BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 1, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 1, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Dawn Ross and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the April 24, 2018 regular meeting. Mrs. Ross seconded. Passed. BID OPENING 2018 Pavement Markings This being the time set to open bids for the 2018 Pavement Markings, the following bids were received and opened: Roadsafe Traffic Systems, Inc. Lafayette, Indiana Base Bid: $75,488.88 Gridlock Traffic Systems, Inc. Indianapolis, Indiana Base Bid: $78,036.80 The Airmarking Co. Rochester, Indiana Base Bid: $96,635.36 Mr. Childress moved to take the bids under advisement for further review. Mr. Shriner seconded. Passed. NEW BUSINESS Engineering Recommendation for Award-2018 Curb and Ramp Replacement Project Bob Foley, Engineering, presented to the Board and recommended approval of a Recommendation for Award for the 2018 Curb and Ramp Replacement Project with Dixon Construction. Mrs. Ross moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety May 1, 2018 Page 2 Contract-2018 Curb and Ramp Replacement Project Mr. Foley presented to the Board and recommended approval of a Contract for the 2018 Curb and Ramp Replacement Project with Dixon Construction in the amount of $232,324.25. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Notice to Proceed-2018 Curb and Ramp Replacement Project Mr. Foley presented to the Board and recommended approval of a Notice to Proceed for the 2018 Curb and Ramp Replacement Project. Official work will begin on May 14, 2018 with a date of completion of all work being September 1, 2018. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Acceptance for Maintenance-Winter Crest Subdivision, Phase I Mr. Foley presented to the Board and recommended approval of an Acceptance for Maintenance for Winter Crest Subdivision, Phase I. Mr. Foley stated that the as-built drawings have been reviewed and approved. The 3-year Maintenance Bond in the amount of $16,948.00 has been submitted. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Lafayette Housing Authority Agreement between Lafayette Housing Consortium and New Chauncey Housing. Inc. 2017- Project #1-231 E. Sunset Valerie Oakley, Project Manager, presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and New Chauncey Housing, Inc. 2017- Project #1-231 E. Sunset, West Lafayette. This agreement is for the first of two acquisition/rehab projects funded with 2017 HOME funds and provides $75,000.00. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Release of Mortgage-1133 S. 22nd Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 1133 S. 22nd Street. Mrs. Oakley stated that this is payoff of the original home ownership loan. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Release of Covenant for Deed Restrictions-1133 S. 22nd Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 1133 S. 22nd Street Mrs. Oakley stated that this is payoff of the original home ownership loan. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Release of Mortgage-2314 Rogers Street, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage 2314 Rogers Street. Mrs. Oakley stated that this is payoff of the original home ownership loan. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Mrs. Oakley stated that this is payoff of the original home ownership loan. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Release of Mortgage-414 Club, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 414 Club. Mrs. Oakley stated that this is payoff of the original home ownership loan. Mr. Shriner moved for approval. Mrs. Ross seconded. Passed. Release of Covenant for Deed Restrictions-414 Club, Lafayette Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant or Deed Restrictions for 414 Club. Mrs. Oakley stated that this is payoff of the original home ownership loan. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Release of Covenant for Deed Restrictions-2501 Teal Road, Lafayette Mrs. Oakley presented to the Board and recommended approval of Release of Covenant for Deed Restrictions for 2501 Teal Road. Mrs. Oakley stated that this is payoff of the original home ownership loan. Mr. Childress moved for approval. Mrs. Ross seconded. Passed. Purchasing Declaration of Surplus Property-Police Department Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department that includes a Black 2011 Ford Crown Victoria VIN 2FABP7BV1BX159545, City Veh#11-202. The vehicle will be retained by Fleet and used for parts and will be disposed of at a later date. Mrs. Murray moved for approval. Mrs. Ross seconded. Passed. Declaration of Worthless Property-Street Department Mr. Payne presented to the Board and recommended approval of a Declaration of Worthless Property for the Street Department that includes five (5) salt spreaders. The items no longer function and will be destroyed. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Declaration of Surplus Property-Police Department (Training Center) Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Training Center that includes a list of kitchen equipment. These items will be sold at auction. Mrs. Ross moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety May 1, 2018 Page 4 CLAIMS Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $3,786,723.98. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. ANNOOUNCEMENTS Dan Crowell, Street Commissioner, announced that the City of Lafayette will be offering free mulch at 1020 Canal Road every Saturday in May from 7am-3pm. The mulch is available to anyone, not just city residents.
