BOARD OF PUBLIC WORKS AND SAFETY MINUTES May 14, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, May 14, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Cindy Murray, Amy Moulton, Norm Childress and Ron Shriner. Absent: Gary Henriott Jacque Chosnek, 1st Deputy City Attorney, was also present. Mrs. Murray called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the May 7, 2019 regular meeting. Mr. Shriner seconded. Passed. BIDS UNDER ADVISEMENT Loeb Baseball Stadium Mrs. Murray stated that this item will remain under advisement. RFQ-Guaranteed Savings Contract Providers Mrs. Murray stated that this item will remain under advisement. NEW BUSINESS Engineering Permission to Advertise-2019 Beck Lane Concrete and Resurfacing Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the 2019 Beck Lane Concrete and Resurfacing Project. The publications are set to run on May 17 & 24, 2019 with a bid opening on June 4, 2019. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Change Order #1-2018 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project Mr. Grenard presented to the Board and recommended approval of Change Order #1 for the 2018 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project. The change order is a deduction of $2,039.50 which brings the revised contract amount to $160,035.00. The change order includes a deletion of one ramp and tree removal. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety May 14, 2019 Page 2 Lafayette Housing Authority Amendment #1-Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette Program Year 2018 Fresh Start Program Valerie Oakley, Project Manager, presented to the Board and recommended approval of Amendment #1 for the Agreement between Lafayette Housing Consortium and YWCA of Greater Lafayette Program Year 2018 Fresh Start Program. The amendment extends the time for assistance to September 1, 2019 and will also extend the ending time for the submission of claims, disbursement of funds and project completion to September 30, 2020. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Water Works Contract-S. 4th Street Water Main Replacement Project Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of a Contract for the S. 4th Street Water Main Replacement Project with Atlas Excavating in the amount of $1,821,765.00. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Change Order #1-S. 4th Street Water Main Replacement Project Mr. Smith presented to the Board and recommended approval of Change Order #1 for the S. 4th Street Water Main Replacement Project. The change order is a deduction in the amount of $79,200.00 which brings the revised contract amount to $1,742,565.00. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Purchasing Declaration of Worthless Property-IT Department Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Worthless Property for the IT Department. The worthless property includes a list of laptops and accessories. Mr. Payne stated that the items are outdated and out of service and will be recycled. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $3,732,579.42. Mrs. Murray asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANOUS Special Event Request-Taste of Tippecanoe Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Taste of Tippecanoe to be held on June 15, 2019 from 4:00pm-12:00am in Downtown Lafayette and at Riehle Plaza. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety May 14, 2019 Page 3 Special Event Request-Prayer March and Gospel Concert Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Prayer March and Gospel Concert to be held on June 1, 2019 from 9:30am-4:00pm from Riehle Plaza to Columbian Park. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Taxi Cab Permits Patrick Flannelly, Police Chief, presented to the Board and recommended approval of taxi cab permits for Travis Bothel, Holli Weiand and Ian Smith. Mr. Moulton for approval. Mr. Childress seconded. Passed.
