BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 24, 2020 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 24, 2020 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Amy Moulton. Absent: Norm Childress and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. Resolution 03-2020 A Resolution of the Board of Public Works and Safety Waiving Certain Procedures and Formalities During a Disaster Emergency Pursuant to I.C. 10-14-3-17 President Henriott presented to the Board and recommended approval of Resolution 03-2020 A Resolution of the Board of Public Works and Safety Waiving Certain Procedures and Formalities During a Disaster Emergency Pursuant to I.C. 10-14-3-17. President Henriott read the Resolution into the record. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. MINUTES Mrs. Moulton moved for approval of the minutes from the March 17, 2020 regular meeting. Mrs. Murray seconded. Passed. BID OPENING S. 30th Street Drainage Improvements Project This being the time set to open bids for the S. 30th Street Drainage Improvements Project and the following bids were received and opened: White Construction Clinton, Indiana Base Bid: $1,690,000.00 Atlas Excavating, Inc. West Lafayette, Indiana Base Bid: $1,430,624.00 Midwest Paving Noblesville, Indiana Base Bid: $1,590,310.20 Mrs. Murray moved to take the bids under advisement for further review. Mrs. Moulton seconded. Removed. President Henriott presented to the Board and recommended approval of a Special Event Request for Star City Blues & Fest to be held on July 25, 2020 from 3:00pm-1:00am located on 5th Street from Columbia Street to Ferry Street. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Tunnel to Towers Lafayette 5K (Tabled 3/17/20) President Henriott stated that this item will remain tabled. NEW BUSINESS Parks Department Permission to Advertise-Memorial Island, Phase 3 Mayor Roswarski presented to the Board and recommended approval of a Permission to Advertise the Memorial Island Phase 3 Project to be published in March 27 & April 3, 2020 with a bid opening date of April 21, 2020. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-Columbian Park Lagoon Dredging Improvements Mayor Roswarski presented to the Board and recommended approval of a Permission to Advertise the Columbian Park Lagoon Dredging Improvements Project to be published in March 27 & April 3, 2020 with a bid opening date of April 14, 2020. The scope for this project has changed from the previous bids. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Purchasing Contract Renewal for Reservoir Mowing-Morrow’s Lawn Service Mayor Roswarski presented to the Board and recommended approval of a Contract Renewal for the Reservoir Mowing with Morrow’s Lawn Service. The contract renewal honors the 2016 contract prices. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Declaration of Surplus Property-Police Department Mayor Roswarski presented to the Board and recommended approval of a Declaration of Surplus Property for the Police Department that includes a Black 2011 Ford Fusion VIN# 3FAHP0HA3BR109279 City ID# 11-187. The vehicle is a total loss and is being transferred to the insurance company for settlement. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety March 24, 2020 Page 3 Declaration of Worthless Property-Lafayette Renew Mayor Roswarski presented to the Board and recommended approval of a Declaration of Worthless Property for Lafayette Renew that includes a Flygt Model# 3152 Serial Number# 3152.181.09300688. This item will be scrapped. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Vehicle Trade Authorization-Police Department Mayor Roswarski presented to the Board and recommended approval of a Vehicle Trade Authorization for the Police Department. The authorization is for a trade-in to Raisor Ford on a new vehicle purchase. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Lafayette Renew General Industrial User Permit-Transport Service Mayor Roswarski presented to the Board and recommended approval of a General Industrial User Permit for Transport Service that is permitted as a General Industrial User. This is a 4 year renewal for the pretreatment program. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Significant Industrial User Permit-Subaru of Indiana Automotive Mayor Roswarski presented to the Board and recommended approval of a Significant Industrial User Permit for Subaru of Indiana Automotive that is permitted as a Signiant Industrial User. This is a 4 year renewal for the pretreatment program. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Mayor Roswarski presented for Board approval, Claims in the amount of $1,291,065.43. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Proclamation-Earth Hour Mayor Roswarski read the follow Proclamation: WHEREAS, Earth Hour, organized by the World Wildlife Fund, is a global initiative that encourages individuals, businesses and governments around the world to turn off all non-essential lights for one hour on Saturday, March 28th, 2020 between 8:30 pm and 9:30 pm; and WHEREAS, the goal of Earth Hour is to demonstrate that individual action on a mass scale can help positively impact our planet; and WHEREAS, nature is in crisis like never before. The rate of global loss of nature during the past 50 years is unprecedented in human history. And yet, intact natural systems are imperative to all our futures. Nature not only Board of Public Works and Safety March 24, 2020 Page 4 benefits us by providing our food, water and clean air, it is also a key ally against climate change. WHEREAS, led by the World Wildlife Fund, hundreds of millions of people across 187 countries celebrated Earth Hour in 2019, with lights going out in some of the world’s most famous man-made marvels and natural wonders. Sydney’s Opera House, Big Ben and the Houses of Parliament, the Empire State Building, the Eiffel Tower, and many more global icons stood in darkness as a powerful symbol of landmark environmental action; and WHEREAS, City of Lafayette government will strive to turn off all non-essential lighting during Earth Hour; NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, do hereby proclaim the hour between 8:30 pm and 9:30 pm on the 28th day of March, 2020, to be Earth Hour. I encourage all City of Lafayette residents to make a global statement of concern about climate change and to demonstrate commitment to finding solutions by turning off all non-essential lights during this time period.
