BOARD OF PUBLIC WORKS AND SAFETY MINUTES June 26, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, June 26, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Ron Shriner. Absent: Norm Childress Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the June 19, 2018 regular meeting. Mr. Shriner seconded. Passed. BID OPENING Manufacturer’s Court-New Road Construction This being the time set to open bids for the Manufacturer’s Court Road Construction, the following bids were received and opened: F&K Construction, Inc. Flora, Indiana Base Bid: $1,280,090.00 Alternate #1: $83,600.00 Rieth-Riley Construction, Co. Lafayette, Indiana Base Bid: $1,536,000.00 Alternate #1: $161,000.00 Milestone Contractors, LP Lafayette, Indiana Base Bid: $1,258,000.00 Alternate #1: $76,000.00 Atlas Excavating, Inc. West Lafayette, Indiana Base Bid: $1,499,000.00 Alternate #1: $96,750.00 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Murray seconded. Passed. Board of Public Works and Safety June 26, 2018 Page 2 CLAIMS Tim Clary, Deputy Controller, presented for Board approval, Claims in the amount of $4,273,289.23. President Henriott had a question on Page 10 regarding NSPCL. Mr. Clary stated that it was the Neighborhood Stabilization Program for Chattam Square. Mr. Clary stated that the invoice was for additional audit requirements and this invoice is the final bill. President Henriott has a question on Page 11 regarding Scott Wealing for ALECC Training. Mr. Clary stated this was an invoice for Law Enforcement Training with Briggs Core Dynamics. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Riverfest Stan Lambert, WREC Executive Director, presented to the Board and recommended approval of Special Event Request for the Riverfest to be held on July 14, 2018 from 9:00am-7:00pm at Riehle Plaza, John T. Meyers Bridge and downtown Lafayette. This year this event will be hosted in Lafayette as well as West Lafayette. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Lunch in the Park (Rain Date) President Henriott presented to the Board and recommended approval of Special Event Request for the Lunch in the Park (Rain Date) to be held on July 19, 2018 from11:00am-1:00pm at Riehle Plaza. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. *Public Comment* Greg Emig, Lafayette Brewing Company, requested that the Special Event Request approval for the Lafayette Theater concert be moved from the July 3rd, 2018 agenda to the July 10th, 2018 agenda. Mr. Emig and other downtown business owners would like to speak to that event on July 10, 2018. President Henriott stated that it would be moved to the July 10, 2018 agenda. President Henriott left the meeting at 9:09 a.m. DEPARTMENT UPDATE Traffic Improvement Fred Koning gave an update: In 2017 we replaced 108 Stop signs, 118 Street name signs, 32 One Way signs, and 212 downtown parking signs. We refreshed the thermoplastic markings at 10 intersections and 3 school crosswalks. We replaced 60 LED signal bulbs. We replaced 13 break-away bases for pedestrian signal poles. We added one new signalized intersection. We replaced 32 batteries in solar RRFB's. We had a contractor replace 36 actuation loops. We replaced the signal cabinet at Twyckenham and Old 231 with the newest model. We upgraded 200 pedestrian signals to the count-down version. A contractor upgraded the pedestrian buttons at 22 nd and Hiatt to an audible pedestrian system. We had a contractor add bike lanes on both 18th Street and Earl Ave. We entered into a general maintenance agreement with Huston Electric to maintain all of the City-owned streetlights. We assisted wherever needed in the various construction projects happening around town. We were able to help with parking removal, road closures, and special event signage for the Farmers' Market and various festivals, weddings, church events, block parties, and the annual Christmas Parade.
