MINUTES
September 24, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, September 24, 2019 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Norm
Childress and Ron Shriner.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the September 17, 2019 regular meeting. Mr. Childress
seconded. Passed.
BID OPENING
2019 Dover Estates Patching and Curb Repair Project
This being the time set to open bids for the 2019 Dover Estates Patching and Curb Repair Project and the
following bids were received and opened:
Dixon Construction
Lafayette, Indiana
Base Bid: $280,580.00
Milestone Contractors
Lafayette, Indiana
Base Bid: $267,690.00
Rieth-Riley Construction
Lafayette, Indiana
Base Bid: $325,574.00
Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed.
QUOTE OPENING
Sidewalk and Paver Repair Project
This being the time set to open quotes for the Sidewalk and Paver Repair Project and the following quotes were
received and opened:

Quote: $73,730.25

Mrs. Moulton moved to take the quotes under advisement for further review. Mr. Childress seconded. Passed.
NEW BUSINESS
Engineering
Permission to Advertise-Structure Demolition 2107 Charles Street
Mark Gick, Building Commissioner, presented to the Board and recommended approval of a Permission to
Advertise the Structure Demolition for 2107 Charles Street. The advertisement is set to be published on
September 27 and October 4, 2019 with a bid opening date of October 15, 2019. Mrs. Moulton moved for
approval. Mrs. Murray seconded. Passed.
Twyckenham Boulevard Reconstruction (Between Poland Hill & S. 9th Street) – Construction Inspection Contract
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of the Twyckenham
Boulevard Reconstruction Construction Inspection Contract with Butler, Fairman & Seufert. Construction is
expected to start in the Spring of 2020 with completion in Fall 2020. The contract includes construction
inspection and project documentation. The contract is hourly not-to-exceed $394,000.00. The City of Lafayette is
responsible for 20% of the funding which is $78,800.00 with Federal funding of 80% which is $315,200.00. Mr.
Childress moved for approval. Mr. Shriner seconded. Passed. Mrs. Moulton abstained.
Purchasing
Declaration of Surplus Property-Fleet Department
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus
Property for the Fleet Department that includes a Powertec Leverage Machine Model #WB-Ms and a Weider
Corp. Adjustable Select-a-weight. The equipment will be listed for sale on GovDeals.Com. Mrs. Moulton moved
for approval. Mrs. Murray seconded. Passed.
Declaration of Surplus Property-Police Department
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the Police
Department that includes a list of vehicles that will be sold on GovDeals.com. Mr. Childress moved for approval.
Mrs. Moulton seconded. Passed.
Lafayette Renew
Service Area 21 Water & Sewer Extension Project-Construction Observation Contract
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of the Service Area 21
Water & Sewer Extension Project-Construction Observation Contract with Christopher B. Burke Engineering in
the hourly amount not-to-exceed $427,640.00. The scope of the contract includes Wildcat Creek Wetland
Delineation, Project Initiation, Field Reports and Project Close Out. The project is set to begin in October 2019.
Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.

Water Works
Change Order #3-4th Street Water Main Replacement Project
Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of Change Order
#3 for the S. 4th Street Water Main Replacement Project with Atlas Excavating. The change order is in the amount
of $8,416.91 which brings the revised contract amount to $1,750,981.91. The change order includes additional
traffic control signage, removal of extra trees and additional pavement saw cutting along S. 4th Street. Mrs.
Moulton moved for approval. Mr. Shriner seconded. Passed.
CLAIMS
Tim Clary, Controller, presented for Board approval, Claims in the amount of $1,124,458.02. President Henriott
asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Childress
seconded. Passed.
MISCELLANEOUS
Taxi Cab Permit
Police Chief, Patrick Flannelly, presented to the Board and recommended approval of a Taxi cab permit for
Damien Leming. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.
Special Event Request-Halloweentown
President Henriott presented to the Board and recommended approval of a Special Event Request for
Halloweentown to be held on October 26, 2019 from 3:00pm-6:00pm at Riehle Plaza and the Big 4 Depot. Mrs.
Moulton moved for approval. Mr. Childress seconded. Passed.
Special Event Request-College of Ag Networking
President Henriott presented to the Board and recommended approval of a Special Event Request for the College
of Ag Networking to be held on October 4, 2019 from 4:00pm-8:00pm at Riehle Plaza and the Big 4 Depot. Mrs.
Moulton moved for approval. Mrs. Murray seconded. Passed.
