JOINT PURCHASING BOARD
March 8, 2021
The Joint Purchasing Board met on Monday, March 8, 2021 at 2:00 p.m. in the Common Council Chambers, 20 North 6th
Street, Lafayette City Hall. Present were: Mayor Roswarski, Robert Plantenga, Cindy Murray and Tom Murtaugh.
Mayor Roswarski called the meeting to order.
APPROVAL OF THE MINUTES
Mr. Plantenga moved for approval of the minutes from the February 25, 2021 meeting. Mrs. Murray seconded. Motion
Carried.
NEW BUSINESS
Recommendation for Rejection- Marathon Petroleum
Mayor Roswarski presented to the Board and recommended rejection of Marathon Petroleum. Mayor Roswarski read the
recommendation of Dave Payne, Purchasing Manager, stating “After evaluation and conversation with Nick Dorner,
Asphalt Sales Manager for Marathon Petroleum, I recommend that the asphalt and bituminous materials bid from
Marathon Petroleum be rejected. Marathon Petroleum is not registered in Indiana for the E-Verify program which is
required by law to do business with governmental entities in the State of Indiana”. Mr. Murtaugh moved for approval of
the rejection. Mr. Plantenga seconded. Motion Carried.
Recommendation for Award- 2021 Asphalt and Bituminous-Coated Aggregate
Mayor Roswarski presented to the Board and recommended approval of the Recommendation for Award of the Asphalt
and Bituminous-Coated Aggregate. Mayor Roswarski read the recommendation of Mr. Payne stating “After evaluation
and comment with the Executive Director of Tippecanoe County Highway Department and various departments of the
City of Lafayette recommendation is being made to accept bids submitted from Asphalt Materials, Central Paving,
Milestone Contractors and Rieth-Riley”. It is in the best interest of both government agencies to seek the supplier with the
lowest bid first and with consideration based on availability. Mr. Murtaugh moved for approval. Mrs. Murray seconded.
Motion Carried.
PUBLIC COMMENT
There was none.
With no further business to come before the Board, Mr. Murtaugh moved to adjourn. Mr. Plantenga seconded. Motion
carried.
