BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 9, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 9, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Ron Shriner and Norm Childress. Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the March 2, 2021 regular meeting. Mrs. Moulton seconded. Passed. BID OPENING 2021 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement Project This being the time set to open bids for the 2021 CDBG Curb, Sidewalk, Drive Approach and Ramp Replacement and the following bids were received and opened: Dixon Construction Lafayette, Indiana Base Bid: $123,703.00 Milestone Contractors Lafayette, Indiana Base Bid: $211,675.00 Heartland Contractors Lafayette, Indiana Base Bid: $144,785.00 DC Construction Noblesville, Indiana Base Bid: $169,634.65 Mr. Shriner moved to take the bids under advisement for further review. Mrs. Moulton seconded. Passed. Board of Public Works and Safety March 9, 2021 Page 2 NEW BUSINESS Engineering Permission to Advertise-Treece Meadows North Entrance Reconstruction Jeromy Grenard, Public Works Director, presented to the Board and recommended approval of a Permission to Advertise for the Treece Meadows North Entrance Reconstruction. The publications are set to run on March 12 and 19, 2021 with the bid opening on March 30, 2021. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Permission to Advertise-9th and Kossuth Streets Intersection Profile Modifications Mr. Grenard presented to the Board and recommended approval of a Permission to Advertise for the 9th and Kossuth Streets Intersection Profile Modification. The publications are set to run on March 12 and 19, 2021 with the bid opening on March 30, 2021. Mr. Childress moved for approval. Mr. Shriner seconded. Passed. CLAIMS Jeremy Diehl, Deputy Controller, presented for Board approval, Claims in the amount of $704,305.73. President Henriott asked if there were any further questions and there were none. Mrs. Murray moved for approval. Mrs. Moulton seconded. Passed. MISCELLANEOUS Banner Request-Ouibache Music Festival President Henriott presented to the Board and recommended approval of a Banner Request for the Ouibache Music Festival to hang a banner on Columbia Street from August 17-31, 2021. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Banner Request-Round the Fountain Art Fair President Henriott presented to the Board and recommended approval of a Banner Request for Round the Fountain Art Fair to hang a banner on Columbia Street from May 11-25, 2021. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Special Event Request-Round the Fountain Art Fair Janie Peters, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Round the Fountain Art Fair to be held on May 29, 2021 from 6:00am-6:00pm in Downtown Lafayette around the Tippecanoe County Court House. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Special Event Request-Yoga on the Bridge Anita Trent, Event Representative, presented to the Board and recommended approval of a Special Event Request for Yoga on the Bridge to be held from May-October intermittently on various dates each month. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 9, 2021 Page 3 Special Event Request-Race for Kids 5K Walk/Run Jennifer Eberly, Event Representative, presented to the Board and recommended approval of a Special Event Request for Race for Kids 5K Walk/Run to be held on June 5, 2021 from 8:00am-10:00am near the Franciscan Health Lafayette East Campus. Mrs. Murray moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Ouibache Music Festival (Tabled 2/23/2021) Mr. Shriner moved to remove this item from the Table. Mrs. Moulton seconded. Removed. President Henriott presented to the Board and recommended approval of a Special Event Request for the Ouibache Festival to be held on August 28, 2021 from 6:00am-12:00pm noon on Main Street east of 9th Street. Mr. Shriner moved for approval. Mrs. Murray seconded. Passed. Proclamation-Registered Dietitian Nutritionist Day Mayor Roswarski read the following proclamation: Whereas Registered Dietitian Nutritionists are the food and nutrition experts who can translate the science of nutrition into practical solutions for healthy living; and Whereas Registered Dietitian Nutritionists have degrees in nutrition, dietetics, public health or a related field from well-respected, accredited colleges and universities, completed an internship and passed and examination; and Whereas Registered Dietitian Nutritionists use their nutrition expertise to help individuals make unique, positive lifestyle changes; and Whereas Registered Dietitian Nutritionists work throughout the community in hospitals, schools, public health clinics, nursing homes, fitness centers, food management, food industry, universities, research and private practice; and Whereas Registered Dietitian Nutritionists are advocates for advancing the nutritional status of Americans and people around the world; THEREFORE I, Mayor Tony Roswarski, do hereby proclaim Wednesday, March 10, 2021 Registered Dietitian Nutritionist Day in Lafayette, Indiana, and I encourage all citizens to recognize the contributions of Registered Dietitian Nutritionists and express appreciation for their commitment to promoting science-based nutrition in the hope of achieving optimum health for both today and tomorrow. Proclamation-National Nutrition Month Mayor Roswarski read the following proclamation: Whereas food is the substance by which life is sustained; and Whereas the type, quality, and amount of food that individuals consume each day plays a vital role in their overall health and physical fitness; and Whereas there is a need for continuing nutrition education and a wide-scale effort to enhance healthy eating practices; THEREFORE Board of Public Works and Safety March 9, 2021 Page 4 I, Mayor Tony Roswarski, do hereby proclaim March 2021 as National Nutrition Month in the City of Lafayette, Indiana, and I encourage all citizens to join the campaign and become concerned about their nutrition and the nutrition of others in the hope of achieving optimum health for both today and tomorrow.
