BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
April 17, 2018
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, April 17, 2018 at 9:00 a.m. in
the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Dawn Ross and
Ron Shriner. Absent: Gary Henriott
Jacque Chosnek, 1st Deputy City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Shriner moved for approval of the minutes from the April 10, 2018 regular meeting. Mrs. Ross
seconded. Passed.
NEW BUSINESS
Engineering
Recommendation for Award-Breckenridge Street Reconstruction and Crosser Sports Complex Parking
Lot
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a
Recommendation for Award for the Breckenridge Street Reconstruction and Crosser Sports Complex
Parking Lot with Milestone Contractors in the amount of $697,000.00. Mr. Childress moved for approval.
Mrs. Ross seconded. Passed.
Lafayette Renew
Contract-Valley Street Drainage Improvement Project
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Contract for
the Valley Street Drainage Improvement Project with Bowen Engineering with a Guaranteed Maximum
Price of $3,491,900.00. The major components of the project include stormwater detention &
conveyance, watermain replacement and roadway & curb replacement. Mrs. Ross moved for approval.
Mr. Childress seconded. Passed.
Notice to Proceed-Valley Street Drainage Improvement Project
Mr. Talley presented to the Board and recommended approval of a Notice to Proceed for the Valley Street
Drainage Improvement Project. The Substantial completion date of November 30, 2018, Final
Completion Date of December 31, 2018 with work beginning on April 30, 2018. Mr. Shriner moved for
approval. Mr. Childress seconded. Passed.

Contract for Construction Administration Services-Valley Street Drainage Improvement Project
Mr. Talley presented to the Board and recommended approval of a Contract for Construction
Administration Services for the Valley Street Drainage Improvement Project with Wessler Engineering in
the amount not to exceed $145,600.00. Wessler Engineering will be involved with design questions,
requests for information and final as build information. Mr. Childress moved for approval. Mrs. Ross
seconded. Passed.
Contract for Observational Services-Valley Street Drainage Improvement Project
Mr. Talley presented to the Board and recommended approval of a Contract for Observational Services
for Valley Street Drainage Improvement Project with Christopher Burke Engineering in the amount not to
exceed $149,950.00. The scope of this contract will include project initiation/pre-construction, field
reports, records and daily work sheets along with project close-out. Mr. Shriner moved for approval. Mr.
Childress seconded. Passed.
Purchasing
Vehicle Trade Authorization-Parks Department
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Vehicle Trade
Authorization for the Parks Department that includes a 2002 Chrysler Voyager Van
VIN#1C4GJ25372B639686 with a trade value of $1,400.00. Mrs. Ross moved for approval. Mr.
Childress seconded. Passed.
CLAIMS
Mike Jones, Controller, presented for Board approval, Claims in the amount of $5,013,943.27. Mrs.
Murray asked if there were any further questions and there were none. Mr. Childress moved for approval.
Mr. Shriner seconded. Passed.
MISCELLANOUS
Special Event Request- Homeward Bound Walk
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the
Homeward Bound Walk to be held on April 22, 2018 from 11:00am-3:00pm in Columbian Park. Mrs.
Ross moved for approval. Mr. Shriner seconded. Passed.
Special Event Request-Lafayette Farmers Markets
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Lafayette
Farmers Markets to be held every Saturday from May to October along with an additional two (2) days on
April 21 and November 17, 2018 in downtown Lafayette. Mr. Childress moved for approval. Mr. Shriner
seconded. Passed.

Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Parker
Graduation Party to be held on June 3, 2018 from 8:00am-10:00pm at the Big Four Depot-Community
Room. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed.
Taxi Cab Permits
Police Chief, Patrick Flannelly, presented to the Board and recommended approval of taxi cabs for Trevor
A. Martin, Chad W. Spencer and Lorena Navarrete. Mr. Childress moved for approval. Mrs. Ross
seconded. Passed.
