BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 17, 2020 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 17, 2020 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Norm Childress, Cindy Murray and Ron Shriner. Absent: Amy Moulton Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the March 10, 2020 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Parks Department Recommendation for Rejection- Columbian Park Pond Dredging (Rebid) Jon Miner, Parks Department, presented to the Board and recommended rejection of the Columbian Park Pond Dredging (Rebid). Mr. Miner stated that project would rebid in the future with a revised scope. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Economic Development Historic Demolition Permit-1221 Veterans Memorial Parkway John Collier, Economic Development, presented to the Board and recommended approval of a Historic Demolition Permit for 1221 Veterans Memorial Parkway. Mr. Collier stated that this was reviewed by Dann Keiser, Lafayette Historic Preservation Officer, who determined that the demolition of the home would be a loss of an historic resource of the City. Mr. Collier stated that Mr. Keiser recommended upholding the 60-day waiting period. Mrs. Murray moved for approval of upholding the 60-day waiting period. Mr. Childress seconded. Passed. Historic Demolition Permit- 36 N. 22nd Street (Garage Only) Mr. Collier presented to the Board and recommended approval of a Historic Demolition Permit for 36 N. 22nd Street for the Garage Only. Mr. Collier stated that this was reviewed by Mr. Keiser who determined that the demolition of the garage would be a loss of an historic resource of the City. Mr. Collier stated that Mr. Keiser recommended upholding the 60-day waiting period. Mr. Shriner moved for approval of upholding the 60-day waiting period. Mr. Childress seconded. Passed. Board of Public Works and Safety March 17, 2020 Page 2 Lafayette Housing Authority Release of Mortgage-1900 Schuyler, Lafayette Indiana Valerie Oakley, Project Manager, presented to the Board and recommended approval of a Release of Mortgage for 1900 Schuyler Avenue, Lafayette Indiana. Mrs. Oakley stated that the 1993 mortgage loan has been satisfied. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $4,018,979.52. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. MISCELLANEOUS Special Event Request-Food Finders Food Bank Katy Bunder, Executive Director, presented to the Board and recommended approval of a Special Event Request for Food Finders Food Bank to offer a Drive through Food Pantry on March 17, 18 & 20, 2020 and possibly on March 23, 25 & 27, 2020 closing Ball Street between 13th and 14th Streets. Mrs. Bunder stated that this drive through food pantry will help serve the community without going into the pantry building during the health restrictions. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Special Event Request-Proclamation Reading for Child Abuse Prevention Month President Henriott presented to the Board and recommended approval of a Special Event Request for the Proclamation Reading for Child Abuse Prevention Month to be held on April 1, 2020 from 11:00am-1:00pm at Riehle Plaza. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Star City Blues & Jazz Fest President Henriott stated that this item will be tabled due to the Good Neighbor Letter with 2019 date on it. Mrs. Murray stated that the Clerk’s Office will reach out to Ken McCammon to get an updated letter. Mr. Shriner moved to table this item. Mrs. Murray seconded. Tabled. Special Event Request-Mosey Down Main Street President Henriott presented to the Board and recommended approval of a Special Event Request for the Mosey Down Main Street to be held on May 5, June 6, July 11, August 8 and September 5, 2020 from 3:00pm-1:00am on Main Street from 6th Street to 11th Street. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Beers Across the Wabash President Henriott presented to the Board and recommended approval of a Special Event Request for Beers Across the Wabash to be held on August 29, 2020 from 8:00am-8:00pm on the John T. Myers Bridge. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 17, 2020 Page 3 Special Event Request-Race for Kids 5K Run/Walk President Henriott presented to the Board and recommended approval of a Special event Request for the Race for Kids 5K Run/Walk to be held on June 6, 2020 from 8:00am-10:00am on the streets surrounding Unity Healthcare and Franciscan Health Lafayette East. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Jefferson High School Grand March President Henriott presented to the Board and recommended approval of a Special Event Request for the Jefferson High School Grand March to be held on April 25, 2020 from 6:30pm-8:30pm on Main Street in front of the Lafayette Theater. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Memorial Day Parade President Henriott presented to the Board and recommended approval of a Special Event Request for the Memorial Day Parade to be held on May 25, 2020 from 11:00am-2:00pm on Main Street heading to 18th Street then over to Columbian Park Memorial Island. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Tunnel to Towers Lafayette 5K President Henriott stated that the item will be table due to the lack of a Good Neighbor Letter and no specific street closures listed. Mr. Childress moved to table this item. Mr. Shriner seconded. Tabled. Proclamation-Proclamation to Support Participation in the 2020 Census Mayor Roswarski, Mayor Dennis and Commissioner Murtaugh read the follow Proclamation: WHEREAS, the U.S. Census Bureau is required by Article 1, Section 2 of the U.S. Constitution to conduct a nationwide census every ten years; and WHEREAS, census data collected helps determine the number of seats that each state will have in the U.S. House of Representatives and is necessary for accurate and fair redistricting of state legislative seats, county and city councils and voting districts; and WHEREAS, federal and state funding is allocated to states and local communities based on census data; and WHEREAS, accurate census information is critical to planning for future growth, development, and the social needs of our communities; and WHEREAS, the decennial census is a massive undertaking that requires cross-sector collaboration and partnership in order to achieve a complete and accurate count. NOW THEREFORE, 1. City of Lafayette, City of West Lafayette and Tippecanoe County, in partnership with the state, businesses, schools, and community organizations, is committed to planning and conducting outreach and communication strategies to promote awareness and participation in the 2020 Census. Board of Public Works and Safety March 17, 2020 Page 4 2. The City of Lafayette, City of West Lafayette and Tippecanoe County recognizes the importance of the 2020 Census and supports helping to ensure a complete, fair and accurate count of all people in Tippecanoe County and Indiana.
