BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 2, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 2, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Amy Moulton and Ron Shriner. Absent: Gary Henriott Ed Chosnek, City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Shriner moved for approval of the minutes from the September 25, 2018 regular meeting. Mrs. Moulton seconded. Passed. BIDS UNDER ADVISEMENT Tropicanoe Cove Aquatic Center Expansion Mrs. Murray stated that this item will remain under advisement. NEW BUSINESS Engineering Recommendation for Award-2018 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for the 2018 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project with Dixon Construction in the amount of $162,074.50. The bid was determined to be complete. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Contract-2018 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project Mr. Grenard presented to the Board and recommended approval of a Contract for the 2018 Curb, Sidewalk, Drive Approach and Ramp Replacement Project with Dixon Construction in the amount of $162,074.50. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Notice to Proceed-2018 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the 2018 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project. The notice to proceed is effective today. Mrs. Moulton moved for approval. Mr. Shriner seconded. Inc Bob Foley, Engineering, presented to the Board and recommended approval of an Addendum #2 Utility Service Agreement for Canam Streel Corp/Old Dominion Freight Line, Inc. This agreement is for the remaining 23 acres of the master agreement and submitted a check in the amount of $170,773.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Lafayette Housing Authority Release of Mortgage-638 North Street Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage for 638 North Street. This was securing 1999 CDBG funds that have surpassed the 10-year restrictive period. This release is clearing the title. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Release of Mortgage-907 N. 20th Street Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 907 N. 20th Street. This was a home-buyer loan that has paid the balance. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Release of Covenant for Deed Restrictions-907 N. 20th Street Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 907 N. 20th Street. Release of Mortgage-2410 Lamb Mrs. Oakley presented to the Board and recommended approval of a Release of Mortgage for 2410 Lamb Street. This was a home-buyer loan that has paid the balance. Release of Covenant for Deed Restrictions-2410 Lamb Mrs. Oakley presented to the Board and recommended approval of a Release of Covenant for Deed Restrictions for 2410 Lamb Street. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Recommendation for Award-CDBG Agreement with Big Brothers, Big Sisters Mrs. Oakley presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and Big Brothers Big Sisters of Greater Lafayette for a Youth Mentoring Program- Program Year 2018. This program pairs at-risk children with screened volunteer mentors. The agreement is in the amount of $8,381.00. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety October 2, 2018 Page 3 Recommendation for Award-CDBG Agreement with Lafayette Transitional Housing Center Mrs. Oakley presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and Lafayette Transitional Housing Center Inc. for the Homeless Services Program- Program Year 2018. This program provides supportive services and case management to individuals and families who are experiencing homelessness or who are at-rick of becoming homeless. This agreement is in the amount of $30,000.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Recommendation for Award-Meals on Wheels of Greater Lafayette Mrs. Oakley presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and Tippecanoe County Council on Aging, Inc. DBA Meals on Wheels of Greater Lafayette for the Meals on Wheels Program-Program Year 2018. This program delivers hot nutritious meals to the homes of seniors, persons with disabilities, and other homebound individuals at a subsidized rate. This agreement is in the amount of $10,000.00. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Recommendation for Award-CDBG Agreement with Wabash Avenue Mrs. Oakley presented to the Board and recommended approval of the CDBG Agreement between the City of Lafayette and Wabash Center, Inc. for Case Management Services for the Shelter Plus Care Program-Program Year 2018. Wabash Center will allocate CDBG funds for the case management services they provide to the Shelter Plus Care Program. The agreement is in the amount of $15,000.00. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Legal Counsel Agreement-Low Cost Spay and Neuter Clinic Ed Chosnek presented to the Board and recommended approval of a 3-Year Agreement for the Low Cost Spay and Neuter Clinic and the City of Lafayette to provide low cost spay and neuter services for cats and dogs within Lafayette, West Lafayette and Tippecanoe County. Mayor Roswarski stated that the cost for animal control continues to rise in the community. The City currently pays around $200,000.00 a year to the Almost Home Humane Society to help take care of the animals that are brought there. This clinic will help reduce the ever growing pet population by offering a low cost option for citizens. Mayor Roswarski spoke about the positive impact this clinic will have on the community. Tammy Sollenberger, Clinic Representative, stated that they have clinics in Noblesville, Indiana and Brownsburg, Indiana. Mrs. Sollenberger gave the Board a brief description of what all the clinic provides to the citizens and the impact the clinic will have on the current pet population. Mrs. Sollenberger answered questions from the Board. The clinic will be located at 3667 Braddock and is set to open February 2019. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Controller Declaration of Worthless Property-Fleet Department Mike Jones, Controller, presented to the Board and recommended approval of a Declaration of Worthless Property for the Fleet Department. The worthless property includes part for a street sweeper that is no Board of Public Works and Safety October 2, 2018 Page 4 longer in service and the parts will be recycled. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Mr. Jones presented for Board approval, Claims in the amount of $6,288,236.70. Mrs. Murray asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS 2018 Fall Hydrant Flushing Schedule Kerry Smith, Water Works Superintendent, announced the 2018 Fall Hydrant Flushing Schedule. Hydrant flushing will begin on Sunday, October 7, 2018 between the hours of 10pm-6am continuing each night with the exceptions of Friday and Saturday evening through Friday, October 19, 2018. Customers may experience some discolored water. If this occurs let the cold-water tap run for a few minutes and it should clear up. 2018 Fall Leaf Collection Schedule Mike Roush, Street Department, announced the 2018 Fall Leaf Collection Schedule will begin on October 15, 2018 and run through November 16, 2018. Leaf collection is on your trash day. Mr. Roush reminded the citizens that no plastic bags are allowed for leaves. Leaves may be placed in the street at curbside.
