BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
February 26, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, February 26, 2019 at 9:00 a.m.
in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm
Childress and Amy Moulton. Absent: Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mr. Childress moved for approval of the minutes from the February 19, 2019 regular meeting. Mrs.
Moulton seconded. Passed.
NEW BUSINESS
Purchasing
Recommendation for Award- Sodium Hypochlorite, Sodium Bisulfite, Phosphorus Chemicals and
Hydrochloric Acid
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of
Recommendation for Award for the Sodium Hypochlorite, Sodium Bisulfite, Phosphorus Chemicals and
Hydrochloric Acid for JCI Jones Chemical and Brenntag Mid-South. Mrs. Murray moved for approval.
Mrs. Moulton seconded. Passed.
Engineering
Recommendation for Award- Haggerty Lane Resurfacing and Widening
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a
Recommendation for Award for Haggerty Lane Resurfacing and Widening with Milestone Contractors in
the amount of $2,103,925.00. This award includes the Base Bid, Alternate #1, Alternate #3 and Unit
Prices. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed.
Contract- Haggerty Lane Resurfacing and Widening
Mr. Grenard presented to the Board and recommended approval of a Recommendation for Award for
Haggerty Lane Resurfacing and Widening with Milestone Contractors in the amount of $2,103,925.00.
This contract includes the Base Bid, Alternate #1, Alternate #3 and Unit Prices. Mr. Grenard stated that
they will not be accepting Alternate #2. Mrs. Murray moved for approval. Mrs. Moulton seconded.

Notice to Proceed- Haggerty Lane Resurfacing and Widening
Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the Haggerty
Lane Resurfacing and Widening to begin effective immediately. Mrs. Moulton moved for approval. Mr.
Childress seconded. Passed.
LPA Contract with INDOT for Concord Road Trail Lighting
Mr. Grenard presented to the Board and recommended approval of an LPA Contract with INDOT for the
Concord Road Trail Lighting with the use of federal funds. The lighting will be located on Concord Road
between Maple Point Drive and Veteran’s Memorial Parkway. Mr. Childress moved for approval. Mrs.
Murray seconded. Passed.
Permission to Advertise-Loeb Baseball Stadium
Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise the Loeb
Stadium Project. The publications are set to run on March 8 and March 15, 2019 with the bid opening on
April 9, 2019. Mr. Grenard stated that construction will not begin until after the last baseball game of the
2019 season. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Certificate of Completion-Sagamore Parkway Phase II
Mr. Grenard presented to the Board and recommended approval of a Certificate of Completion for
Sagamore Parkway Phase II. Mr. Grenard stated that contractors recently finished work on the LED light
tubes which was the last item before completion. This establishes February 5, 2019 as the beginning of
the warranty period. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.
Water Works
Permission to Advertise-Vinton Subdivision Water Main Improvements
Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of a
Permission to Advertise for the Vinton Subdivision Water Main Improvements. The publications are set
to run on March 1 and March 8, 2019 with the bid opening on March 26, 2019. Mrs. Moulton moved for
approval. Mrs. Murray seconded. Passed.
Parks Department
Permission to Advertise-Penguin Exhibit Columbian Park Zoo
Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a
Permission to Advertise the Penguin Exhibit at Columbian Park Zoo. The publications are set to run on
March 1 and March 8, 2019 with the bid opening on March 26, 2019. Mrs. Laufman stated that
construction will begin this spring and end later in the year. Mrs. Moulton moved for approval. Mr.
Childress seconded. Passed.

CLAIMS
Paula King, Controller’s Office, presented for Board approval, Claims in the amount of $2,477,360.51.
President Henriott asked if there were any further questions and there were none. Mr. Childress moved for
approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-Women in Action Lafayette
President Henriott stated that this item was removed from the agenda by the petitioner.
Special Event Request-Paige Wedding Ceremony
President Henriott presented to the Board and recommended approval of a Special Event Request for the
Paige Wedding Ceremony to be held on March 23, 2019 from 8:00am-10:00pm at the Big 4 Depot-
Community Room. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
Taxi Cab Permit
Police Chief, Patrick Flannelly, presented to the Board and recommended approval of a Taxi Cab permit
for Daniel Tierney. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
ANNOUNCEMENTS
Mayor Roswarski made comments regarding the upcoming projects that the Board approved today.
President Henriott announced that Bob Foley, Assistant Engineer, will be retiring from the City
Engineer’s Office this week. Both Mr. Childress and President Henriott thanked Mr. Foley for his service
and professionalism.
