BOARD OF PUBLIC WORKS AND SAFETY MINUTES April 24, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, April 24, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Ross moved for approval of the minutes from the April 17, 2018 regular meeting. Mr. Shriner seconded. Passed. BID OPENING 2018 Curb and Ramp Replacement Project This being the time set to open bids for the 2018 Curb and Ramp Replacement Project, the following bids were received and opened: Dixon Construction Lafayette, Indiana Base Bid: $232,324.25 Heartland Excavating Lafayette, Indiana Base Bid: $482,171.50 Milestone Contractors Lafayette, Indiana Base Bid: $524,135.00 Fairfield Contractors Lafayette, Indiana Base Bid: $362,725.75 Edward & Jones Concrete Indianapolis, Indiana Base Bid: $336,485.50 Board of Public Works and Safety April 24, 2018 Page 2 Mr. Childress moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Contract-Breckenridge Street Reconstruction and Crosser Sports Complex Parking Lot Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Contract for Breckenridge Street Reconstruction and Crosser Sports Complex Parking Lot with Milestone Contractors in the amount of $697,000.00. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Notice to Proceed-Breckenridge Street Reconstruction and Crosser Sports Complex Parking Lot Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the Breckenridge Street Reconstruction and Crosser Sports Complex Parking Lot, Official work will begin on May 14, 2018 with a date of completion of all work being September 1, 2018. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Economic Development Historic Demolition Permit-628 N. 6th Street (2-Story Porch Only) John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 628 N. 6th Street 2-story porch only. The request has been reviewed by Dann Keiser, Lafayette Historic Preservation Officer and recommended waiving the 60 day public notice period due to safety concerns. Michael Hunt, 602 N. 6th Street made comments in favor of keeping structures that are of historical significance to the City. Mr. Childress moved to waive the 60 day waiting period. Mrs. Murray seconded. Passed. Historic Demolition Permit-1207 Columbia Street (House) Mr. Collier presented to the Board and recommended approval of a Historic Demolition Permit for 1207 Columbia Street House. The request has been reviewed by Dann Keiser, Lafayette Historic Preservation Officer and recommended upholding the 60 day public notice period. Mr. Shriner moved to uphold the 60 day waiting period. Mrs. Ross seconded. Passed. Lafayette Renew Industrial User Permit-Beutler Meats Processing Brian Beeler, Lafayette Renew, presented to the Board and recommended approval of General Industrial User Permit for Beutler Meats Processing. Mr. Beeler stated that Beutler Meats is permitted with the pre- treatment program and the renewal is a 4-year permit. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety April 24, 2018 Page 3 CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $616,987.93. President Henriott asked if there were any further questions and there were none. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. MISCELLANOUS Special Event Request-Autism Superhero Fundraiser President Henriott presented to the Board and recommended approval of a Special Event Request for the Autism Superhero Fundraiser to be held on June 9, 2018 from 3:00pm-6:00pm at Riehle Plaza. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Mass on the Bridge President Henriott presented to the Board and recommended approval of a Special Event Request for Mass on the Bridge to be held on May 6, 2018 from 2:00pm-6:00pm on the John T. Myers Bridge. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Special Event Request-Assumption Pilgrimage Meeting President Henriott presented to the Board and recommended approval of a Special Event Request for Assumption Pilgrimage to be held on August 11, 2018 from 5:00pm-7:00pm at Riehle Plaza and the John T. Myers Bridge. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Special Event Request-OUTFest President Henriott presented to the Board and recommended approval of a Special Event Request for OUTFest to be held on August 18, 2018 from 8:00am-12:00am in Downtown Lafayette. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Special Event Request-National Day of Prayer President Henriott presented to the Board and recommended approval of a Special Event Request for National Day of Prayer to be held on May 3, 2018 from 10:45am-1:30pm at Riehle Plaza. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Special Event Request-Race for Kids 5K President Henriott presented to the Board and recommended approval of a Special Event Request for Race for Kids 5K to be held on June 2, 2018 from 8:30am-10:00am in and around the Franciscan Health Campus. Mrs. Ross moved for approval. Mr. Shriner seconded. Passed. Banner Request-Food Finders Food Bank President Henriott presented to the Board and recommended approval of a Banner Request for Food Finders Food Bank to hang a banner on Main Street from April 24-May 8, 2018. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety April 24, 2018 Page 4 DEPARTMENTAL UPDATE Engineering Department Jeromy Grenard, Public Works Director gave the following departmental update on projects that include construction on Sagamore Parkway, Erie Street, 2018 Street Resurfacing and Curb Ramp Replacements, the Park East Access Study, Twyckenham Boulevard Reconstruction, Park East Boulevard Extension, Haggerty Lane widening, Loeb Stadium and the Facilities Consolidation. Mr. Grenard also mentioned inspection and permit totals for 2017 along with notable projects.
