Call meeting to order – 12:01 p.m. Susan called to order a. Roll Call: Present: Mary Alyce Bolinger, Kar Boyles, Susan Brouilette, Cliff Cox, Michelle Reynolds, Cassie Wade, Megan Thompson City of Lafayette b. Approval of July 25, 2019 Minutes i. Michele made motion, Cliff Cox made motion, minutes approved 2. Old business a. Joint HRC Meeting Stephen and Kara attended meeting with Diversity Roundtable, Tippecanoe County, Lafayette, West Lafayette HRCs. Discussed outreach event, specifically Global Fest. West Lafayette had scheduled training at library during Global Fest – Am I Color Blind or Color Aware? Kara unsure of attendance at event. Update will be provided at December meeting. Moving forward need to ensure we are at various events, expanding outreach. Reaching out to agencies that are providing services to populations that are may be impacted by HRC. No specific outreach plan established. To continue at next meeting. Next meeting December 4 at 4:30 p.m. Meeting in West Lafayette at City Hall. Stephen to attend. Kara invited others to attend. Previously discussed that Vice Chair and Chair would attend meeting. Megan advised that less than 5 individuals are allowed to attend – cannot have quorum 3. New Business a. Indiana Civil Rights Commission vs. Lafayette HRC (All Local HRCs) Meeting last Tuesday, October 15 with all HRCs and Indiana Civil Rights Commission. Goal of the meeting was to discuss roles, differences, visibility of HRCs. We are in the 5 year planning process. One of the areas of improvement identified is increased visibility of HRC. Discussed why HRCs not receiving complaints, complaints from this area are going directly to ICRC. Complaints are not required to come to HRCs. City of Lafayette HRC does not have enforcement powers like other HRCs. Michele provided additional context about value of complaints coming to HRC first vs. ICRC directly. ICRC supposed to provide copies of previous complaints to evaluate. ICRC does have enforcement power. West Lafayette is taking the lead in facilitating next meeting. The sense is that the community does not know about local HRCs. Discussion HRCs or partnering agencies to attend Fair Housing Conference to learn more about issues surrounding fair housing. Kara discussed experiences as case manager, hearing discriminatory language, not knowing where to turn. Cassie asked Michele if we could meet with HOME and CDBG funded agencies to discuss role of HRC. *Michele to see if this is appropriate given timing. *Susan to follow up to see if ICRC website recommends individuals file with local HRCs. 4. Member Updates (festivals, website, brochures) Susan requested comments about festivals. Cassie provided updated about Latino Festival, well attended. Kara attended OutFest, did not have a lot of people stop by the booth. Cassie asked Megan if we have copies of brochures. Cassie gave brochures out at outreach events. Megan to check to see if we have additional brochures, bring to next meeting. 5. Staff Report a. Badges, generic business cards and table stand are in HR if they are ever needed for an event Megan provided update. Last meeting, HRC members requested name badges, generic business cards and table stands. All the items are now with HRC. Barb Clark starts and ends each event. We need to get outreach materials to Barb Clark. *Megan to go to HR after meeting, get brochures to Susan who will get to Barb Clark. 6. Public Comment: No public comments. 7. Adjourn: 12:37 p.m. Kara motioned to end meeting, Mary Alyce second, all approved.
