BOARD OF PUBLIC WORKS AND SAFETY MINUTES June 22, 2021 Regular Session: The Board of Public Works and Safety met in regular session on Tuesday, June 22, 2021 at 9:00 a.m. in the Common Council Chambers. Members present were: Gary Henriott, Cindy Murray, Amy Moulton, Ron Shriner and Norm Childress. Jacque Chosnek, City Attorney, was also present. President Henriott called the meeting to order. The Pledge of Allegiance was given to the flag of our Country. MINUTES Mrs. Murray moved for approval of the minutes from the June 15, 2021 regular meeting. Mrs. Moulton seconded. Passed. BIDS UDER ADVISEMENT Bonlou Drive Signal Installation Project President Henriott stated that this item will remain under advisement. Utility Emergency Response Program 2021-2022 President Henriott stated that this item will remain under advisement. NEW BUSINESS Economic Development Recommendation for Award/Contract-Lafayette Theater Rigging, Lighting and Acoustic Drapery John Collier, Economic Development, presented to the Board and recommended approval of a Recommendation for Award/Contract for the Lafayette Rigging, Lighting and Acoustic Drapery with Associated Controls + Design (AC+D) in the amount of $127,836.00. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Jacque Chosnek, City Attorney recommended the Contract with Associated Controls + Design (AC+D) in the amount of $127,836.00 should be voted on separately. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Notice to Proceed- Lafayette Theater Rigging, Lighting and Acoustic Drapery Mr. Collier presented to the Board and recommended approval of a Notice to Proceed for the Lafayette Theater Rigging, Lighting and Acoustic Drapery. The project is set to start today. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Board of Public Works and Safety June 22, 2021 Page 2 Historic Demolition Permit-222 S. 5th Street (Demolition of Fire Damaged Structure) Mr. Collier presented to the Board and recommended approval of a Historic Demolition Permit for 222 S. 5th Street (Demolition of Fire Damaged Structure). The demolition request was reviewed by Dann Keiser, Lafayette Historic Preservation Officer, who determined that the loss of the structure would adversely affect the historic neighborhood. Mr. Keiser recommended upholding the 60-day waiting period. Mr. Collier agreed with Mr. Keiser’s recommendation Mr. Childress moved to uphold the 60-day waiting period. Mrs. Moulton seconded. Passed. Legal Counsel Resolution 03-2021: A Resolution to Amend Resolution 01-2021 (A Resolution Approving the Detail of the 2021 Water and Renew (Wastewater) Department Budgets) to Correct a Scrivener's Error Jacque Chosnek, City Attorney presented to the Board and recommended approval of Resolution 03-2021: A Resolution to Amend Resolution 01-2021 (A Resolution Approving the Detail of the 2021 Water and Renew (Wastewater) Department Budgets) to Correct a Scrivener's Error. Mr. Childress moved for approval. Mrs. Moulton seconded. Passed. Lafayette Renew Task Order #3-Wessler Engineering Brad Talley, Lafayette Renew Superintendent, presented to the Board and recommended approval of Task Order #3 with Wessler Engineering for engineering and field services for identifying sources of inflow/infiltration in two areas of the sanitary system with the fee not to exceed $59,600 without the OWNER’S written approval. Mrs. Moulton moved for approval. Mr. Childress seconded. Passed. Task Order #4-Wessler Engineering Mr. Talley presented to the Board and recommended approval of Task Order #4 with Wessler Engineering for the Design Phase and Bid Phase Engineering Services for the work included in the 2021 Cured-in-Place Pipe Lining project for the priority sewers identified by OWNER. The Engineer’s fee for Task Order No. 4 shall not exceed $78,000 without the OWNER’S written approval. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed. CLAIMS Jeremy Diehl, Deputy Controller, presented for Board approval, claims in the amount of $ 7,626,153.77, Mr. Childress asked a question on Page 21 regarding the contracts and management for Memorial Island. Mr. Diehl responded the amount was through May and the project is 93% complete. Mr. Henriott asked a question on page13 regarding DTF Equipment. Mr. Diehl responded it was the Drug Task Force software specific to covert training. Mr. Childress moved for approval. Mrs. Murray seconded. Passed. Board of Public Works and Safety June 22, 2021 Page 3 MISCELLANEOUS Special Event Request-Star and Stripes Mrs. Murray presented to the Board and recommended approval of a Special Event Request for Stars and Stripes to be held on July 4, 2021 from 12:00pm-12:00am (midnight) located at Riehle Plaza, Big Four Depot, the John T. Myers Bridge and surrounding city streets. Mrs. Moulton moved for approval. Mr. Shriner seconded. Passed. Special Event Request-Independence Day Parade Mrs. Murray presented to the Board and recommended approval of a Special Event Request for the Independence Day Parade to be held on July 4, 2021 from 10:00am-12:00pm (noon) located on Main Street from Alabama to Wallace Avenue and to Park Avenue. Mr. Shriner moved for approval. Mrs. Moulton seconded. Passed.
