BOARD OF PUBLIC WORKS AND SAFETY MINUTES June 11, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, June 11, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton and Norm Childress. Absent: Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the June 4, 2019 regular meeting. Mrs. Murray seconded. Passed. QUOTE OPENING 9th Street Storm Separation and Pump Station Project This being the time set to open quotes for the 9th Street Storm Separation and Pump Station Project and the following quote was received and opened: Bowen Engineering Indianapolis, Indiana GMAX Quote: $6,697,500.00 Mr. Childress moved to take the quote under advisement for further review. Mrs. Murray seconded. Passed. NEW BUSINESS Engineering Recommendation for Rejection- Beck Lane Concrete and Resurfacing Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Recommendation for Rejection of the Beck Lane Concrete and Resurfacing Project. The two bids that were received were 143% over the engineer’s estimate. Mrs. Moulton moved for approval of the rejection of the bids. Mr. Childress seconded. Passed. Economic Development Historic Demolition Permit-19 S. 8th Street John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 19 S. 8th Street. Because of the property is within the Ellsworth National Historic Board of Public Works and Safety June 11, 2019 Page 2 District Dann Keiser, Lafayette Historic Preservation Officer, determined that the demolition would adversely affect the historic character of the district. Therefore Mr. Keiser recommended upholding the 60-day waiting period. Mr. Childress moved for uphold the 60-day waiting period. Mrs. Moulton seconded. Passed. Historic Demolition Permit-23 S. 8th Street Mr. Collier presented to the Board and recommended approval of a Historic Demolition Permit for 19 S. 8th Street. Because of the property is within the Ellsworth National Historic District Dann Keiser, Lafayette Historic Preservation Officer, determined that the demolition would adversely affect the historic character of the district. Therefore Mr. Keiser recommended upholding the 60-day waiting period. Mrs. Murray moved for uphold the 60-day waiting period. Mrs. Moulton seconded. Passed. Lafayette Renew Permission to Advertise-Service Area 21 Water and Sewer Extension Phase I Brad Talley, Lafayette Renew Superintendent, presented to the Board and recommended approval of a Permission to Advertise the Service Area 21 Water and Sewer Extension Phase I. The advertisements will be published on June 14 and June 21, 2019 with the bid opening on July 16, 2019. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $5,227,164.57. President Henriott asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. MISCELLANOUS Banner Request-WREC President Henriott presented to the Board and recommended approval of a Banner Request for WREC to hang a banner over Columbia Street from July 2-July 16, 2019. Mrs. Moulton moved for approval. Mr. Childress seconded.
