BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 10, 2020 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 10, 2020 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Amy Moulton, Norm Childress, Cindy Murray and Ron Shriner Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the March 3, 2020 regular meeting. Mrs. Murray seconded. Passed. BIDS UNDER ADVISEMENT Columbian Park Pond Dredging (Rebid) President Henriott stated that this will remain under advisement. NEW BUSINESS Purchasing Recommendation for Award-Sodium Hypochlorite, Sodium Bisulfite, Ferric Chloride, Hydrochloric Acid and Buffered Muriatic Acid Dave Payne, Purchasing Manager, presented to the Board and recommended approval of the Recommendation for Award for the Sodium Hypochlorite, Sodium Bisulfite, Ferric Chloride, Hydrochloric Acid and Buffered Muriatic Acid. Brenntag Mid-South was awarded Sodium Hypochlorite and Sodium Aluminate, PVS Chemical Solutions was awarded Sodium Bisulfite, PVS Nolwood was awarded Hydrochloric Acid, and PVS Technologies was awarded Ferric Chloride. No bids were received for Acid Magic Buffered Muriatic Acid. Mr. Shriner moved for approval. Mr. Childress seconded. Passed. Declaration of Worthless Property-Police Department Mr. Payne presented to the Board and recommended approval of a Declaration for Worthless Property for the Police Department. The worthless property includes a list computer accessories and electronics that range from chargers, cables, adapters, batteries, and cords etc. Mr. Payne stated that these items will be scrapped. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety March 10, 2020 Page 2 Engineering Permission to Advertise-Public Works Campus, Phase I Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise the Public Works Campus Phase I. This is the site that will house the Street, Fleet, Sanitation, Traffic and Parks & Central Maintenance Departments. The publications are set to run of March 13 & 20, 2020 with a bid opening on April 7, 2020. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Water Works Contract-Teal Road Water Main Relocation Project Kerry Smith, Water Works Superintendent, presented to the Board and recommended approval of a Contract for the Teal Road Water Main RelocationProject with Miller Pipeline, LLC in the amount of $189,567.50. This is for replacement of water main on Teal Road from 18th Street east approximately 900’ and across Teal Road to Tecumseh Middle School. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Notice to Proceed-Teal Road Water Main Relocation Project Mr. Smith presented to the Board and recommended approval of a Notice to Proceed for the Teal Road Water Main Relocation Project. The work is scheduled to start on March 30, 2020 with a substantial completion on June 28, 2020 and final completion of July 28, 2020. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Legal Counsel Resolution-02-2020 Resolution Accepting the Assignment of Certain Tax Sale Certification from Tippecanoe County Jacque Chosnek presented to the Board and recommended approval of Resolution 02-2020 A Resolution Accepting the Assignment of Certain Tax Sale Certificate from Tippecanoe County. This includes five (5) properties that did not sell at the property tax sale earlier this year. The assignment is for properties at 1327 Columbian Street, 113 Walnut Street, 960 S. 2nd Street, 258 Ravine Street and N. 9th Street. Mrs. Chosnek stated that all five (5) properties were on the Unsafe Structure List along with the Abandoned Property List. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. Parks Department Permission to Advertise-Memorial Island Phase 3 (Columbian Park) President Henriott stated that this item will be removed from the agenda. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $839,686.29. President Henriott asked if there were any further questions and there were none. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 10, 2020 Page 3 MISCELLANEOUS Banner Request-CASA President Henriott presented to the Board and recommended approval of a Banner Request for CASA. The banner is to be hung on Columbia Street from March 31-April 14, 2020. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Proclamation-Disability Awareness Month Mrs. Murray read the following proclamation: WHEREAS, the month of March 2020, has been designated as “Disability Awareness Month” to celebrate and recognize people with disabilities; and WHEREAS, disability is a natural part of the human experience and in no way diminishes the right of individuals with disabilities to live independently, enjoy self-determination, make choices, contribute to society and experience full in the economic, political, social, cultural and educational mainstream of American society; and WHEREAS, family members, friends and members of the community can play a central role in enhancing the lives of people with disabilities especially when the family and community are provided with necessary support services; and public and private employers are aware of the capabilities of people with disabilities to be engaged in competitive work in inclusive settings; and WHEREAS, the goals of this city properly include providing individuals with disabilities the opportunities and support to make informed choices and decisions; live in homes where such individuals can exercise their full rights and responsibilities as citizens; pursue meaningful and productive lives; contribute to their family, community, State and Nation; have interdependent friendships and relationships with others; and achieve full inclusion in society. NOW, THEREFORE, I, Cindy Murray on behalf of Tony Roswarski, Mayor of the City of Lafayette, do hereby proclaim the month of March 2020, as DISABILITY AWARENESS MONTH in the City of Lafayette, and call upon citizens of Lafayette, to observe the month with appropriate programs and activities; furthermore, I encourage the citizens of Lafayette to seek counsel and input from any person or group with knowledge and expertise in matters concerning disabilities.
