BOARD OF PUBLIC WORKS AND SAFETY MINUTES April 14, 2020 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, April 14, 2020 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Amy Moulton. Absent: Ron Shriner and Norm Childress Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the April 7, 2020 regular meeting. Mrs. Murray seconded. Passed. BID OPENING Pearl River Relocation Project This being the time set to open bids for the Pearl River Relocation Project and the following bids were received and opened: Bowen Engineering Indianapolis, Indiana Base Bid: $3,523,976.00 Alternate #1: $1,503,458.00 (addition) Alternate #1: $49,599.00 (deduction) Alternate #2: $123,101.00 (addition) Alternate #2: $26,477.00 (deduction) Alternate #3: $246,642.00 (addition) Alternate #3: $116,445.00 (deduction) Atlas Excavating, Inc. NEW BUSINESS Engineering Change Order #3-Haggerty Resurfacing and Widening Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #3 for the Haggerty Resurfacing and Widening Project. Mr. Grenard stated that this was a change in conditions in the amount of $52,456.00 which brings the revised contract amount to $2,191,582.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Permission to Advertise-Haggerty Pointe Storm Sewer Extension Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise for the Haggerty Pointe Storm Sewer Extension Project. The publications are set to run on April 17 & 24, 2020 with a bid opening on May 12, 2020. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Change Order #1-2019 Beck Lane Concrete and Resurfacing Mr. Grenard presented to the Board and recommended approval of Change Order #1 for the 2019 Beck Lane Concrete and Resurfacing Project. Mr. Grenard stated that this was a change in scope in the amount of $4,578.54 which brings the revised contract amount to $667,938.54. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Addendum #2-Utility Service Agreement for Wastl Master Agreement Redwood Lafayette Twyckenham Blvd Mr. Grenard presented to the Board and recommended approval of Addendum #2 for the Utility Service Agreement for Wastl Master Agreement Redwood Lafayette Twyckenham Blvd. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Board of Public Works and Safety April 14, 2020 Page 4 Addendum #10-Utility Service Agreement for 52 South Industrial Subdivision Phase Two Master Agreement (Mann Brother Holdings) Mr. Grenard presented to the Board and recommended approval of Addendum #10 for the Utility Service Agreement for 52 South Industrial Subdivision Phase Two Master Agreement (Mann Brother Holdings). Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. Economic Development Permission to Advertise-Traffic Signal Modernization-South Street Intersection with 5th & 6th Streets Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise for the Traffic Signal Modernization for South Street Intersection with 5th & 6th Streets. The publications are set to run on April 17 & 24, 2020 with a bid opening on May 12, 2020. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Parks Department Permission to Advertise-Loeb Stadium Video Display Board Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise for the Loeb Stadium Video Display Board. The publications are set to run on April 17 & 24, 2020 with a bid opening on May 12, 2020. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $3,363,575.22. President Henriott had a question about on Page 14 regarding the Indiana Department of Transportation lighting along Concord Road in the amount of $79,000.00. Mr. Clary stated that is the City of Lafayette’s 20% funding responsibility of the federal contract. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed.
