BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 2, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 2, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton and Ron Shriner. Absent: Norm Childress. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Moulton moved for approval of the minutes from the February 23, 2021 regular meeting. Mrs. Murray seconded. Passed. OLD BUSINESS Special Event Request-Ouibache Music Festival President Henriott stated that this item will remain Tabled. NEW BUSINESS Purchasing Recommendation for Award-Sodium Hypochlorite, Sodium Bisulfite, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate, Sodium Fluoride, and Sodium Chloride Dave Payne, Purchasing Manager, presented to the Board and recommended approval of the Sodium Hypochlorite, Sodium Bisulfite, Buffered Muriatic Acid, Ferric Chloride, Sodium Aluminate, Ammonium Sulfate, Sodium Fluoride, and Sodium Chloride bids. Sodium Hypochlorite was awarded to JCI Jones Chemical for $0.678/gal, Sodium Bisulfite was awarded to PVS Chemical Solutions for $1.38/gal, Ferric Chloride was awarded to PVS Technologies & Kemira Water Solutions for $1.24/gal, Ammonium Sulfate was awarded to Water Solutions Unlimited for $0.53/lb., and Sodium Fluoride was awarded to Water Solutions Unlimited for $0.99/lb. Mr. Payne stated that no bids were received for Muriatic Acid, Sodium Chloride or Sodium Aluminate. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Recommendation for Rejection- Hydrochloric Acid Mr. Payne presented to the Board and recommended approval of a Recommendation for Rejections of the Hydrochloric Acid portion of the chemical bid. Mr. Payne stated that the one bid received from Alexander Chemical Corporation was more than 29% more than the low bid in 2020. The Park Department requested that this bid be rejected and Mr. Payne to solicit quotes to increase competition and include additional vendors. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety March 2, 2021 Page 2 Declaration of Worthless Property-Information Technology Mr. Payne presented to the Board and recommended approval of a Declaration of Worthless Property for the Information Technology Department. The worthless property includes a list of access points and cameras that have been replaced and will be e-cycled. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Engineering Change Order #1-McCarty Lane Public Works Campus, Phase I Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of Change Order #1 for the McCarty Lane Public Works Campus, Phase I with Alderson Commercial Services. This change order includes contractor change orders #1, 2 and 3 for reconciliation of quantities, contractor directed to add backflow valve and hot box for brine system; and contractor directed to relocate light switch from rear exterior of salt dome to front entry of salt dome. The overall change order is a deduction in the amount of $128,784.00 which brings the revised contract amount to $1,342,050.00. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Certificate of Completion-McCarty Lane Public Works Campus, Phase I Mr. Grenard presented to the Board and recommended approval of a Certificate of Completion for the McCarty Lane Public Works Campus, Phase I. The contractor has satisfactorily completed all work items for this project as of November 30, 2020, as-built drawings and operations and maintenance manuals have been submitted; and all applicable inspections have been passed by the Engineering Office. Amendment #2-McCarty Lane Public Works Campus, Phase I Mr. Grenard presented to the Board and recommended approval of Amendment #2 for the McCarty Lane Public Works Campus, Phase I. Mr. Grenard stated that this project is being placed on temporary hold and the additional services have been rendered as part of the overall master planning efforts and future phase efforts for the site. The amendment is in the amount of $27,200.00 for additional services which brings the revised contract amount to $70,720.00. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Park Department Change Order #2-Columbian Park Carousel Project Claudine Laufman, Parks Superintendent, presented to the Board and recommended approval of Change Order #2 for the Columbian Park Carousel Project with Morgan Constructors. Mrs. Laufman stated that the original railing design needed to be modified to be in compliance with the Department of Homeland Security amusement ride standards. The design changes warranted the use of additional material during fabrication. The change order is an increase in the amount of $11,330.00 which brings the revised contract amount to $1,768,630.00. Passed. Board of Public Works and Safety March 2, 2021 Page 3 Lafayette Renew Agreement with Christopher Burke Engineering-S. 30th Street Drainage Project, Phase II Brad Talley, Renew Superintendent, presented to the Board and recommended approval of an Agreement with Christopher Burke Engineering for the S. 30th Street Drainage Project, Phase II. Mr. Talley stated that Phase II will address the final drainage outlet in this area that does not have a positive outlet. The contract is in the amount of $59,900.00. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Wastewater Training 2021-Wastewater Solutions, Inc. Mr. Talley presented to the Board and recommended approval of a Contract with Wastewater Solutions, Inc for the 2021 Wastewater Training. Training for Lafayette Renew will be held from April 27-30, 2021 located at the Lafayette Renew conference room. The contract is a lump sum of $19,600.00 which includes all student materials. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Operational Process Audit Contract-Wastewater Solutions, Inc. Mr. Talley presented to the Board and recommended approval of a Contract with Wastewater Solutions, Inc for the Operational Process Audit Contract. Mr. Talley stated that the audit will review process data and system performance. Upon completion, the audit will act to confirm operational best practices or recommend process changes to enhance performance, consistency, and system control methods. The contract is a lump sum of $8,480.00. Mrs. Moulton moved for approval. Mrs. Murray seconded. Passed. Substantial Completion-Pearl River Sewer Relocation Project Mr. Talley presented to the Board and recommended approval of a Substantial Completion for the Pearl River Sewer Relocation Project with Bowen Engineering. The work performed under this contract has been reviewed and found to be substantially completed as of February 22, 2021. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. CLAIMS Tim Clary, Controller, presented for Board approval, Claims in the amount of $6,305,005.31. Mr. Shriner asked a question on Page 1 regarding the Nationwide Retirement Solutions. Mr. Clary stated that Nationwide is City’s 457 Deferred Comp Plan management. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. MISCELLANEOUS Special Event Request-Class 50 Graduation/Awards Ceremony President Henriott presented to the Board and recommended approval of a Special Event Request for the Class 50 Graduation and Awards Ceremony to be held on June 10, 2021 from 3:00pm-5:30pm at Riehle Plaza.
