BOARD OF PUBLIC WORKS AND SAFETY MINUTES December 4, 2018 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, December 4, 2018 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Norm Childress, Amy Moulton and Ron Shriner. Absent: Gary Henriott Ed Chosnek, City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the November 27, 2018 regular meeting. Mr. Shriner seconded. Passed. NEW BUSINESS Economic Development Historic Demolition Permit-1014 South Street John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 1014 South Street House and Carriage House. Because the structures on that property are within the St. Mary’s National Historic District, a notice to the Historic Preservation Officer of an application for demolition of a historic building has been submitted. Mr. Collier stated that Board is to determine whether or not the 60-day waiting period should be upheld or waived. Mr. Collier stated that the city’s Historic Preservation Officer, Dan Keiser, has determined that demolition of these structures would adversely affect the historic character of the historic district and would be a loss of an historic resource for the City of Lafayette. Consequently, Mr. Keiser recommended that the Board of Works uphold the 60-day waiting period. Mr. Collier stated that the purpose of the 60-waiting period is to allow time for other options that might help preserve the structure. Mr. Chosnek stated that under the ordinance and other laws that apply to historic districts as well as other historic buildings, any effort to demolish requires request in front of the Board of Works who can only make a determination as to whether they waive the 60-day waiting period or not. Mrs. Moulton moved to hear the historic demolition permit. Mr. Shriner seconded. Mrs. Murray opened the meeting up to public comment with a 3 minute limit for each citizen. -Matthew Weller, 7127 N. 775 E., Vice President of the Wabash Valley Trust, spoke in opposition of the demolition and recommended upholding the 60-day waiting period. -Julie Ginn, 622 Ferry Street, spoke in opposition of the demolition and recommended upholding the 60- day waiting period. -Walter Griffin, 420 Hibiscus Drive, spoke in opposition of the demolition. -Sean Rotar, 608 Wyandotte Avenue, spoke in opposition of the demolition. -Kurt Wall, 1815 Underwood Street, President of the Lafayette Historic Preservation Commission, spoke in opposition of the demolition and recommended upholding the 60-day waiting period. Board of Public Works and Safety December 4, 2018 Page 2 -Gene Hatke, 7624 E. 200 S., spoke in opposition of the demolition and recommended upholding the 60- day waiting period. -Tommy Kleckner, Indiana Landmarks, spoke in opposition of the demolition and recommended upholding the 60-day waiting period. -Sunny Miller, 1116 Washington Street, spoke in opposition of the demolition. -Rick Bradley, 316 Tinkler Street, spoke in opposition of the demolition. -Bill Baugh, 624 South Street, spoke in opposition of the demolition. -Ivy Meyer, 22 McGrath Avenue and President of the St. Mary’s Neighborhood Association, spoke in opposition of the demolition. -Susan Schlechter, 1001 Ferry Street, spoke in opposition of the demolition. -Mike Gibson, Building Committee Chair for St. Mary’s Cathedral, made no comment about the demolition and was in attendance for the meeting to find out the decision of the Board regarding the 60- waiting period. -Mike and Laura Ward, 1005 Pontiac, spoke in opposition of the demolition. -Amanda Rumba, 523 S. 30th Street, asked the Board if there will be any feedback for the community as to if all of the options for the property were taken into consideration. Mr. Chosnek stated that the responsibility of the Board of Works is the 60-day waiting period. Mr. Chosnek hoped that the Diocese and the community would be able to come to a solution. Mrs. Murray read 2 letters into the minutes that were received in the Clerk’s Office: “My name is Arielle Falardeau and I am writing the Lafayette Board of Public Works today in regards to the proposed demolition of 1014 South Street by the Catholic Diocese of Lafayette. This letter is to express my vehement opposition to the requested demolition of this beautiful and significant historic home. The Catholic Diocese of Lafayette, and all those that support them on this topic should be ashamed of themselves for requesting to harm the community in this way. As stated by the Wabash Valley Trust for historic preservation, “This beautiful home was constructed in 1884 for local resident Meyer Rose, the brick and masonry home at 1014 South Street is an outstanding local example of the Italianate style, and is particularly notable for the exquisitely detailed door and window surrounds with floral motifs. The property is historically intact, surrounded by an original wrought iron fence and including a period carriage house at the back of the property. A partner in a local cigar factory, Meyer Rose was a prominent and influential member of Lafayette's early Jewish community. The home is listed as a contributing structure within the St. Mary Historic District, listed on the National Register of Historic Places in 2001; its preservation is important to maintaining the historic integrity of the St. Mary Neighborhood. The historic structure is currently owned by the Roman Catholic Diocese of Lafayette in Indiana, who recently unveiled plans to demolish the historic home on behalf of the nearby Cathedral of St. Mary of the Immaculate Conception. The home at 1014 South Street is both historically and architecturally significant to the Lafayette community, and worthy of preservation and protection from demolition.” I request the Lafayette Board of Public Works to refuse to grant permission to the Cathedral of St. Mary of the Immaculate Conception and the Roman Catholic Diocese of Lafayette in Indiana for the unnecessary demolition of this beautiful historic home. With warm regards, Arielle Falardeau” “Dear Board, I am writing to encourage you to deny the demolishment of 1014 South Street. This home and carriage house are a great example of historical buildings for our county. Mr. Childress seconded. Passed. Mr. Collier stated that there was a scrivener’s error on the date the demolition may begin. The demolition date is affective on February 2, 2019. Mr. Shriner left the meeting at 9:42am Lafayette Housing Authority Agreement between Lafayette Housing Consortium and Area IV Development H38 East Apartments 2018 Michelle Reynolds, Lafayette Authority Director, presented to the Board and recommended approval of an Agreement between Lafayette Housing Consortium and Area IV Development H38 East Apartments 2018. The agreement is in the amount of $160,000.00 of HOME funding to Area IV Development for the project. The HOME assistance will be tied to 4 of the units and forgiven after the twenty-year compliance period has been satisfied. Elva James, Area IV Development President, gave the Board a brief presentation about the project at 3791 Winston Drive, funding and multiple service agency partnerships. Jeff Ryan, Real America, answer questions from the Board. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Purchasing Newton Oil Renewal Contract Dave Payne, Purchasing Manager, presented to the Board and recommended approval of the Renewal Contract with Newton Oil for 2019. Mr. Payne stated the Newton Oil will honor the prices from the 2007 agreement for the 2019 contract. Mr. Childress moved for approval. Mrs. Moulton seconded Passed. Lafayette Renew Permission to Advertise-North Street Reconstruction Phase II Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Permission to Advertise the North Street Reconstruction Phase II. This phase will be located on North Street from 3rd Street to 7th Street. The publications are set to run on December 7 & 14, 2018 with the bid opening on January 14, 2019. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. CLAIMS Mike Jones, Controller, presented for Board approval, Claims in the amount of $1,981,048.66.
