BOARD OF PUBLIC WORKS AND SAFETY MINUTES October 1, 2019 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, October 1, 2019 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Norm Childress and Ron Shriner. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the September 24, 2019 regular meeting. Mr. Childress seconded. Passed. NEW BUSINESS Engineering Recommendation for Award-2019 Dover Estates Patching and Curb Repair Project Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Recommendation for Award for the 2019 Dover Estates Patching and Curb Repair with Milestone Contractors in the amount of $267,690.00. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Contract-2019 Dover Estates Patching and Curb Repair Project Mr. Grenard presented to the Board and recommended approval of a Contract for the 2019 Dover Estates Patching and Curb Repair with Milestone Contractors in the amount of $267,690.00. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Notice to Proceed-2019 Dover Estates Patching and Curb Repair Project Mr. Grenard presented to the Board and recommended approval of a Notice to Proceed for the 2019 Dover Estates Patching and Curb Repair with Milestone Contractors. The start date is scheduled for today with a completion date of December 21, 2019. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Economic Development Historic Demolition Permit-716 Union Street-loft only John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 716 Union Street loft only. Mr. Collier stated that the loft is the upper story, non-historic, burned out portion of the garage. Because the property is within the Park Mary National Historic District notice was submitted to Dann Keiser, Lafayette Historic Preservation Officer, who has determined that because the structure above the garage was built in 1998 and it is not considered historic. Mr. Keiser recommended waiving Board of Public Works and Safety October 1, 2019 Page 2 the 60-day waiting period. Mr. Childress moved to waive the 60-day waiting period. Mrs. Moulton seconded. Passed. Purchasing Declaration of Surplus Property-Police Department Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department that includes a Gray 2004 Chevrolet Trailblazer VIN#1GNDT13S142247752 City ID#4-41. The vehicle will be listed for sale on GovDeals.Com. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Lafayette Renew Contract with Greeley & Hansen for Improvements at the Wastewater Treatment Plant (Amendment #2) Brad Talley, Lafayette Renew Superintendent, presented to the Board and recommended approval of a Contract for Professional Services with Greeley & Hansen for Improvements at the Wastewater Treatment Plant. This amendment is in relation to the capacity increase that Renew has been working on with the State of Indiana for the past two (2) years. The contact includes design and drawings for improvements identified during final design review, scope for construction services during construction, asset management planning, and co-digestion pilot study. The amendment is in the amount not-to-exceed $285,300.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $4,595,650.70. President Henriott asked if there were any further questions and there were none. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS 2019 Fall Hydrant Flushing Schedule Kerry Smith, Water Works Superintendent, announced the 2019 Fall Hydrant Flushing Schedule. Hydrant flushing will begin on Sunday, October 6, 2019 between the hours of 10pm-6am continuing each night with the exceptions of Friday and Saturday evening through Friday, October 18, 2019. Customers may experience some discolored water. If this occurs let the cold-water tap run for a few minutes and it should clear up. Free Mulch Dan Crowell, Street Commissioner, announced to the Board that the City of Lafayette will be offering free mulch to all of Tippecanoe County on October 5 & 6, 2019 from 7am-3pm at the corner of Sycamore and Walnut Streets off Wabash Avenue.
