BOARD OF PUBLIC WORKS AND SAFETY
MINUTES
March 31, 2020
Regular Session:
The Board of Public Works and Safety met in regular session on Tuesday, March 31, 2020 at 9:00 a.m. in the
Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Norm Childress.
Absent: Amy Moulton and Ron Shriner
Jacque Chosnek, 1st Deputy City Attorney, was also present.
President Henriott called the meeting to order.
The Pledge of Allegiance was given to the flag of our Country.
MINUTES
Mrs. Murray moved for approval of the minutes from the March 24, 2020 regular meeting. Mr. Childress
seconded. Passed.
*Mrs. Chosnek stated that the Columbian Park Carousel Project was to open bids today but an addendum was
issued pushing the new bid opening date to April 14, 2020 at 9:00am.
BIDS UNDER ADVISEMENT
S. 30th Street Drainage Improvements Project
President Henriott stated that this item will remain under advisement.
OLD BUSINESS
Special Event Request-Tunnel to Towers Lafayette 5K (Tabled 3/17/20)
President Henriott stated that this item will remain tabled.
*Mayor Roswarski announced Kerry Smith, Water Works Superintendent, passed away unexpectedly this
morning. Please keep his family in your thoughts and prayer during this time.
NEW BUSINESS
Engineering
Contract-S. 9th Street Sidewalk (Between Harrington Drive and E. 430 S.)
Mayor Roswarski presented to the Board and recommended approval of a Contract for S. 9th Street Sidewalk
(Between Harrington and E. 430 S.) with Dixon Construction in the amount of $29,900.00. Other quotes that were
received are Heartland Excavating with a quote of $30,495.00 and Wise Choice Concrete with a quote of
$37,988.50. Mr. Childress moved for approval. Mrs. Murray seconded. Passed.

Notice to Proceed- S. 9th Street Sidewalk (Between Harrington Drive and E. 430 S.)
Mayor Roswarski presented to the Board and recommended approval of a Notice to Proceed for the S. 9th Street
Sidewalk (Between Harrington Drive and E. 430 S.) to begin today. Mrs. Murray moved for approval. Mr.
Childress seconded. Passed.
Economic Development
Historic Demolition Permit-1212 N. 14th Street (Porch Only)
Mayor Roswarski presented to the Board and recommended approval of a Historic Demolition Permit for 1212 N.
14th Street Porch Only. Mayor Roswarski stated that this was reviewed by Dann Keiser, Lafayette Historic
Preservation Officer, who determined that the demolition of the porch would be a loss of an historic resource of
the City. Mayor Roswarski stated that Mr. Keiser recommended upholding the 60-day waiting period. Mrs.
Murray moved for approval of upholding the 60-day waiting period. Mr. Childress seconded. Passed.
Historic Demolition Permit-1012 Ferry Street (Garage Only)
Mayor Roswarski presented to the Board and recommended approval of a Historic Demolition Permit for 1012
Ferry Street Garage Only. Mayor Roswarski stated that this was reviewed by Mr. Keiser who determined that the
demolition of the garage would not be a loss of an historic resource of the City. Mayor Roswarski stated that Mr.
Keiser recommended waiving the 60-day waiting period. Mr. Childress moved for approval of waiving the 60-day
waiting period. Mrs. Murray seconded. Passed.

Mayor Roswarski presented to the Board and recommended approval of a Historic Demolition Permit for 2303 N.
20th Street Garage Only. Mayor Roswarski stated that this was reviewed by Mr. Keiser who determined that the
demolition of the garage would not be a loss of an historic resource of the City. Mayor Roswarski stated that Mr.
Keiser recommended waiving the 60-day waiting period. Mrs. Murray moved for approval of waiving the 60-day
waiting period. Mr. Childress seconded. Passed.
CLAIMS
Mayor Roswarski presented for Board approval, Claims in the amount of $5,071,337.92. Mr. Childress asked a
few questions that were answered by Mayor Roswarski and Mrs. Chosnek. Discussion ensued. Mr. Childress
moved for approval. Mrs. Murray seconded. Passed.
MISCELLANEOUS
Special Event Request-Eucharistic Procession (St. Boniface)
President Henriott presented to the Board and recommended approval of Eucharistic Procession at St. Boniface to
be held on May 3, 2020 from 6:00pm-7:00pm on the streets surrounding St. Boniface Church. Mrs. Murray
moved for approval. Mr. Childress seconded. Passed.

Spring Fire Hydrant Flushing Schedule
President Henriott announced the Spring Fire Hydrant Flushing Schedule to being Sunday, April 5th for two
weeks, Sunday through Thursday from 10:00pm-6:00am. Should any customer experience issues please contact
the Water Works Plant at 765-807-1700 or the Utility Billing Office at 765-807-1100.
