BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 5, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 5, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Norm Childress, Amy Moulton and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the February 26, 2019 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Contract-Glen Acres Subdivision Sidewalk Replacement Dave Griffee, Assistant Engineer, presented to the Board and recommended approval of a Contract for the Glen Acres Subdivision Sidewalk Replacement with Dixon Construction in the amount of $49,022.50. Mr. Griffee stated that they received estimates from Dixon Construction in the amount of $49,022.50, Wise Choice Concrete in the amount of $55,883.50, Pour Boys Concrete in the amount of $69,434.00 and Heartland Excavating in the amount of $72,815.00. Mr. Griffee stated that this project will be located along Amherst Drive and Kensington Drive. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Notice to Proceed-Glen Acres Subdivision Sidewalk Replacement Mr. Griffee presented to the Board and recommended approval of a Notice to Proceed for the Glen Acres Subdivision Sidewalk Replacement. Mr. Griffee stated that this project will start as soon as the weather permits and will be complete in 3-4 weeks. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Contract-N. 6th Street at Heath Street Sidewalk Replacement Mr. Griffee presented to the Board and recommended approval of a Contract for N. 6th Street at Heath Street Sidewalk Replacement with Dixon Construction in the amount of $12,193.75. Mr. Griffee stated that they received estimates from Dixon Construction in the amount of $12,193.75, Heartland Excavating in the amount of $12,280.00, Pour Boys Concrete in the amount of $13,585.00 and Wise Choice Concrete in the amount of $15,380.00. President Henriott stated that it be put into the record that the contract with Dixon Construction is $12,193.75 not the presented amount of $12,193.50 by Mr. Griffee. Mr. Griffee stated that this project is located along the community garden in the Lincoln Neighborhood. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 5, 2019 Page 2 Notice to Proceed-N. 6th Street at Heath Street Sidewalk Replacement Mr. Griffee presented to the Board and recommended approval of a Notice to Proceed for the N. 6th Street at Heath Street Sidewalk Replacement. Mr. Griffee stated that this project will start as soon as the weather permits and will be complete in about one week. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Lafayette Housing Authority 2018-2019 Agreement between the Lafayette Housing Consortium and Lafayette Housing Authority- Tenant Based Rental Assistance Program Michelle Reynolds, Lafayette Housing Authority Director, presented to the Board and recommended approval of the 2018-2019 Agreement between the Lafayette Housing Consortium and Lafayette Housing Authority for the Tenant Based Rental Assistance Program in the amount of $85,440.00. The program will provide rent assistance to low-income families on the Section 8 waiting list. The program will provide 12 months of assistance for 10 additional families through August 31, 2020. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Parks Department Certificate of Completion-Memorial Island, Phase II Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of a Certificate of Completion for the Memorial Island Phase II with J.R. Kelly Company. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Water Works Permission to Advertise-RFQ Guaranteed Savings Contract Providers Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of a Permission to Advertise the RFQ Guaranteed Savings Contract Providers. The publications are set to run on March 8 and March 15, 2019 with the bid opening on April 16, 2019. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $4,144,955.60. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Banner Request-Stars and Stripes President Henriott presented to the Board and recommended approval of a Banner Request for Stars and Stripes to be hung on Columbia Street from June 18-July 5, 2019. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 5, 2019 Page 3 Economic Development Historic Demolition Permit-1501 Hartford Street John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 1501 Hartford Street which includes the North and West wings of the Franciscan Health Lafayette Central building. Mr. Collier stated that Dann Keiser, Lafayette Historic Preservation Officer, determined that the demolition of the structure would be a loss of an historic resource of the City of Lafayette and recommended upholding the 60-day waiting period. Mr. Collier stated that Mr. Keiser also recommended photo-documentation of the structure prior to demolition. President Henriott reiterated that the Board of Works only has the responsibility to either waive or uphold the 60-day waiting period at this meeting. Sr. Aline Schultz, Vice President of Administrative Services for Franciscan Health Western Indiana, stated that they are not asking to waive the 60-day waiting period. There is currently a tenant in the School of Nursing that they are relocating. Sr. Aline Schultz gave a few remarks about the history of the property and structures along with past and future investments. Julie Ginn, 622 Ferry Street, stated that there are interested parties in the city that would be willing to take a look at the structures and possibility rehabilitating or redeveloping the property. President Henriott stated that the Board received a letter from the Wabash Valley Trust for Historic Preservation dated March 5, 2019: “To whom it may concern, The Wabash Valley Trust for Historic Preservation regrets that a representative of our organization is unable to attend this hearing in person. We urge the Board of Public Works & Safety to uphold the required 60-day waiting period regarding the demolition of the historic structure at 1508 Tippecanoe and 1501 Harford Streets. These structures—the former St. Francis College and the old wards of St. Elizabeth Hospital- are not only architecturally and historically significant, but they are also iconic Lafayette landmarks with personal significance to many residents. The St, Francis College building, constructed in 1922, was designed by notable local architect Walter Scholer and displays similarities to buildings he designed for the Purdue University campus. Dating from expansions in the 1920s and 30s, the old wards of the St. Elizabeth Hospital building are interesting examples of the Collegiate Gothic style. These structures contribute greatly to the surrounding neighborhood and the historic fabric of our city. These buildings stand as strong reminders of the long history of the Franciscan commitment to healthcare in our community, and should be preserved. We ask that Franciscan Health consider the positive impact that adapting and reusing these buildings would have on the surrounding neighborhood and on the community, and we urge them to continue seeking alternatives to demolition of these historic structures.
