MINUTES
October 22, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, October 22, 2019 at 9:00 a.m. in the
Common Council Chambers. Members present were: Cindy Murray, Amy Moulton, Norm Childress and Ron
Shriner. Absent: Gary Henriott,
Jacque Chosnek, 1st Deputy City Attorney, was also present.
Mrs. Murray called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the October 15, 2019 regular meeting. Mr. Childress
seconded. Passed.
BIDS UNDER ADVISEMENT
Structure Demolition-2107 Charles Street
Mrs. Murray stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Addendum #8-Utility Service Agreement for Raineybrook Realty Corp/Suesro Inc. Development Area
Dave Griffee, Engineering, presented to the Board and recommended approval of Addendum #8 for the Utility
Service Agreement with Raineybrook Realty Corp/Suesro Inc. Development Area. Mr. Griffee stated that this
addendum is for 34 lots approximately 16.74 acres and is located south of CR 400 S west of US 231 and is within
the Town of Shadeland. The City of Lafayette will provide sanitary sewer and water service to these lots. Mr.
Shriner moved for approval. Mrs. Moulton seconded. Passed.
Lafayette Renew
Contract with Christopher B. Burke Engineering for Lower Elliot Ditch Stream Corridor Improvements, Phase 2
Brad Talley, Renew Superintendent, presented to the Board and recommended approval of a Contract with
Christopher B. Burke Engineering for the Lower Elliot Ditch Corridor Improvements Phase 2 Project. The
contract is not-to-exceed $123,950.00 and will include development of the capital improvement plan, prioritize
issues, develop conceptual plans and conceptual cost estimates, obtain public input, investigate procurement
methods, and research grants or other funding options. The Elliot Ditch is divided for maintenance between the
City and County. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed.

Change Order #1-Greenbush CSO Tank Project
Mr. Talley presented to the Board and recommended approval of Change Order #1 for the Greenbush CSO Tank
Project, Mr. Talley stated that the change order has no additional cost due to savings captured on the work
performed and will add 93 days for the installation of new storm sewer. Mrs. Moulton moved for approval. Mr.
Shriner seconded. Passed.
Substantial Completion-Greenbush CSO Tank Project
Mr. Talley presented to the Board and recommended approval of a Substantial Completion for the Greenbush
CSO Tank Project. Mr. Talley stated that the substantial completion date is September 1, 2019. Mr. Childress
moved for approval. Mrs. Moulton seconded. Passed.
Final Completion-Greenbush CSO Tank Project
Mr. Talley presented to the Board and recommended approval of a Final Completion for the Greenbush CSO
Tank Project. Mr. Talley stated that the final completion date is October 1, 2019. Mr. Shriner moved for approval.
Mrs. Moulton seconded. Passed.
Purchasing
Trailer Trade-In Authorization-Lafayette Renew
Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Trailer Trade-In
Authorization for Lafayette Renew. The trailer is a 1987 Curtis pintle ring Bocat Trailer VIN#DC87R2510R
City#390. Mr. Payne stated that this item will be traded in on an upcoming trailer purchase. Mrs. Moulton moved
for approval. Mr. Childress seconded. Passed.
Declaration of Surplus Property-Purchasing Department
Mr. Payne presented to the Board and recommended approval of a Declaration of Surplus Property for the
Purchasing Department that includes 68 cell phones that will be sold. Mrs. Moulton moved for approval. Mr.
Shriner seconded. Passed.
Water Works
Change Order #4-S. 4th Street Water Main Replacement Project
Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of Change Order
#4 for the S. 4th Street Water Main Replacement Project. The change order will extend the time of substantial
completion 30 days to November 8, 2019. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed.
CLAIMS
Tim Clary, Controller, presented for Board approval, Claims in the amount of $3,969,311.44. Mrs. Murray asked
if there were any further questions and there were none. Mr. Childress moved for approval. Mr. Shriner seconded.
Passed. Mrs. Moulton abstained.

MISCELLANEOUS
Special Event Request-Harvest Festival (Sacred Grounds)
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Harvest
Festival to be held on November 2, 2019 from 2:00pm-10:00pm at Sacred Grounds and surrounding streets. Mrs.
Moulton moved for approval. Mr. Childress seconded. Passed.
Banner Request-2019 Christmas Parade
Mrs. Murray, Parade Representative, presented to the Board and recommended approval of a Banner Request for
the 2019 Christmas Parade. The banner will hang on Columbia Street from November 4-December 9, 2019. Mr.
Shriner moved for approval. Mrs. Moulton seconded. Passed.
ANNOUNCEMENTS
Fire Chief, Richard Doyle, announced to the Board that there will be a Fire Promotion immediately following the
Board meeting and invited the Board to attend. Chief Doyle spoke about the Fire Prevention Show and all the
changes throughout the 23 years of the show. Chief Doyle recognized Sgt. Heather Evans for her 23 years of
service and time with the Fire Prevention Show with a plaque. Mrs. Evans has been with the show from the
beginning and has performed as many different characters.
