BOARD OF PUBLIC WORKS AND SAFETY MINUTES March 23, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, March 23, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray and Norm Childress. Absent: Ron Shriner and Amy Moulton Jacque Chosnek, 1st Deputy City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mr. Childress moved for approval of the minutes from the March 16, 2021 regular meeting. Mrs. Murray seconded. Passed. NEW BUSINESS Purchasing Vehicle/Equipment Trade-In Authorization-Fleet Maintenance Dave Payne, Purchasing Manager, presented to the Board and recommended approval of a Vehicle/Equipment Trade-In Authorization for a 2002 Sterling LT8500 Packer VIN/Serial Number 2FZHAWAK92AK04535 City ID#2236 and a 2002 Henderson Heavy Duty Plow VIN/Serial Number RSP-01448 City ID#2236P. Mr. Payne stated that these items will be traded in as part of a vehicle purchase. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. CLAIMS Jeremy Diehl, Deputy Controller, presented for Board approval, Claims in the amount of $2,560,363.75. Mr. Childress asked a question on Page 19 regarding the J.R. Kelly invoice for Loeb Stadium and the completion status of that. Mr. Diehl stated that J.R. Kelly was 91% complete in January 2021. Mr. Childress asked a question on Page 18 regarding the Morgan Constructors for Columbian Park Carousel and the status of that. Mr. Diehl stated that project is 96% complete. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. MISCELLANEOUS Special Event Request-Hunger Hike Josh Prokopy, Event Representative, presented to the Board and recommended approval of a Special Event Request for the Hunger Hike to be held on September 19, 2021 from 12:00noon -3:00pm at Riehle Plaza and the Big 4 Depot. Mrs. Murray moved for approval. Mr. Childress seconded. Passed. Board of Public Works and Safety March 23, 2021 Page 2 Proclamation-Earth Hour Mayor Roswarski read the following proclamation: WHEREAS, Earth Hour, organized by the World Wildlife Fund, is a global initiative that encourages individuals, businesses and governments around the world to turn off all non-essential lights for one hour on Saturday, March 27th, 2021 between 8:30 pm and 9:30 pm; and WHEREAS, the goal of Earth Hour is to demonstrate that individual action on a mass scale can help positively impact our planet; and WHEREAS, natural systems are vital for all our futures – and yet, the rate of global loss of nature during the past 50 years is unprecedented in human history. Nature not only provides us food, water, clean air, and other services – it is also one of our strongest allies against climate change. Protecting nature is one of the most immediate, powerful, and cost-effective solutions to the climate crisis. WHEREAS, led by the World Wildlife Fund, hundreds of millions of people across 187 countries celebrated Earth Hour last year. Today, Earth Hour aims to increase awareness and spark global conversations on protecting nature not only to combat the climate crisis, but to ensure our own health, happiness, prosperity and even survival. WHEREAS, City of Lafayette government will strive to turn off all non-essential lighting during Earth Hour; NOW, THEREFORE, I, Tony Roswarski, Mayor of Lafayette, do hereby proclaim the hour between 8:30 pm and 9:30 pm on the 27th day of March, 2021, to be Earth Hour. I encourage all City of Lafayette residents to make a global statement of concern about climate change and to demonstrate commitment to finding solutions by turning off all non-essential lights during this time period. Mayor Roswarski gave the Board a brief update on the Climate Action Plan. Discussion ensued.
