MINUTES
November 12, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 12, 2019 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Amy Moulton, Cindy Murray, Ron Shriner
and Norm Childress.
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the November 5, 2019 regular meeting. Mrs. Murray
seconded. Passed.
BID OPENING
2020 City-Wide Landscaping Maintenance
This being the time set to open bids for the 2020 City-Wide Landscaping Maintenance and the following bids
were received and opened:
U.S. Lawns
Lafayette, Indiana
Base Bid: $257,511.50
Brightview Landscape
Indianapolis, Indiana
Base Bid: $249,078.00
Mrs. Moulton moved to take the bids under advisement for further review. Mr. Childress seconded. Passed
BIDS UNDER ADVISEMENT
Structure Demolition-2107 Charles Street
President Henriott stated that this item will remain under advisement.
Columbian Park Pond Dredging
President Henriott stated that this item will remain under advisement.

NEW BUSINESS
Engineering
Loeb Stadium Bid Package #1 General Trades-Change Order #2
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #2
for the Loeb Stadium Bid Package #1 for General Trades with JR Kelly Co., Inc. The change order is in increase
in the amount of $2,741.00 which brings the revised contract amount to $10,427,491.00. Mrs. Moulton moved for
approval. Mr. Childress seconded. Passed.
Loeb Stadium Bid Package #7 Mechanical-Change Order #1
Mr. Grenard presented to the Board and recommended approval of Change Order #1 for the Loeb Stadium Bid
Package #7 for Mechanical with D.A Dodd, LLC. The change order is a deduction in the amount of $7,088.00
which brings the revised contract amount to $1,741,912.00. Mr. Shriner moved for approval. Mrs. Murray
seconded. Passed.
Loeb Stadium Bid Package #8 Electrical-Change Order #2
Mr. Grenard presented to the Board and recommended approval of Change Order #2 for the Loeb Stadium Bid
Package #8 for Electrical with Huston Electric. The change order is an increase in the amount of $5,014.00 which
brings the revised contract amount to $2,015,830.00. Mr. Shriner moved for approval. Mr. Childress seconded.
Passed.
Water Works
Permission to Advertise-Cason Street Water Main Extension Project
Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of a Permission to
Advertise the Cason Street Water Main Extension Project. The advertisement is set to be published on November
15 and 22, 2019 with a bid opening on December 17, 2019. Mrs. Murray moved for approval. Mr. Childress
seconded. Passed.
CLAIMS
Tim Clary, Controller, presented for Board approval, Claims in the amount of $3,381,858.13. President Henriott
asked if there were any further questions and there were none. Mr. Childress moved for approval. Mr. Shriner
seconded. Passed. Mrs. Moulton abstained.
MISCELLANEOUS
Special Event Request-2019 Christmas Parade
Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the 2019
Christmas Parade that will be held on December 7, 2019 from 12:00noon-8:00pm in Downtown Lafayette. Mrs.
Moulton moved for approval. Mr. Childress seconded. Passed.

Banner Request-Indiana Fiddler’s Gathering
President Henriott presented to the Board and recommended approval of a Banner Request for the Indiana
Fiddler’s Gathering to be hung on Columbia Street from June 15, 2020 through June 29, 2020. Mrs. Murray
moved for approval. Mr. Childress seconded. Passed.
ANNOUNCEMENT
Angela Andrews, Lafayette Renew, announced to the Board that Vanessa Rainwater has received certification
from the National Green Infrastructure Certification Program and is one of only seven recipients in the State of
Indiana. The Board congratulated Ms. Rainwater.
