, 2018 with the bid opening on May 1, 2018. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Facility Consolidation on McCarty Lane Site Mr. Grenard presented to the Board and recommended approval of a Facility Consolidation on McCarty Lane Site with Accompany LLC in the amount of $35,640.00 for pre-construction phase and $46,520.00 for construction phase. This project will include consolidating several city departments into one central location on McCarty Lane between Sagamore Parkway and Creasy Lane. This facility will include the Street, Sanitation, Traffic Improvement, Fleet Maintenance and Parks Central Maintenance Departments. Mr. Grenard stated that this contract will help facilitate the needs of each department, the feasibility of the move and the coordination of the consolidation. Mrs. Ross moved for approval. Lafayette Housing Authority Agreement between Lafayette Housing Consortium and Faith Community Development 2016 Project #3- N. 8th Street Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and Faith Community Development 2016 Project #3 for N. 8th Street. This agreement provides up to $50,000.00 for the construction of a house at 1121 N. 8th Street. The approved design will be a two-story home with appropriate features for the neighborhood intended to accommodate a large family. Mr. Childress moved for approval. Mr. Shriner seconded. MISCELLANOUS Special Event Request- Taste of Tippecanoe President Henriott presented to the Board and recommended approval of a Special Event Request for the Taste of Tippecanoe to be held on June 16, 2018 from 4:00pm-12:00am in downtown Lafayette. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Neighborhood Block Party-Hartford Hub (May Event) President Henriott presented to the Board and recommended approval of a Special Event Request for Neighborhood Block Party-Hartford Hub (May Event) to be held on May 19, 2018 from 5:30pm-9:00pm at the Lower Lincoln Neighborhood. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Neighborhood Block Party-Hartford Hub (June Event) President Henriott presented to the Board and recommended approval of a Special Event Request for Neighborhood Block Party-Hartford Hub (June Event) to be held on June 16, 2018 from 5:30pm-9:00pm at the Upper Lincoln Neighborhood. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Special Event Request-Neighborhood Block Party-Hartford Hub (July Event) President Henriott presented to the Board and recommended approval of a Special Event Request for Neighborhood Block Party-Hartford Hub (July Event) to be held on July 14, 2018 from 5:30pm-9:00pm at the Lower Lincoln Neighborhood. Mr. Shriner moved for approval. Mrs. Ross seconded. Pased. Special Event Request-Mosey Down Main Street (Various Dates) Ken McCammon, Friends of Downtown, presented to the Board and recommended approval of a Special Event Request for Mosey Down Main Street to be held on May 12, June 2, July 14, August 11, and September 1, 2018 from 3:00pm-1:00am. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Beers Across the Wabash Mr. McCammon presented to the Board and recommended approval of a Special Event Request for Beers Across the Wabash to be held on August 25, 2018 from 8:00am-9:00pm on the John T. Myers Bridge. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Proclamation-Autism Awareness and Acceptance Month Mayor Roswarski read the following proclamation: Board of Public Works and Safety April 10, 2018 Page 4 Autism Awareness & Acceptance Month Proclamation WHEREAS, Autism spectrum disorder (ASD) is a developmental disability that can cause significant social, communication and behavioral challenges. Autism is the fastest growing developmental disorder. There is often nothing about how people with ASD look that sets them apart from other people. People with ASD may communicate, interact, behave, and learn in ways that are different from neurotypical people. The learning, thinking, and problem-solving abilities of people with ASD can range from gifted to severely challenged. Some people with ASD need a lot of help in their daily lives; others need less; and WHERAS, A diagnosis of ASD now includes several conditions that used to be diagnosed separately: autistic disorder, pervasive developmental disorder not otherwise specified (PDD-NOS), and Asperger syndrome. These conditions are now all called autism spectrum disorder or ASD; and WHEREAS, About 1 in 68 children has been identified with autism spectrum disorder (ASD) according to estimates and ASD is about 4.5 times more common among boys (1 in 42) than among girls (1 in 189). ASD prevalence has increased by 6-15 percent each year from 2002 to 2010. More than 3.5 million Americans live with an autism spectrum disorder; and WHEREAS, People with ASD often have problems with social, emotional, and communication skills. They might repeat certain behaviors and might not want change in their daily activities. Many people with ASD also have different ways of learning, paying attention, or reacting to things. Signs of ASD begin during early childhood and typically last throughout a person’s life; and Whereas, ASD can sometimes be detected at 18 months or younger. By age 2, a diagnosis by an experienced professional can be considered very reliable. However, many children do not receive a final diagnosis until they are much older. This delay means that children with ASD might not get the early help they need; and WHEREAS, research shows that early intervention treatment services can improve a child’s development. Early intervention services help children from birth to 3 years old learn important skills. Services can include therapies to help the child talk, walk, interact with others, communicate, and control behaviors, including physical aggression and self-injury behavior. WHEREAS, during the month of April, we strive to promote autism awareness, inclusion, and self- determination for all, and assure that each person with ASD is provided an opportunity to achieve the highest possible quality of life. NOW THEREFORE, I, Tony Roswarski, Mayor of the City of Lafayette, Indiana, do here-by proclaim the month of April to be designated as Autism Awareness & Acceptance Month and urge our community to help Special Parents-Special Kids Inc. in creating awareness and acceptance for this disorder in Tippecanoe County.
