MINUTES
November 5, 2019
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, November 5, 2019 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Amy Moulton and Cindy Murray.
Absent: Norm Childress and Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Moulton moved for approval of the minutes from the October 29, 2019 regular meeting. Mrs. Murray
seconded. Passed.
BID OPENING
Columbian Park Pond Dredging
This being the time set to open bids for the Columbian Park Pond Dredging and the following bids were received
and opened:
Dredgit Environmental Corp.
Houston, Texas
Base Bid: $552,000.00
Alternate Bid: $94,500.00
Mrs. Murray moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed
BIDS UNDER ADVISEMENT
Structure Demolition-2107 Charles Street
President Henriott stated that this item will remain under advisement.
NEW BUSINESS
Engineering
Certificate of Completion-Glen Acres Subdivision Sidewalk Replacement
Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Certificate of
Completion for the Glen Acres Subdivision Sidewalk Replacement Project with Dixon Construction. This
certificate will begin the 1-year warranty period. Mrs. Moulton moved for approval. Mrs. Murray seconded.

Acceptance for Maintenance-Concord Ridge, Section 2
Dave Griffee, Engineering, presented to the Board and recommended approval of an Acceptance for Maintenance
for Concord Ridge, Section 2 with Fairfield Contractors. Mr. Griffee stated that this section is located on the south
side of CR 450 South east of CR 250 East. This phase will add 28 lots with sanitary sewer and water mains. The
approved as-built plans have been distributed and the 3-year maintenance bond has been provided. Mrs. Moulton
moved for approval. Mrs. Murray seconded. Passed.
Economic Development
Change Order #2-Sidewalk and Paver Repair Project
John Collier, Economic Development, presented to the Board and recommended approval of Change Order #2 for
the Sidewalk and Paver Repair Project with Curbmasters. The change order is in the amount of $2,317.56 which
brings the revised contract amount to $65,022.81. This change order includes removal and disposal of additional
existing concrete sidewalk sections and installation of new concrete as well as removal and resetting of brick
pavers. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed.
Legal Counsel
Resolution 01-2019 A Resolution of the Board of Public Works and Safety of the City of Lafayette, Indiana,
Recommending the Participation of Said City in the Motor Fuel Budgeting Program of the Indiana Bond Bank for
the 2020 Budget Year, the Execution of the Qualified Entity Reimbursement Agreement in Connection Therewith
and Other Related Matters
Tim Clary, Controller, presented to the Board and recommended approval of Resolution 01-2019 A Resolution of
the Board of Public Works and Safety of the City of Lafayette, Indiana, Recommending the Participation of Said
City in the Motor Fuel Budgeting Program of the Indiana Bond Bank for the 2020 Budget Year, the Execution of
the Qualified Entity Reimbursement Agreement in Connection Therewith and Other Related Matters. Mr. Clary
stated that participating in the program acts as an insurance policy against the price fluctuations. Mr. Clary
explained the process and function of the bond bank. Mrs. Moulton moved for approval. Mrs. Murray seconded.

Water Works
Agreement with GRW Engineering, Inc. for Design Upgrades for Canal Road Treatment Facility
Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of an Agreement
with GRW Engineering, Inc. for design upgrades for Canal Road Treatment Facility. This agreement includes
electrical, plumbing, and storage upgrades to better accommodate the existing space at the plant. The design
portion is an hourly not-to-exceed $27,500.00 and the IDEM portion is an hourly not-to-exceed in the amount of
$5,000.00 for a total not-to-exceed $32,500.00. Mrs. Moulton moved for approval. Mrs. Murray seconded.

CLAIMS
Tim Clary, Controller, presented for Board approval, Claims in the amount of $994,404.67. President Henriott
asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mrs. Moulton
seconded. Passed.
MISCELLANEOUS
Proclamation-Pancreatic Cancer Month
Mayor Roswarski read the following Proclamation:
Whereas Pancreatic Cancer is a devastating disease. In 2019, an estimated 56,770 Americans will be
diagnosed with pancreatic cancer in the U.S., and over 45,750 will die from pancreatic cancer;
Whereas Pancreatic Cancer has no early warning signs or simple detection tests and;
Whereas Pancreatic Cancer is the third leading cause of cancer deaths. By 2020 they expect it to move up
to the second leading cause of death and;
Whereas Pancreatic Cancer has only a 5% to 6% five-year survival rate and;
Whereas We wish for those living with Pancreatic Cancer to have a better quality life during their care and;
Whereas We remember those who have died from this disease who were personally known to us and
honoring their memory and;
Whereas We encourage the scientific community to find better means to detect, treat, and eventually cure
Pancreatic Cancer;
THEREFORE
In the interest of better public understanding, scientific advancement, and the public good, we therefore proclaim
November 2019 as Pancreatic Cancer Awareness Month in the city of Lafayette, Indiana.
Cathy Ferguson thanked the Board and the Mayor of behalf of her family for recognizing this disease. Mrs.
Ferguson told the Board the brief history of the Pancreatic Cancer problems in her family.
